Minutes 1/15/1968I.. i MINUTES of a regular meeting of the Board of Trustees of the Village of Cayuga Heights held on Monday, January 15, 1968 at 7:30 P.M. in the Village Office. PRESENT: Mayor F. G. Wheeler VOTED to approve the minutes of the December 18, 1967 meeting after the following insertion before the Authorization of Transfers: "Treasurer Wheeler's report for the Six Month period June 1, 1967 to November 30, 1967 showed the following bank balances: General Fund (t93,557-78) Sewer Fund (Plant) 75,004.30 Special Assessment Fund -Sewer Lines 22,863.73 Special Assessment Fund -Water Improvement 2,314.36 ' Bank Balance 6,624.61 Purchase of Temporary Investment 172,750.92 $179,375.53 VOTED to approve the Abstract of Audited Vouchers dated January 15, 1968 in the following amounts: Sewer Fund, 11,628.81 General Fund, 34,038.74 Mayor Marcham reported that the resignation of Robert Boothroyd had been received; he has been, our representative on the Greater.Ithaca Regional Planning Board. The County Board of Supervisors is in the process of inaugurating a County -wide Planning Board. The Greater Ithaca Regional Planning Board hopes to continue operation at least for a while and has sufficient funds on hand to do so without our annual $1,000 contribution, until April 1. It has requested us to appoint a replacement for Mr. Boothroyd. It was suggested Paul Brainard be asked to be our represen- tative on the Greater Ithaca Regional Planning Board for the unexpired term.of Robert Boothroyd to April 1, 1968. VOTED to accept and place on file the Police Chief's report for the month of December 1967. Police Chief George reported on curve in the 100 block of Devon Road. RESOLUTION 1186 - DEVON ROAD CURVE VOTED.to have the Engineer examine in.collaboration with.the Police Department, the situation and report his recommendations at next meeting. . 1/15/68 i v •��.,i�i. Mr. George again brought up the need for additional space for Village functions. Described difficulties encountered by Police Station being on second floor, need for court room for Village Justice, as well as need of meeting place for firemen. Both Police Chief George and Fire Chief Vorhis strongly recommended consideration of adding to our present Village Hall. Mayor Marcham requested that plans, costs and a proposal be presented by them to the Board, and that.they consult with the Engineer for this purposes` RESOLUTION 1187 - TUITION - AUBURN= CQ4UNITY COLLEGE VOTED RESOLVED to approve apyment of tuition for spring police courses at Auburn Community College for the five Village patrolmen at $26.00.each,.or $130.00. 'Air VOTED Fire Chief Vorhis' report for month of December be accepted and placed on file. The Fire Chief stated that the emergency telephone extension had been installed at the Ithaca Fire Station. Calls are answered only after 3 rings are not answered. The contract not yet signed. He also stated it is no longer necessary to hire Ned Boice to clean snow outside fire house. Another fire protection district in the Town or Lansing is in processi which would include Schoenfeld's Chateau Claire apartments, Cinema, Talandis apartments, Howard Johnson, Catherwood development, Cayuga Motors, Airport and Research Park, and others. Coverage being considered by an east and west straight line frcm about Oak Crest Road to north of Airport, or be limited to the area south of Route 13. The Treasurer returned his 1967 Tax Warrant and Account of Uncollected Taxes and filed the returned Tax Roll with the Clerk as required by Real Property Tax Law Sec. 1436. The Trustees certified the list of unpaid taxes as presented by the certificate of the Treasurer and filed the same with the Clerk (R.P.T.L. Sec. 1436) showing a balance unpaid of $2,259.86 without penalties. The Trustees returned the account of unpaid taxes to the Treasurer for collection as required by R.P.T.L. Sec. 1436 in the amount of $2,259.86. n RESOLUTION 1188 - UNPAID TAXES VOTED RESOLVED that the Trustees of the Village of Cayuga Heights do credit the Treasurer with the amount of $2,259.86 unpaid taxes according-to the provision of R.P.T.L. Sec. 1436. iE dF iE RESOLUTION 1189 - TAX SALE VOTED RESOLVED that the properties on.which the following taxes are unpaid be advertised for sale.in issued of official newspaper on January 31, February 7 and February, 14 to recover unpaid taxes in the amount of $2,259.86 at a Tax Sale to be held at the Village Office on February 17, 1968 at 10 A.M: James R. Causer, 620 Cayuga Heights Road, $117.50; James R. Causer, 806 Hanshaw Road, $186.40; Lawrence and Alice G. Scott, 830 Hanshaw Road, $373.99; John S. Arthur, 213 North Triphammer Road, $274.89; John S. Arthur, 219 North Triphammer Road, $257.88; Beta Sigma Rho, Inc., 126 Westbourne Lane, $1,049.20. dF iF 9F 1/15/68 RESOLUTION 1190 - COUNTY GARBAGE DISPOSAL VOTED resolved to ask the County, by way of letter and, also, through Supervisor Kerr, to take steps to deal with the County problem of garbage disposal. i' iF iF RESOLUTION 1191 - DUMP CONTRACT VOTED to authorize the Village Attorney to negotiate with Mr. Collins' attorney a contract for the disposal of Village garbage for a period of twelve months from June 1, 1968 to May 31, 1969 at a rate not to exceed $250 a month. RESOLUTION 1192 - WEBSTER CLAIM FOR DAMAGES VOTED to turn over to the Ithaca Agency the claim for damages from Mr. Webster. RESOLUTION 1193 - TRUAX SALARY VOTED to increase the salary of Jack Truax as Working Foreman to an annual rate of $6,000.00 payable bi- weekly. Increase to become effective as of'January 271 1968. I Trustee Nelson reported on installation of light in Village parking lot. RESOLUTION 1194 - PARKING LOT LIGHT 'VOTED to authorize installation of 7500 lumen street light in Village parking lot on the north line as soon as possible. On installation of hydrant in Commercial Zone, informal decision to see if lower price for installation can be worked out and, on the basis of this, a new approach for funds to Mr. Heasley. Mr. Phillip Krebs, 1001 Hanshaw Road, complained of litter in his yard from Ned's station and Atwaters. Mayor to write letters to the offenders. RESOLUTION 1195 - OVERTIME DECEMBER VOTED to approve the following December overtime: Gardner 182 hours, $42.55 Garvin 172 hours $46.90 Grover 4 hours 10.80 Oltz 9 hours, $23.40 RESOLUTION 1196 - REGULAR MEETING DATE VOTED to set date for regular meeting in February on the third Monday, February 19, 1968. 1/15/68 C RESOLUTION 1197 - HOURS OF GRIEVANCE VOTED the Board of Review and Assessor will meet from 6 - 10 P.M. on Grievance Day, February 20, 1968. RESOLUTION 1198- PAY NOTARY PUBLIC EXPENSES VOTED to reimburse Floyd Darling for expenses incurred to become a Notary Public in the amount of $12.50, which covers registration in two counties.. . RESOLUTION 1199 - BROOK LANE SEWER LINE VOTED to authorize the Engineer to arrnage with City of Ithaca to proceed with the installation of a sewer line at Brook Lane at an approximate cost of $3,000 and to put the Treasurer on notice that this charge should.be provided for in 1968 -69 Budget. The Board discussed informally a. suggestion to increase the size of the parking lot near the Village Hall and to make this part of the study'of changes in-Village Office and Fire Hall. The Mayor read a letter from Dr. 0. J. Van Dyk regarding,a night light on private property that was a nuisance to him. The Board learned that possibly the property. owner is having a shade installed. .If not, the Mayor to write New York State Electric and Gas Corp. Adjourned 9 :30 P.M. F. G.
