ENGINEER'S REPORT
NOVEMBER 1968
I. Sidewalk Project
A. The Giordano Construction Company has completed its work under the terms of
our contract and it is recommended that final and full payment be made.
B. Further progress on the backfilling and road ditching could not be made
because of the weather and because we are unable to find a mutually agreeable date
at which time we could use the Town of Ithaca grader.
C. The completion of driveways which require a hot bituminous mix will have
to be postponed until the spring when the batch plants for the hot material are
reopened at that time.
D. Weather permitting additional work on fill will be done this fall and as
soon as the grader from the Town of Ithaca can be scheduled, the ditching along the
road will be finished.
II. Snow Removal
A. Two light snowfalls required the use of the snow plow and the salt spreading
truck.
B. It has been the policy to spread salt for ice and snow removal only on
steep grades that cannot be negotiated without the snow removal and on intersections
and curves that have proved to be dangerous in the past. An effort has not been
made to remove the ice or snow from flat stretches of road that can be negotiated
at speeds prudent for the conditions. The removal of snow and ice on all Village
streets with the use of salt would greatly increase the cost to the Village for
salt. It would also increase the cost to the Village residents for rusting out of
the cars and for the damage to shrubberies and lawns adjacent to the road that
would get splashed with salt water. Any comments the Trustees have on this policy
would be welcome.
III. Sewer Lines
Enclosed is a Penn Flow meter chart for the period November 15 to November 22.
A. This is a most discouraging chart indicating that on two occasions the
infiltration increased the flow at the plant to over three million for a sustained
period of over nine hours. The rainfall was no greater than we had with far less
infiltration but the rains occurred after an extended period of constant precipi-
tation which saturated the ground. This seems to indicate that we are getting
considerable infiltration from the rising ground water. A meeting was held with
Mr. Steve Teetor on November 26 to discuss this recent development. It was concluded
at this meeting that he and his staff would review the flow meter charts along with
other information gathered in the past and issue a report to the Village pr16r to our
meeting on December 9.
C. The work layed out for sewer line replacement in my report of October 10
has been completed except for replacement in between manholes 5A and 6 on Hansbaw
Road which should be completed in the week of December 2nd, thus finishing within
the estimated nine weeks.

IV. Leaf Removal

The weather, the breakdown of equipment and the manpower required on sewer
lines has delayed the removal of leaves. The leaf vacuum impeller has been repaired
and a replacement impeller has been purchased as a spare. A failure in the packing
mechanism of the Heil packer has been located after numerous breakdowns and is in
the process of being fixed. The numerous breakdowns of Heil packer require the
trash collection crew to use the International Truxmore Packer, thus making it
unavailable for leaf collection.
