January, 20, 2012 To the Village of Cayuga Heights Zoning Board of Appeals: We, Dick and Joyce Putnam,are requesting a fence variance for the existing fence that protects the flower and vegetable gardens that we have maintained on the SE side of our home since moving to The Parkway in 1984. The three wooden sections on the side property line were designed and constructed by Dick in 1990 at the request of Joyce and our neighbor,Kay Ensworth. At the time,they were not part of a fence but a freestanding landscape background for garden plants and vines. We patterned our design after one we liked in the village. There were many fences taller than four feet that we noticed throughout Cayuga Heights. We did not realize that we were in violation of a village ordinance. After Kendal was built and opened in 1995,the deer that lived on those 100 acres started to venture into the adjoining neighborhoods. For several years,we strung netting around this small side garden area winding it through the natural vegetation and spanning open areas with metal post supports. By 2002,the ever increasing and bold deer population regularly tore through the netting. We decided to construct a better looking and sturdier barrier along the front of our property. Dick matched the wooden lattice design of the original side panels because all the prefabricated fence panels we could purchase seemed too solid and not as esthetically pleasing.Wanting to soften the look,I asked him to leave a gap in the fence to accommodate a branch from the tall white pine so it would not need to be cut. We then threaded a more substantial mesh fence through the trees,evergreens and shrubs on the side property line to meet the old wooden landscape fence built in 1990. This mesh fence is almost invisible throughout the year. We do not believe the fence in any way has had an adverse effect or impact on the physical or environmental conditions in the neighborhood. The fence is tasteful and attractive and certainly not a detriment to nearby properties. Many Parkway walkers do not notice our fence. Others,wanting a fence like it,have stopped to ask where we bought it.The part of the fence running parallel to The Parkway is 5% of our total property line.The portion running diagonally to the house is 6% of the totally property line. The three original landscape panels on the side property line are 4% of the total property line. The deer have destroyed most other plantings in our front,side and back yards including all undergrowth and seedlings in our small woods. This fenced area is the only safe sanctuary where we can grow vegetables and still enjoy flowers and shrubs,many given to Joyce by her mother,grandmother,friends and neighbors who have passed on. We would appreciate a variance to allow us to keep our existing fence. 0�C I
