Fdsbie Otherc: Sarah Hatchet, Linda Bors, Steve Suplon, Anita \X/atkins Nick Supron, Ben Supton, Elizabeth Mount, Frank Collyer, Mayor Gilmore opened the Organizattonal Meeting of the swearing-in of fuch Uhlig and his resignation later. Ms. Mount stated that she bout keeping the money in the budget for the renovation and not take rnoney out of that line i issue as was done last year. Supt. Treasutet Silber felt that the amount was good, as we are presently in a good bidding envfuonment; however, the Village has to move aggressively. Cross reiterated that the building committee wanted to come up with a budget the Village could handle. The path the committee has taken gives the Village a flexibility level with tevisions with ptoject costs, etc. Trustee Szekely commented that modular equipment should be added to the proposal. The Mayor continues to have concems with cutting the fund balance down 500/o. He doesn't object to the plan but is not comfortable with cutting the fund balance in half. Silbet reiterated that if the budget passes with this line item, it does not launch the project. It just begins more discussion. Fund balance was then discussed. Ms. Watkins asked if the Village used most of the fund balance last year. The Treasurer answered that since the Village is still in the cuffent budget year.,he is not sure how the year will end, but we will probably end up drawing down approximately $8000. \X/atkins asked what a healthy fund balance is. A 25o/o rcserve is healthy. The Viilage is now at 50%. Watkins asked if there is anything legal to force the Village to dtaw it down" Treasurer Silbet stated that if the Village keeps it high, i.t runs the risk of a state audit. There is no purpose curently for that money which is the taxpayet's money. The question of how long the fund balance has been high was ashed. Silber answered that it trends upwards.. .it grew from sales tax revenue growing, coupled with healthy interest earnings. This budget recognizes this. The public healing then was closed at7:40 pm. Ttustees was a The second public hearing ofl proposed Local Law #2 of 2009 reiating to furnishing of legal counsel and indemnification of employees. Attomey Marcus presented an ovewiew of this law, especially the significance of the inclusion of punitive damages in the law. He also stated that this is an exempt action undet SEQR. Thete were no cofnments from the public, however Supt. Cross wished to express the fact that as the Village Engineet, even though he has a professional engineers license for New York State, in his capacity this is a significantlaw to have in the Village. The public hearing was closed at 7:50 pm. The third public hearing on the ptoposed Local yeat 2070, was opened. Treasuter Silbet stated the tate could drop by $a for inside rate and $6 public hearing was closed at 7:55 pm. .Law #3 of 2A09 at7:57 pm establishing the sewer rate fot fiscal that due to increased revenue fiom the Village accepting ddll water, for outside rate. Budget deliberations began. There were discussions on budget line item requests from depattments, and futthet discussion about the Marcham Hall renovation ptoject. The cost difference fot one story vs. two story building is apptoximately $ 1 50,000. It was suggested that to make a presentation to the Board at an upcoming meeting. Michelle I(iefer vrill no 1o take on the role of Cayuga Heights Association chair. There was a bdef discussion on ways to inform the public about committee openings, such as Courier, the website, and word of mouth. Thank you to Sarah Hatcher for all her hard work this past year on The Courier. Fred Cowett will be recognized at a futute meeting for his excellent summaly of all the ttees in the community. All funds go to the Fire Company. Motion by Trustee Andolina Seconded by Trustee Szekely Voted to pass Resolution xxxx approving the Spdng Yatd Sale fund taising effort by the Cayuga Heights Fite Company. All funds taised will go to the Fire Company. Mayor Gilmote, Trustees Andolina, Bors, Riesman, Supton and Szkely voted YES. Trustee Donnet Abstains At this time, Trustee Riesman expressed her concem about Trustee Donnet holding the position of. Chatr of the Public Safety Committee referencing his capacity as a rnember of the fire company and past membet of the fte department. The Mayor stated that Trustee Donnel's knowledge and expertise with teference to the fire department f company is helpful. Tnrstee Bors echoed that sentiment. Ttustee Andolina commented on conflict of interest in general, whetLby someone acts in a role that he personaliy stands to deiive a benefit from in the role of public official. Srmply put, you step away from an issue if you ate too close to it. Treasure Silber stated that Trustee Donner may want to step back when the fund raising letter for the Fite Company is apptoved. Chief Boyce presented more infotmation on a subject that he spoke about at the previous board meeting -- a request to submit a gfant to the Office of Community Oriented Policing Services (COPS Office) to receive funding for a 7'n police officer position. The grant, if teceived, would ptovide 100% funding fot the ftst 3 yearc of a newly hired poiice offi.cer, with the municipality taking over on the 4'h year. There was discussion among the trustees as to the necessity of a7'n offi.cer in the Village, and the costs jnvolved from the 4'h yeat forwztd. It was determined that the Village was not in favor of moving forward on this information. Treasuret Silber thanked everyone for their work getting the new budget put together. In November, Treasurer Silber will talk to the trustees to get the ptocess going again for next Trustee fuesman stated that the Independent Planning Board i should be put on the April20 meeting agenda.
