HomeMy WebLinkAboutResolution to Adopt 2010 PEG Access Studio Capital Budget DRAFT 06.03.2009.PDFft4(D/,,L" 6-rv ' * r 7's ia't !,*ry"DRAFT Common Council City of Ithaca June 3, 2009 Resolution to Adopt 2010 PEG Access Studio Capital Budget Whereas the Franchise Agreement between Time Wamer Entertainment and the City of Ithaca signed in 2003 authorizes Time Wamer Entertainment to collect $0.15 per subscriber per month to be used for the purchase of equipment for the PEG Access Studio; and Whereas the total capital budget for the life of the ten-year agreement was estimated to be $200,000; Whereas the Franchise Agreement outlines the creation of an Access Oversight Committee which shall be responsible for approving the timing, use and amount of PEG access equipment acquired each year over the term of the agreement; and Whereas the Access Oversight Committee has approved a2010 capital budget in the amount of $19,800; and Whereas the Franchise Agreement states that participating municipalities, including the City of Ithaca, must adopt the annual PEG Access Studio budget by June 30 of the preceding year; now therefore be it Resolved that Common Council adopts the 2010 PEG Access Studio budget as approved by the Access Oversisht Committee. ,.r4' N,A N- 0nlW'*J$ $'w "N--\ 2010 PEGASYS Capital Budget Approved by AOC N4ay 12,2009 Replace Studio Inscriber Titling Computer $5,000.00 Replace studio Inscriber Titling computer with Compix LCG5000 Upgrade Premiere workstations $1,000.00 Premiere came out with version CS4 ayear ago. We are currently running CS3. Replace Flats and Props $1,000.00 Main Office Internet workstation $1,500.00 With DVD bumer, Firewire and USB corrnections. Windows Office. Contingency Fund $3,500.00 Description: We have a greal deal of equipment that is 8-15 years old, and will need replacement as it fails. In addition, many lower-priced items like cables or headphones receive hard use and need replacement much more frequently. Which items will fail is impossible to predict ayear in advance. As you know, the City of lthaca's Franchise Agreement with Time Warner Cable requires that the three participating municipalities submit a budget for public access ("PEGASYS") every year by the end of June for the next fiscal year. The budget addresses the equipment needs of community, government and educational access. Also enclosed for your reference is the City's resolution. Last year the City's resolution served as a template for the Village resolution. Your recommendations are due at Time Warner Cable by June 30, 2008. I regret that I will not be able to attend the Village Board meeting of June 15, 2009. Access Oversight Committee Resolution Access Oversight Gommittee Tuesday, May 12,2009 Approval of 2010 Budget wHEREAS, Section 15.12 of the Franchise Agreement between the city of Ithaca and Time Warner E ntertainment-Advance/Newhou se Pa rtnersh ip (TWc) of January 2003 requires the participating municipatities (city of Ithaca, Town of lthaca, Village of cayuga Heights) to provide TWC with an annual budget for public, educational and governmental access operations by June 30 of each calendar year, and WHEREAS, the city of lthaca's ordinance #2003-17 , par 1B-4-G, requires the Access oversight committee (Aoc) to provide the participating municipalities with a recommended annual budget by May 31 of each calendar year, now be it RESOLVED, that the AOC accepted the attached capital budget for Fiscal Year 2010 in the amount of $19,800.00 at their regular meeting of May 12, 2010, and BE lT FURTHER RESOLVED, that the AOC forwards their recommendations for approval by the Common Council of the City of lthaca, the Supervisor of the Town of lthaca and the Mayor of cayuga Heights so that they may meet their obligation to provide TWC with an annual budget for public, educational and governmental access operation, which budget is due June 30 of each calendar year.
