Frisbie Others: Anita $7atkins, I(ate Supron k****** *x*** ****x *****>k*** *****t<***>k*x **x>k ** x*>k**x******x*x {ayor Gilmore opened the meeting at 5:15 pm explaining that this was a budget workshop. The Mayor intfoduced'IlezrsuLet Silber, who explained that this was a working session with no action to be taken. He then explained the budget timetable as prescdbed by Vllage l,aw. T'he Trustees then discussed the issr-re of cornpensation for the Cayuga Fleights Fre Dept. Assistant Chiefs. Fire Supt. 'llamborelle spoke how compensarion for theie leadership positions would create an incentive for individuals to take the courses necessaly to bectme assistant chiefs. Tamborelle spoke to Steve Estes of Tornpkins County Personnel, and Estes is trying to come uir with a generic job description that will make the job non-competitii-e. There was discussj.on about municipal fte departrnents, and the responsibihtjes they entail. The possibility to invite John Galligan of NYCOM back for anorher serninar r.vas also discussed. Galligan has presented his seminar on municipal administration of a volunteer fue c{epartment to the Village of Cal.uga Fleights in the past. Supt. Tarnbotelle assured the trLrstees that he is planning to be Chief for- another three years, and is looking forward to be sure the department is strong and ready when he c{oes leave. Trustee Riesman took a minute out of the budget discussion to congratulate Anita \ilZatkins, who was in tlre audience, and is being honored at the City Federation !7omen's Organizaion's event next Thursday, March 26 fot my her work in the Campus CIub ESL progra- - on. of 9 local women being recognized. The Board congratulated Ms. Wati<rns on this accomplishment. Attorney Marcus advised the ]Joard that the;r coulcl open the floor to e\reryone in the room for discussion on the budEet. Move by T'nrstee Szekely Seconded by Trusree Riesman Mouon to invite the entire audience to discuss the buciget at this informai lvork session. Page I of2 Tteasuret Silber distributed a copy of the Assessor's Report, which by law now has to be attached to the budget. No action neecls to be taken on this. FIe then went over the budget iine by line. He expiained the columns on the right hand side of the budget, simply put, 1*' column is the depattment request, 2nd column is the budget officer's figures, and the 3"1 column is the board's figures. Mayot Gilmore discussed his tequest for administrative help vs. Supt. Cross wish for technicai help. Trustee Riesman stated that a specific job description should be discussed before any new position is approved. The budget must be approved by May 1., 2009, or the tentative budget wiil go into effect, There was some brief discussion on the numbet of trustees on village committees, i.e. Public Safety, Pub[c Works and Finance. There was a agreement that two trustees would be on each committee, and the Mayor would fiot selve on the committees. Move by Trustee Szeke$ Seconded by Ti'ustee Bors Motion to adjourn the budget worh session at 7:00 PM. Mayor Gilmore, Trustees Bors, Collyer, Donfler, Riesman, Staley and Szekely voted YES. Page2 of2
