Dear Zoning Board:
Thank you for your time in volunteering to help the community by serving on this body. It is a thankless job but much appreciated.
We had a brief dealing with the zoning board in the past for what we thought was going to be a fence variance and found the board
to be thoughtful and fair.Our prior project did not end up needing board approval,but this one does.
We are applying for a variance from the height restriction of 25 feet from lowest point to mid roof for a renovation and addition of a
second floor at 878 Highland Road. We are under contract to purchase the residence,and immediately on taking ownership we
would like to add a second floor over approximately%:of the current first floor. Detailed plans and drawings are attached.We would
like to address the relevant questions for applying for an area variance:
1. Whether an undesirable change will be produced in the character of the neighborhood or a detriment to nearby properties.
No.The proposed plans are consistent with the character of the neighborhood and the surrounding houses. The completed
project will be consistent with other houses along Highland Road. By investing in 878 Highland,we believe we will augment
the value of our property and of the surrounding properties. The creation of a two story house at 878 Highland will make it
easier for owners or future owners of nearby houses to make similar investments should they chose to do so.
2. Whether the benefit sought by the applicant can be achieved by some method,feasible for the applicant to pursue,other
than an area variance.
No.We have evaluated various plans to add a second floor with standard interior wall height to 878 Highland and,because
of the slope of the lot,it cannot be done without exceeding the 25 foot limit.The footprint of the house cannot be
expanded at reasonable cost because of proximity to the property lines and the shape of the current structure.
3. Whether the requested area variance is substantial.
No.The height of the total structure will be just over 28 feet,for a 3%2 foot variance.We do not feel this is substantial.
4. Whether the proposed variance will have an adverse effect or impact on the physical or environmental conditions in the
neighborhood or district.
No.We do not feel there will be any negative impact on the physical or environmental conditions in the neighborhood.
Going up to a second floor will have less impact on the environment than an addition to the foot print of the house.
5. Whether the alleged difficulty was self-created.
It is self-created in that we do not have to buy this house or put on a second floor. However,the variance is needed because of
the slope of the lot,not because of any special or unusual design of the proposed house.
