Minutes 11/20/1967140 MINUTES of a regular meeting of the Board of Trustees of the Village of Cayuga Heights held in the Village Office, 194 Pleasant Grove Road, on Monday, November 200 1967 at 7:30 P.M. Wheeler OTHERS PRESENT: Mrs. Patricia Nordheimer, Reporter, Ithaca Journal Eight Village residents VOTED to approve the minutes of the October 16, 1967 meeting, copies of which had been previously provided to the Trustees. VOTED to approve the Abstract of Audited Vouchers dated November 20, 1967 in the following amounts: General Fund $12,081.61 Sewer Fund $6,933.72 Capital Fund $830.00 Mayor Marcham read his report of activities since the October meeting, briefly ' touching on the following: Meeting with Liberman to discuss further screening of the Sewer Plant; meetings to consider water drainage problem in Winthrop Drive area, tentative equalization rate has been set at 51% for 1967; County Highway Superintendent has granted permission to the Village to erect any legal signs on county highways; Ithaca Board of Fire Commissioners accepted Village proposal to install emergency phone extension on dispatcher's desk and provide answering service. The Mayor's report is on file in the Village Office. Engineer Rogers estimated cost of protective fencing on dangerous curve on Trip- hammer Road at about $700. Actual cost to Village, doing most of the work ourselves would be $419 for 200 feet of steel guard rail. RESOLUTION 1160 - GUARD RAIL VOTED RESOLVED to authorize Engineer Rogers to erect on Triphemmer Road curve a guard rail fence not to exceed 300 feet.in length and at an approximate cost of $2.00 per lineal foot. �t �t VOTED that the first part of Police Commissioner's report for the month of October be accepted and placed on file, copies having been previously furnished to Trustees. The Police Commissioner referred to his memorandum to the Mayor, November 91 1967, ' regarding traffic signs, copies of which had been furnished previously to the' Trustees. We need to purchase 6 "School Crossing" signs and 20 "Stop" signs. 11/20/67 1' I RESOLUTION 3.161 - SIGNS VOTED to authorize Police Commissioner and Engineer to change the height of ' existing stop signs in the Village to meet the new State requirements which go into effect January 1, 1968; to provide new signs and erect six new "School Crossing" signs in the necessary places by that date; and also to remove the 39 illegal "School Crossing" signs. iE it it The Police Commissioner presented a proposed bicycle ordinance and recommended its addition to the Village Ordinances. RESOLUTION 1162 - PUBLIC HEARING - BICYCLE ORDINANCE VOTED to hold a Public Hearing to consider the adoption of a bicycle ordinance covering registration and use of bicycles, on December 18, 1967 at 7:00 P.M. in the Village Hall. iF iF dF RESOLUTION 1163 - AGREEMENT WITH ITHACA FIRE DEPARTMENT VOTED to instruct the Village Attorney to draw up an agreement with the Ithaca Fire Department to cooperate with the Village of Cayuga Heights by providing space for an extension of the Village emergency telephone on their dispatcher's desk and answering service for same at an annual cost of $150.00 VOTED to accept and place on file the report of the Fire Chief for the month of October 1967. RESOLUTION 3.164 - DUMP CONTRACT VOTED to authorize the Mayor to execute the dump contract with Charles Collins in the amount of $1,800 a year payable monthly, effective January 1, 1968. RESOLUTION 1165 - FIRE PROTECTION CONTRACT - TOWN OF ITHACA VOTED to authorize the Mayor to sign the Fire Protection Contract with the Town of Ithaca in the amount of $5,800.00, effective January 1, 1968. it it eF RESOLUTION 1166 - PUBLIC HEARING - NEW YORK TELEPHONE CO. VOTED to hold a,public hearing to consider granting the New York Telephone Company's request for easements for underground cables in the Village, on December 18, 1967 at 7:15 P.M. in the Village Hall. iE 9F 9E 11/20/67 MR Mr. Stuart Lewis acting as spokesman for villagers present, presented the excessive water drainage problem on his and his neighbors' properties in the Williamsburg Park area. Mayor Marcham summed up the problem and advised Mr. Lewis to secure advice from an . engineer as to solution of his problem, others to bring their problems to the Village Board on individual basis. Each property owner to make a decision as to what should be done, then come to Board for collaboration. . Mayor, Engineer and Attorney to study zoning situation regarding subdivision requirements. Clerk to secure copy of City of Ithaca Ordinance concerning subdivisions from City Clerk. The Mayor left at 10:15 P.M. and Deputy Mayor Dean took over the conduct of the meeting. Police Commissioner George brought up request of residents on Cayuga Heights Road to revoke ordinance requiring no parking signs on east side of road. RESOLUTION 3.167 - PUBLIC HEARING - REVISION OF TRAFFIC ORDINANCE NO PARtQNG SIGNS ON EAST SIDE OF CAYUGA HEIGHTS ROAD VOTED to hold a Public Hearing on December 18, 1967 at 7:20 P.M. in the Village Hall to consider revising Article VI, Traffic, Section 2, to eliminate "No Parking" signs on east side of Cayuga Heights Road. RESOLUTION 1168 - CULVERT UNDER HIGHGATE PLACE VOTED RESOLVED to install a 72" x 44" culvert under Highgate Place half of the cost to be borne by M. P. Catherwood, estimated cost $2,000.00 BE IT FURTHER RESOLVED to request a deposit of $1,000 in advance from Mr. Catherwood. Engineer Rogers reported on damage to property at 225 North Triphammer Road resulting from stump removal which will possibly lead to claim for damages. RESOLUTION 1169 - DELBERT GROVER - CHANGE IN TITLE VOTED to change the title of Delbert Grover from "Maintainer" to "Shift Operator," salary to be increased at budget time. RESOLUTION 3.170 - PORTAL TO PORTAL PAY VOTED that when workmen are called.in for emegency work they are on duty from portal to portal. It was agreed the Mayor should send another request to the Town of Lansing for payment of water bill dated November 9, 1966 in the amount of $1,311.21 for the period 1966 -67. 11/20/67 143 RESOLUTION 3.171 - APPROVE CHARGE TO LANSING FIRE DISTRICT . OF $970.00 FOR FIRE PROTECTION VOTED to approve amount of $970.00 to be charged to Town of Lansing Fire District for ' fire protection by the•Village.for period November 1, 1967 to November 11 1968. iF 9F dF RESOLUTION 3.172 - REIMBURSE PATROLMAN LARRY S. COOPER - TUITION VOTED to reimburse Patrolman- Cooper for tuition paid to Auburn Community College in amount of $26.00. iF iE iF Non - contributory 160 Plan, New York State Employee Retirement System to be con- sidered at budget time. r Adjourned 11:25 P.M.
