MINUTES of the Annual Residents Meeting held Monday, March 6, 1967 at 8:00 P.M.
in the Village Hall, 194 Pleasant Grove Road, Ithaca, New York.

Motion was made, seconded and carried that Mayor Marchem act as chairman and
Clerk Vera Snyder serve.:as secretary of the meeting.
Mayor Marcham reported on Village affairs for the period from April 1, 1966 to
date.
Events of special interest to residents were briefly as follows:
1) The Village Equalization Rate for 1966 has been set at 56%.
2) The town assessor, Donald Franklin, will also be appointed as our new assessor
for the official year 1967 -68. He assisted John B. Rogers with the assessing
program this year. We held Grievance Day February 21, 1967 and only five or six
persons appeared to request revision of their assessments.
3) Our claim against the State for payment for land taken for Route 13 has gone
to the Court of Claims and after a short session in January our case was
postponed until June 196T-
4) The State of New York, Department of Health requires that we convert our
present sewage disposal treatment plant from primary to secondary treatment by 1972.
We have set up a proposed time table and plan a completion date of 1970.
5) A petition to form a sidewalk district in the Northeast corner of the Village
has been presented to the Board of Trustees. There will be a Public Hearing on
Monday, March 13, 1967 to hear those in favor and those against the formation
of such a district.
Treasurer Wheeler presented his report for the period June 1, 1966 to date, copy
of which is on file in the Village Office.

Engineer Rogers reported on his activities: ,
1) Issued 11 street opening permits.
2 Village roads are in good condition.
3; Some sewer lines in older part of Village are to be replaced and will make
road work necessary.
4) Studies have been made during the year of the intersection at Hanshaw,' North
Tripha:mner, E. Upland and Klinewoods Road and further study is being made by the
Greater Ithaca Regional Planning Board. It is hoped a solution to this traffic
problem can be found:
5) Our street crew has been keeping roads salted as necessary.
6 Due to burning ordinance refuse collection work has increased considerably.
7) In regard to removal of wood from trees infected with Dutch Elm disease, the
Village forces will remove such diseased wood if cut to proper length for handling.
8) We plan to replace 6" sewer lines by 8" lines in the older'section of the
Village.
Chief of Police Lowell George gave his report on the Police Department for the
calendar year, which was;;prepared in numerous copies and passed.to those present.
He brought attention to personnel.changes in the department.

3) Employment of Jacob A. Albrecht as Patrolman.
4) Employment of Mrs. Shirley E. Travis as part time typist for the department.
5) There were: 16 criminal arrests; 644 vehicle and traffic arrests; 368 parking
tickets issued; 487 complaints handled.

Police Justice William Tucker Dean gave his annual report covering the year 1966:
The following cases were heard by the Court: 680 traffic matters; 22 cases on
other matters.

$10560 was collected in fines and forfeited bail and transmitted to the State
Comptroller.
As of September 1y' 1967 the name of Police Justice Court will be changed to
Village Justice Court.
Report is on file in the Village Office.
Fire Chief Richard Vorhis presented his annual report on the Fire Department.
There are 70 Active Members in the Fire Company and 200 Associate Members. There
were 63 alarms in the Village and protected areas, 18 of which were not actual
fires. The estimated fire loss was $14,500. Volunteers spent a total of
2,245 man hours in all phases of firemanics.
The report is on file in the Village Office.
Treasurer Wheeler presented Tentative Budget for 1967 -68:

Zoning Officer Rogers reported that Mr. Sherwood Holt.had served on the Village
Zoning Board of Appeals for twelve years. There were 5 requests for variances
made to the Board of Zoning Appeals during the past year. Four were granted and
one was denied.
Mayor Marcham reminded those present that a general election will be held Tuesday,
March 21, 1967 from 12 Noon to 9:00 P.M. at the Village Hall.

was regularly moved, seconded and carried
that nominations be closed.
