HomeMy WebLinkAboutReport of the Police Dept,.pdf May 10, 2016 To: The Honorable Mayor Supron Members of the Board of Trustees Village of Cayuga Heights Re: Report of the Police Department for April, 2016 In the month of April the police department received 362 calls for service. In addition to these calls 74 uniform traffic tickets were issued and 8 parking violation was cited. A breakdown of the calls for service is as follows: There were no Felony complaints reported. 2 penal law misdemeanor offenses were handled including 1 for Larceny and 1 for Fraud. In the Larceny complaint the resident stated that a parcel had been delivered unexpectedly had been taken from their porch. There is a suspect in this case and the investigation is ongoing. The Fraud complaint consisted of a resident stating that they had received a phone call from a person stating they were from the IRS. The resident disclosed personal information to the caller before realizing that it was fraudulent call. There has been no monetary loss and the complainant has been advised to change passwords on accounts and to be vigilant of any unauthorized transactions. 5 vehicle and traffic stops led to 8 misdemeanor charges including: Subject Circumvent Interlock Device, Reckless Driving, Unlawful Fleeing a Police Officer, 2-Aggravated Unlicensed Operation of a MV 2nd, 2-Aggravated Unlicensed Operation of a MV 3rd, and Suspended Registration. 3 Penal Law Violations were reported, 1 for each Harassment, Disorderly Conduct and Criminal Mischief. The harassment complaint came in as a resident stating that her estranged husband was sending her harassing text messages. The officer reviewed the messages that were received and determined that they were not of a harassing nature. The complainant was advised to follow up with officers again pending any messages that reached the point of harassment. A Disorderly Conduct complaint was investigated involving subjects having a loud party and standing along the side of the road and in the roadway. The property manager was contacted and the subjects were told to keep the noise down and to exit the roadway or citations would be issued. The Criminal Mischief complaint involved a resident stating that unknown subjects had uprooted several flower bulbs from their property. The resident confirmed that the bulbs were not damaged and could be replanted and that they would keep a closer eye on persons passing by their property. 5 Local Law violations were received, 2 for Noise and 2 for Soliciting and 1 for In the Park After Hours. The 2 Noise complaints consisted of residents reporting loud music and noise coming from a neighboring residence. In the first occurrence the officer determined that the level of noise coming from the residence was not unreasonable. In the second complaint, the officer also found the noise level to be reasonable, however did observe empty beer cans and other trash suggesting a party was in progress. In both of the Soliciting complaints residents reported that unknown persons were going door to door handing out religious information. Contact was made with the subjects and they were notified that they were to register with the Police Department before soliciting information. One of the groups came to CHPD and was issued vendor permit cards. The other subjects opted to leave the village. In the Park After Hours incident the Officer found 2 subjects in a parked vehicle in the Park outside of the 6a.m.- 10p.m. hours. The subjects’ parents were contacted and all were advised of the village’s local law. 1 Subject was taken into custody under the Mental Hygiene Law. After investigation of a domestic incident officers found a person to be a danger to themselves or others. The subject was transported to the hospital under the MHL 9.41 Law. 1 Warrant arrest was made. The Ithaca Police Department took a subject in custody that had an active warrant out of Cayuga Heights Court. The subject was arraigned on IPD and CHPD charges at Ithaca City Court and remanded to TCJ on bail. There were 2 Motor vehicle accidents investigated, none of which involved deer. There were no other deer incidents reported. In summary, 7 persons were arrested and the following 10 charges were filed: 1- Subject Circumvent Interlock Device, 1- Reckless Driving, 1-Unlawful Fleeing a Police Officer, 2-Aggravated Unlicensed Operation of a MV 2nd, 2-Aggravated Unlicensed Operation of a MV 3rd, and 1-Suspended Registration. 1-Mental Hygiene Law/9.41 and 1- Police Officer Execute Bench Warrant. Over the course of this month police department members took part in the following trainings and events: On April 12th Part Time Officer took part in the semi-annual firearms qualification while Full Time Officers attended on the 19th. On April 20th Michael St. Angelo began employment as a Part Time Officer. The full time officers worked a total of 37.5 of overtime and the part time officers worked a total of 434.5 hours.
