Fax: (607) 257-9474 Thomas Chief of October 7,2009 To: The Honorable Mayor Gilmore Members of the Board of Trustees Village of Cayuga Heights Re: Report of the Police Deparfment for September 2009 Fo.r.tle month of September there were 134 complaints reported to the police department and 2 motorvehicle accidents investigated. There were 36 traffic tickets issued and 2 pirkngtickets writt,en. For the month of September there were two felony complaints: one for Burglary and one for Homicide. Ahomeowner came home _after being away all day to find that the rear sliding door was open. Uponinvestigation it was found that a screen had been p.ied off an open window and tie subject had entered theresidence through the window. It appeared that ihe subject leit though the sliding door. The contents ofnumerous dresser drawers had been rifled through and dumped on the floor. eslrtnis date, a diamond 4g it the only item to have been taken. The offi"". r"spond"d to a residence for a report of an assault.Upon investigation, it was found that the victim was deceised due to the attack. A 2g year old male wasarrested for homicide. There were five misdemeanors reported: one for Issuing a Bad Check, two for Criminal Mischief, one forForgery and one for Criminal Possession of Marihuana. A complainant reported receiving a check whichhad been returned by the bank for insufficient funds. The check had beenlssued to pay rEnt. The case isstill open and under investigation. A resident rep_orted that her motorcycle had been pusir.a over during theovernight hours while parked in her driveway. She did hear several male voices outrid. during the night.The resident reported that there were several imall dents and scratches on the motorcycle that had not.beenthere previously. The other criminal mischief report was the complaint that the side of a pilr. up truck hadbeen keyed by an unknown subject. The truck hid been parked in the Kendal lot while the owner had beenworking' The offtcer responded to a business for a forgery as a subject attempted to purchase an item witha possible fake $20 bill' The employee of the business aavlsea the subject that the bill did not look real andkept it' The subject left the store and was located by the officer walking down the road. The subject statedthat he had found the money on the golf course and attempted to use it. Upon emptying his pockets, thesubject was found to have a pipe and marihuana. The 19 year old male was arrested for UnlawfulPossession of Marihuana. After confening with the DA's officl there was not enough evidence to chargethe sudect with possession of a forged instrument. The officer responded to A-lot and met with CornellPD in regards to a possible drug dealing situation. The vehicle was occupied by 5 males. Uponinvestigation, numerous bags of green vegetution, a digital scale and cash were located in the vehicle. Two18 year old males were arrested for Unlawful Possession of Marihuana and issued appearance tickets tocourt' A 15 year old male and two 16 year old males were also arrest for Unlawful possession ofMarihuana with additional charges of iriminal Possession of Marihuana, criminal use of DrugParaphernalia and Attempted criminal sale of Marihuana. The 16 year olds were issued appearance ticketsfor Cayuga Heights Court and the 15 year was issued a juvenile ticket to appear at probation. There were nine violations reported: five for Disorderly Conduct, three for Harassment and one for Unlawful Trespass. The officei responded to a report of a subject who. had jumped in front.of a TCAT bus screaming and striking at the windows. The subj-ect was fou_nd to be in possession of marihuana' The 61 year old male was arrested and issued an appearance ticket for court. The other four disorderly conducts were reports of loud music or noise. The iuUiects responsible were advised of the complaints and there were no fr*ther problems. A resident reported ihut ,h. fiad previously had a relationship with a subject and were now just friends. The subject got upset over an incident and had verbally threatened her..-The resident did not want the subject arresied c-riminally so she was advised that she could go to Family Court and priition the court for an order ofprotection. A resident reported receiving an annoying text message on her ;;ii;t";r. The resident calledihe listed number and a youth answered and hung up. The officer called the number and spoke with a female who stated that her kids had the phone and that she would make sure it would not happen again. No fuither calls were received by the complainant. The final harassment case was that the^iomplainant reported that he had received annoying and threatening phone calls' The complainant did know the subject. The case is open and still under investigation. The officer responded to C;ig Heights School to speak with a complainant about a trespass case in reference to an ex-employee' rfre impfai"ant stated thaf the employee had been let go and had been advised not to be in the school' The subject did return to the schooi after hours to return her keys and the principal wanted this incident documented. The subject was advised by the officer that she not return to the school unless the principal was present. The case is closed and there have been no frtrther problems. Two village ordinance complaints were received by this department: one for Dog Control and one for a Solicitor,s permit. There were eight Vehicle and Traffic complaints: three for parking problems and five miscellaneous problems. During-the month of september there were one hundred eight miscellaneous complaints reported to this department. Officer Lanning began his fall DARE classes at the Northeast Elementary School. As part of the critical incident negoti-ation team, Sgt Steinmetz responded to an individual who had barricaded himself in a residence irithe village of Citon. The male was highly ETOH. The situation was resolved and the male was arrested. During the month of September the full time officers worked 162.5 hows of overtime and the part-time officeis worked 189.5 hours. There was a total of $690 in properlry reported lost or stolen.
