Justice Court Assistance Program Grant Application
I arn pleased to invite you to apply for a2009 Justice Court Assistance Program (JCAP) Grant.
JCAP was established in 1999 to provide some State assistance to Town and Village Courts. Since the
release of the Unified Court System's Action Plan for Justice Courts in November,2006, the program has been
significantly expanded. This fiscal year, the state court system's budget includes $4.7 niillion in JCAP
funding.
The maximum JCAP award is $30,000, and may be used for a variety of purposes, including office and
security equipment, furniture, courtroom renovations. Note that under the Action Plan, the State couft system is
directly providing computers and other automation equipment to the Justice Courts and that the JCAP
application should therefore not be used to request such equipment. (Please contact the UCS Division of
Technology at 800-622-2522 for automation requests.)
Applications for JCAP Grants rnay be submitted by the Justice Coutts, as well as by towns and villages
on behalf of the Justice Courts. Applications should be submitted by August 1 , 2009 . While applications can
be submitted after that date, it is expected that grant requests will exceed the available funds, and therefore early
submission of applications is recommended.
This year the application must be submitted online. Qllote, however, that certain materials, including a
signature page and the court's annual budget must be submitted by mail.)

The following signature provides certification that: (1) any funds (and any goods or services) awarded pursuant to this
application shall be used only in accordance with the provisions of Chapter 280 of the Laws of 1999 and with all rules and
regulations goveming the Justice Court Assistance Program; (2) any goods and/or services purchased with any Justice Court
Assistance Program funds shall be obtained in accordance with acceptable procurement practices established by the
governing municipality including, but not limited to, competitive bidding and procurement policies and procedures; (3) no

Dear Diane,
ljust completed the on-line application for a JCAP award for the Vllage of Cayuga Heights
Court. We are seeking 6 filing cabinets. lstill have to mail in the signature page, court budget
and local resolution. I could not figure out how to make a paper copy of the basic application.
There seems to be no button to click or other means to get a paper copy of the application I
submitted. lwould like one for my records and believe that the Vllage Trustees willwant to see
it as well. Further, lwould like confirmation that the application in fact was received by your
office.
Therefore, would you please confirm that the application was received? And second, would you
either explain to me how I can print a paper copy or would you send a copy to me?

The SLate's Justice Courts are of vital importance to New York's justice
system and the community, yet the towns and villages that support
them often have limited budgetary resources, For these Courts to
remain viable in an increasingly sophisticated age, they need additional
assistance and resources. Therefore, during the 1999 session of the
Legislature, the Unified Court System sought establishment of an
ongoing program of State assistance to the Justice Courts. With the aid
of the State Magistrate's Association and many other friends of the
Justice Courts, our efforts were successful, culminating in enactment of
chapter 280 of the Laws of 1999, In the years to come, chapter 280 will
make it possible for Justice Courts to imporve security, acquire essential
equipment and to maintain a dignified appearance.
Applications:
Be sure to include a shipping address as well as your mailing/contact
address on the application. Many items are ordered and shipped directly
to you, These items will be delayed if the only address we have for you
is a P.O. Box as items can not be shipped to post office boxes'
Computers, printers and other equipment are no longer awarded
through this program, The Office of Court Administration will provide
that equipment directly.
For furniture, filing cabinets and other equipment, be sure to check with
the District Office in your Judicial District for surplus equipment' They
might have just what you need available immedlately.
Awards:
Awards of certain hardware and equipment are purchased using the
New York State Contract price and then shipped directly to the
recipient, saving money, time, and work for the local courts.
Other requested items will be awarded in the form of a check to the
Town Supervisor or Village Mayor. These funds must be spent for the
items listed in the grant award letter. We advise keeping receipts, along
with grant letters and any additional correspondence, for at least THREE
years,
Spending Funds:
Grant award funds must be spent within 6 months of receipt of the
grant award letter, Any funds not spent within that time, are considered
"excess funds", See the following paragraph for guidance on handling
such funds.
Excess Fundsr
If items requested in the grant application have gone down in price
since the application was completed, or if certain items are no longer
needed, grant recipients must contact the Office of Court Administration
to discuss how to handle the excess funds. In many cases, the Office of
Court Administration will revise the grant to permit the municipality to
spend the excess funds on other equipment or supplies needed by the
