In anticipation of this topic coming up at tonight's meeting, I wanted to slare witfi. y_ou a memo that I sent to thre Mayor
last week. In the Mayoris absenci, l'thought-it best for you to have the following information ahead of time (sorry for
short notice), lt is my opinion that it is OKlo let the public kn"ow about the "delayed status" of the report, but use the
next 30 days to formulite an "action" plan on this item and 6e prepared to make an official decision (go/stop) at the
next trustee meeting.

Mayor,
I recenly received a message from Stearns & Wheler Engineers that they were still waiting for the signed proposal
before they proceed with thd headworks analysis for drillwater. I was surprised Oy tltg lack of progress, but later found
nJ originai iroposal in a stack of papers on riry desk...it had never been presented to you for signature. I have briefed
the PWC on this issue.
ln,the months that have passed since we previously approved the headworks analysis, the opposition to wellwater has
only increased. I suspeci that the oppositibn will continue to grow and could impact the entire wwtp "industry" as a
viable source of revenue for the vil6be. Also, at the time of cbnsideration, we were not sure if there would be any
follow-up from the Walter Hang FOIL request. There has been no subsequent activi$'
The requirement to do the headworks analysis was to meet the new NYSDEC requirement in the event that we were to
take drill water in the future. There was/is no obligation to perform the analysis for the drill water previously_.taken' The
;iiOe nenent' of doing itre anatysis (for future driliwater), *as to help document our innocence (for past drill.water). But'
it is nry opinion tnat elen it tne'report was uclean", it would not satisfrT the aggressive objectors' There will always be
someone that will 'fight' us no matter what documentation we have.
Based on this combination of factors, I suggest that the Village take the "opportunity" lo reconsider and address the
option to take drill water in the future. tttne-reconsideration results in the decision to 'table" the idea of taking drillwater
in the future, then I would recommend that we withdraw the authorization of the headworks analysis...saving $28,000'
lf the public opposition to drillwater relaxes after the NYSDEC's Generic Environmental lmpact Statement (and
subsequent r6lutatory changes), then we could always have the headworks analysis done to consider taking drill water
in the future.
