Re: Report of the Folice Department for March 2009
For the month of March there were 107 complaints reported to the police departrnent and 3 motor vehicle
accidents investigated. There were I 14 haffic tickets issued and 7 parking tickets written.
For the month of March there were no felony complaints. There were eight misdemeanors reported: two
for Petit Larceny, two lbr Criminal Mischief, two for Aggravated Harassment, one for Fraud and one for
identity Theft. One petit larceny was the theft of a bicycle taken during the overnight from the front yard
ofa residence. The case is still open. A resident reported a theft from his home office ofcash and a check
which had been removed from his coat pocket. The resident believed that he knew who had taken the
items. After an investigation by the officer into the theft, the resident stated that he did not want to pursue
any charges. The case was closed with any prosecution declined. While on patrol, the offrcer observed
numerous street signs u,hich had been damaged and removed from their sign post. Upon investigation, it
was found that there were seven locations where the signage had been damaged or the posts bent. It
appeared that the damage occurred dwing the overnight. The second criminal mischief was reported
damage to the complainant's vehicle. This has been an ongoing problem for the several past months. The
owner would get the damage repaired and then the vehicle would be damaged again by an unknown
subject. This activity has also taken place in the City of Ithaca as the Ithaca City Police Department has
also taken several reports on this. The investigation is continuing. One aggravated harassment case was
the report of a female that she had broken off the relationship with her boyfriend as he had been acting
irrational lately and has had some mental problems in the past. The complainant was concerned for her
safety and that of her young child. Since the break up, the male had been attempting to communicate with
her by calling, emails and texting. The complainant had requested the male to stop all contact. When the
male again emailed the complainant, the police department in the location that the male subject resided was
notified to check on his welfare and advise the male to stop all attempted correspondence with the
complainant. This action was done and there has been no further problem. The second aggravated
harassment case involves a youth being a victim of a cyber bully attack. Another classmate sent out several
emails, claiming to be tlhis youth, which offended the. recipienis. The officer met with the school official
and advised him of this problem the youth was having with other students caused by the email. The school
official was going to try and identiff the student responsible and deal with the problem at the school. Since
an official complaint was filed with the PD, the officer needed to be kept informed of situation. A resident
reported that he had been notified by his bank that fraudulent charges had been charged to his bank card"
The bank had caught the charges, the purchases stopped and his card cancelled. The resident had been
advised by his bank to file a report with the police department. The final misdemeanor reported was
identity theft. A residenLt had been in the process of changing her insurance from one company to another
and while doing a check, she was informed that there was a record of another person residing at the house
with a diflerent first name but same date of birth. The resident was concerned that her identity might have
been violated. After an investigation, it was found that it could have been an information entry error as the
unknown name did not appear anywhere else" The resident changed all her passwords and would look over
all reports that she requested and will notify this department if there are any further problems.
There were three violations reported for the month of March, all for Disorderly Conduct. Two of the
complaints were reports of loud voices and noise from parties being held. The subjects responsible for the
parties were advised to shut them down. In both instances a JA Refenal was completed. While on patrol,
the officer observed numerous males running up the roadway carrying an object. The males were dressed
only in their underwear. After investigating the incident, the officer found that the subjects were pledging a
fratemity and this was part of the fraternity prank. The object the subjects had was a composite taken from
a sorority. The house mother of the sorority was contacted and did not want to pursue larceny charges but
to have the item returned. All subjects were transported to CHPD, processed and issued appearance tickets
for court. Three 19 year old males, one eighteen year old male and one twenty year old male were all
charged with disorderly conduct andhazing.
There were three Village Ordinance complaints: one for Dog Control, one for Solicitors and one for Open
Container of Alcohol. In all three cases, the incidents were resolved and there were no further problems.
There were eight Vehicle and Traffic complaints: two for Parking, five miscellaneous traffic problems and
one Driving While Intoxicated. The officer stopped a vehicle for speeding and found that the driver, a 36
year old female was intoxicated. There were eighry-five miscellaneous complaints reported to this
department for the month of March.
During the month of March Chief Boyce and Sgt. Steinmetz attended a one day information session held in
Ithaca about Child Protective Services and Family Assessment Response. Sgt. Steinmetz provided security
for the Deer Forum held at the Dewitt Middle School and at Kendal of Ithaca. ChieflE]oyce, Sgt. Steinmetz
and Officer Manning attended a one day seminar in Rochester in regards to writing and applying for grant
funds for traffic details.
During March the full time officers worked 87.5 hours of overtime and the part-timr: officers worked 110.5
hours. There was atotal of$320 in property reported stolen.
