Office Hours ENGINEER'S REPORT 9 A.M -4 RM DATE: April 13, 2011 TO: PLANNING BOARD FROM: Brent Cross, Village Engineer RE: Pleasant Grove Subdivision I have received an application to subdivide 176 Pleasant Grove Road into three lots, which includes the existing single family house on one lot and two new building lots. This is considered a Major Subdivision (more than 2 lots) by the Local Law#2—1992 and therefore is subject to approval by the Planning Board. I am preparing this report to provide the Planning Board with information about the specific project, as well as procedural details of the approval process. The owner/applicant, Jason Sokoloff, has provided a preliminary subdivision plat as prepared by TG Miller, PC dated 1/14/11 (see attached survey map)- The existing lot would be divided into three lots identified as Lots A, B, C. Lot A: 1.02 Ac parcel with frontage/access onto the private street, Pleasant Grove Lane. Since the private road is owned by the Pleasant Grove Lane Homeowner's Association (PGLHOA), then we will need documentation from them that they will allow access to this lot via a legal right of way or membership in the PGLHOA. Lot B: 0.64 Ac parcel with frontage onto Pleasant Grove Road, which is a public street. This lot also has the existing house, which will remain. Lot C: 0.60 Ac parcel with frontage onto Pleasant Grove Road. I have checked all lots for compliance with the Village Zoning Regulations for minimum lot size. They all exceed the minimum average width of 125' and minimum average depth of 150'. They also have more than the minimum 75'of road frontage. Of course Lot A's frontage is on the private road. This is similar to how the existing lots on Pleasant Grove Lane were approved. Although the total area of Lots A&C (new lots) is 1.62 Ac, I suspect that the total area of disturbance will be less than 1 Ac, which is the threshold for a Full Stormwater Pollution Prevention Plan (SWPPP). Since the project does not include any new infrastructure such as roads, ditches, water/sewer/storm pipes, or sidewalks, I don't anticipate any measurable amount of post construction run-off. Therefore, I would recommend that the developer be required to provide a"Basic SWPPP"which will address soil erosion and sedimentation controls during the construction phase. This project will be presented to the Planning Board at the upcoming meeting as a Preliminary Plat. This meeting is a chance for the PB Members to become familiar with the project and ask pertinent questions. During this meeting, it is appropriate for the Planning Board to officially classify the project as a"major subdivision" and designate the lead agency for the SEQR process. You will also decide whether the developer should prepare a SEQR Short or Long Form to be reviewed at the next meeting. Provided that there are no significant issues to be resolved as a result of the preliminary meeting, the project will need to be scheduled for a public hearing at the following meeting. I will identify all of the adjacent property owners and send them a letter as well as place a notice of the meeting in the Ithaca Journal.
