VILLAGE OF CAYUGA HEIGHTS
MINUTES of a Special Meeting of the Board of Trustees of the Village of Cayuga
Heights held in the Village Office on Monday, December 16, 1968 at 4:00 P.M.
PRESENT: Mayor Frederick G. Marcham; Trustees Ronald E. Anderson, Harold R. Fisher,
Verne A. Fogg, Mary T. Freeman, Carl H. Nelson, Pane F. Randolph; Attorney Roger B.
Sovocool; Clerk Vera W. Snyder; Engineer John B. Rogers; Police Chief Jack W.
McGraw, Sr.; Sergeant Harlin R. McEwen; Treasurer Gordon B. Wheeler.
Mayor Marcham referred to a letter from Historic Itbaca, Inc. written by Stephen W.
Jacobs, in regard to the two historic landmarks in the Village, i.e. the Scott
house and former Rogers house on Renshaw Road. it was stated the Scott house
dates back to 1828 or 9 and is an example of the fine brick homes built at the time
of the opening of the Erie Canal.
It was also stated the former Rogers' house although a century newer is well on
the way to becoming an architectural rarity, a splendid example of suburban homes
inspired by the medieval cottages of Cotswold Country in England.
Mr. Jacobs suggested the Village might acquire and protect both of the buildings.
He further suggested the Village might consider setting up a special historic zone
containing these two properties, thus providing tax relief for the owners who may
wish to continue using them either as a residence or for offices. If one were to
be acquired it would be a dignified setting for the Village's place of business.
Historic Ithaca Inc. would be happy to associate itself with any endeavor to
preserve one or both of these landmarks and to assist in any way the Village Board
felt appropriate.
• Mayor Marcham called on Police Chief McGraw for his recommendations regarding
office space. Chief McGraw stated the Police Department would still like the
additions to the present building.
Sergeant McEwen compared the area now occupied with area in Stone house and area
in proposed addition and the Stone house had fewer square feet. He read a list
of advantages to departments by being together in one building.
There followed a discussion of the needs of various departments sad expressions of
opinions from the Trustees. It was felt a decision could not be reached without
discussing figures, therefore the Board went into Executive Session.
There ensued a discussion of estimated purchase price, cost of remodeling and the
advisability of making an offer to Mr. Chase. It was the consensus of opinion
that the total amount should not exceed $100,000.
RESOLUTION #1367 - AUTHORIZATION TO MAYOR MARCHAM
VOTED to authorize the Mayor to inquire as to cost of remodeling of the Rogers
house, cost of remodeling of Village Hall if the plan were to operate two separate
facilities for Village services and to make a preliminary offer to Mr. Chase for
the Stone house which should include the garage.

Engineer Rogers reported he had discussed with Mr. Hannan the cost of having the
City of Ithaca lay a 6" water line 250' -300' along Iroquois Road and furnish and
erect a hydrant and Mr. Hannan quoted a figure of $1300 41500, with the Village
doing the digging and backfilling and repaving, approximate cost $500.
Mr. Abbott had given Mr. Rogers a figure of $2400 -$2800 as estimated cost of laying
a 2" copper line.
RESOLUTION #1368 - CONTRIBUTION TOWARD COST OF WATER LINE
IROQUOIS ROAD
VOTED to advise Mr. George Abbott that the Village is prepared to pay $500 in
money or services towards the cost of installing a 6" water line from The Parkway
to a point adjacent to Mr. Abbott's driveway, on Iroquois Road and also a hydrant,
the entire cost of the project is estimated to be about $2000.00.
It was agreed to change the date of the Special Meeting scheduled for December 23,
1968 at 4:00 P.M. to January 2, 1969 at 4:00 P.M. for the purpose of taking action
on the recommendations of the Personnel Committee.
Engineer Rogers reported he had discussed with Mr. Hannan the possibility of having
the City of Ithaca water meter readers make a survey in the Village of Cayuga
Heights of sump pumps connected to the sanitary sewer system. Mr. Hannan felt
if this survey was undertaken it should be well publicized. The cost could run
from $200 to $1500 depending on clerical work involved in reports. The Engineer
recommended we proceed with the survey. It was felt that Board action was not
necessary.
Attorney Sovocool reported he had talked with Mr. Sykes of Sykes, Galloway & Dikeman,
Bonding Attorneys, and he gave him an estimated cost of $700 for their services in
handling the legal work for our bond issue.
