'Article for Ithaca f ournal / Ithaca Times/Cornell Daily Sun/Other Cornell Publications/lC Publications/Website Drill Woter/Share Attached & Distribute TCCOG aJ 3-5 year renewals of Health Care Agreement were voted upon as NOT requiring separate municipal Board Votes...Regarded as too unruly getting all2L municipalities to regularly vote on renewals. Notice of renewal period will be forwarded to each municipality should they wish to have discussion at the Board level, prior to "automatic renewal". VOCH Mayor Gilmore raised objections to this and a compromise was reached as per below. b) Any changes to the original agreement require VOCH Board and Administration review and approval. Changes will NOT be allowed without municipal majority board vote and approval as they come up. cJ Annual rate review and rate establishment based upon group experience, to be voted upon up by the TCCOG Health Clonsortium Board mid to late Summer annually, allowing each municipality time before the new year to accept or deny participating in the plan. Annual rate changes will be sent timely to each municipality. Att: Board of Trustees Re: wastewater Treatment of Drill water From: Brent Cross & firn Gilmore Date:4/20/09 The following Drill water study is underway as overseen by Brent cross,Superintendent of Public works and assisted by |im Gilmoie, village Mayor inconsultation with Bea Szekely, Chair of public Works: 1J We stopped taking drillwater on 4/Z/09.2i Stearns & Wheler is conducting a Headworks Analysis based upon a 40,000gallon daily maximum drill water input.3] Fortuna Energy has provided access to their drill-water supervisiondepartment. We_are in the process of further identif,iing the location of thewells, and type of water they excrete for WWTP treatment. We are sharingthis information with Stearns & Wheler as we get it. We hope to identifirfurther what's in the drill water before we treat it.4J Currently, we plan no further action by way o1 outreach to the L lournal ordirect response to Walter Hang's allegations until such time as we receive theStearns & Wheler results. We have received no response from anyone copiedby the Walter F{ang letter.5l If VOCH re-enters the drill water treatment bu.siness, it will only be after athorough review by Stearns & Wheler, the Superintendent of public Works and the Mayor, whose findings and recommund"tions will be shared with the DPW chair, fotrlowed by a f'ull briefing of the village Board.6) Should we go back into the business, it will also likely include the sale oftreated water to the natural gas companies (subject to NyS/DEC ApprovalJ, so their tankers leave WWTP full after delivering drill water to proviAe the Village with additional revenue and save the truiks from driving elsewhere.7) Bolton Foint was notified of our situation by Water Commissioner Gilmore at BP's last Boarcl Mtg.. l'hey support our process, and are available for technical assistance if needed. BJ Our sewer rate was held constant in our budge! so as to not reflect the financial relief our Village r:r its custorners would otherwise receive from thisdrill water business. 9J Brent Cross and Jim Gilmore must be satisfied with whatever Stearns and Wheler recommend before it will be brought forward to DpW Chair, Bea Szekely, and then the full board. l0JStearns & Wheler's Fresident and Chief Engineer spoke with us today. They are fully informed and formulating their reconrmendations. 11lThe DPW Committee and Village Board's input is valued throughout thisprocess' Priority will be placed on this situation, and bringing it to conclusion as soon as possible. we appreciate everyone's guidance and support as we sturly this situation.
