HomeMy WebLinkAboutReport of the Village Justice 1968i REPORT OF THE VILLAGE JUSTICE TO THE MAYOR AND TRUSTEES OF THE VILLAGE'OF CAXUGA HEIGHTS 1968 : The rate`of grovrth in the number of cases heard, convictions obtained,`and' fines collected by the'Village' Court seems:to`have.stabilized somewhat during :the -past year ..While the .1567j igures shouted an increase ,in con victions over 1966 of almost,.twenty per cent'and an increase in fines collected over ,1966 of more than fifty per cent, the respective increases f or: 1968,over 1967.were approxi- mately'three per. cent and six.per cent. More.specifically, there was an increase in speeding convictions of approxi- ately fourteen per cent. I Thi.s.slowing is apparently attributable,to the constant vigilance of the ePolice .Department.and the spreading know- ledge of the Village as a place where the law is enforced. As.in years past.the Court has had excellent cooperation from the Village Police Department, and from the.County Sheriff and State Police. Ours is the only court in the count y•in.which contested violations are prosecuted..by.the arresting officer. if the defendant is not represented by counsel. The high percentage of convictions, in both con -.. tested and uncontested matters, attests to:•,the skill and excellent training of the Village Police: :In addition':it may be noted that numerous defendants commented.favorably. on the courteous and helpful manner,in which they we.e treated by our.police, even while being given a traffic sumuaons. _2- The Court continued its practice of.convening every, Tuesday,evening;,and Saturday mornings when necessary., as well 'as meeting,for arraignments'at'.any hour of the day or night.on. occasion . The,Village Court Clerks,:A3.gernon B Reese, II;C (until April, 1968)snd Jonathan W.`Romeyn,(April, 1968 to, present),. third -year. law students at" Cornell, assisted the.court sessions during the school year and were responsible.for preparing monthly reports for the State.Comptroller, as well as keeping the docket.books c: and -, other records required by state law. Their'able assistance made,it possible to hear cases .promptly without neglecting the records. As in last yearls report,.it must be observed that conducting court in the village office continues to be cumbersome and.unsatis- factory for those involved. Attorney - client conferences must take place in the corridor or outdoors; telephone calls inter- rupt proceedings; spectators and waiting defendants are,often unable to observe the hearings. There is no space in which the Court can confer with counsel or a defendant in chambers. Con- sequently, the dignity and efficiency of the Village Court will be enhanced by the proposed new quarters.
