A. A PUBLIC HEARING was held at 7 :00 P.M. on November 28, 1966
in the Village Hall at 194 Pleasant Grove Road, Ithaca, New York
to consider accepting the proposed television agreement with '
Ceracche Television Corporation.
PRESENT: Mayor Frederick Marcham; Trustees John Bebbington,
Robert Dean) Katherine Enswortht Taylor Lewis) Carl Nelson;
Engineer John Rogers; Fire Chief Richard Vorhis; Clerk Vera
Snyder; Six residents; Four guests; namelyy Reporter Nordheimer,
Robert Newman of Station WTKO, Attorney Walter Wiggins and Mr.
Anthony Ceracche.
Mayor Marcham called the Hearing to order at 7:00 P.M. and read
the Notice published in the Ithaca Journal.
Attention was called particularly to Section XI covering rates and
Section XV which sets forth termination of agreement for failure
to comply with terms set forth.
There ensued a discussion of the agreement, copies of which were
furnished to those present.

B. MINUTES of a Special Meeting of the Board of Trustees held
November 28, 1966 at 7:50 P.M. in the Vilage Office.
PRESENT: Mayor Frederick Marcham; Trustees John Bebbington,
Robert Dean, Katherine Ensworth, Taylor Lewis, Carl Nelson,
Rane Randolph; Treasurer Gordon Wheeler; Engineer John Rogers;
Clerk Vera W. Snyder. Others presents Reporter Patricia
Nordheimery Robert Newman of Station WTKO.
Trustee Lewis reporting for Committee on selection of a Consulting
Engineer for remodeling of the sewage treatment plant to secondary
treatment) presented a list of additional names provided by Pro-
fessor Gates, of consulting firms and recommended they be asked'
in for interviews.
Discussion of consultants brought out the fact that T. G. Miller
is over - committed for six to eight months. but might be interested
later.
After a discussion of Article VI on proposed amendments to traffic
ordinance regarding one -way traffic on East Upland Road at its
northeast interesection with Hanshaw Road, the following action
was taken:

RESOLUTION 999 - PROPOSED AMENDMENT TO TRAFFIC ORDINANCE
TABLED.
® VOTED to table the matter of amending the Village Ordinance
Article VI - Traffic, relating to the flow of traffic on East
Upland Road, pending an overall attempt to solve the traffic
problem in this area.

After discussing proposed amendment to Zoning Ordinance regarding
changing certain area of Multiple Housing District to Residential
District, the following action was taken:
RESOLUTION 1000 - PROPOSED AMENDMENT TO CHANGE ZONING
DISTRICTS DISAPPROVED
VOTED to deny petition and not to adopt proposed change to rezone
the Multiple Housing District as indicated in attached copy of
proposed amendment.
RESOLUTION 1001 - APPROVAL OF TV CABLE AGREEMENT
VOTED to approve television cable agreement subject to the Village ,
Attorney's approval, copy of which is attached.
RESOLUTION 1002 - VILLAGE GREEN LIGHTING PLAN
VOTED to accept the lighting plan submitted for The Village Green
Shopping Center in general, subject to approval of Trustee Nelson
and Engineer Rogers.
RESOLUTION 1003 - WORKING FOREMAN
VOTED to add a working foreman to the Department of Public Works to
have responsibility for road and ditch maintenance, including snow
plowing, salting and cindering in the winter, sidewalk snow-
plowing as well as maintenace of signs and Village parks effective
January 1, 1967.
RESOLUTION 1004 - MEETING WITH WALTER HEASLEY
VOTED that Attorney Sovocool and Police Chief George meet with
Walter Heasley, President, Corners Community Center, Inc., to
secure Mr. Heasley's- permission for the Village to exercise public
control or administer police law on his property at 903 Hanshaw
Road.

Mayor Marchsm.presented informally the matter of a proposed
multiple housing plan on property ln,Drvden Sewer District No. 1,
with which we have an agreement to accept sewage for one or
2- family residences.
Discussion brought out we had agreed to accept Dryden Sewer
District No. 1 sewage on an estimated estima4ed gallonage basis.
The proposed plan would not comply with the spirit of our agree-
ment. °'

A. PUBLIC HEARING held December 12, 1966 at 7 p.m. in the Village Office.
PRESENT: Mayor Marcham; Trustees Ensworth, Lewis, Nelson, Randolph;
Messrs. Williamson, Chase, Hewitt and Mrs. Nordheimer, Reporter;
Attorney Sovocool.
The Mayor read a letter from Mr. Williamson, attorney for Chase & Hewitt
Realty, Inc. requesting permission to operate a restaurant at its Village
Green Shopping Center to provide Coffee Shop-and Carry -Out Service. His
letter said that the owners were prepared to accept certain conditions,
notably that no alcoholic beverages shall be sold for on or off premises
consumption and no dancing or live entertainmdnt. Mr. Williamson spoke
in support of this application. Questions regarding times and days of
operation led Mr. Williamson to say that the closing hour would be 10 p.m,
that an opening hour of 7 a.m. would be satisfactory and that.the restaurant
would be open seven days a week.
The public hearing ended at 7:30 p.m.
B. MINUTES of a regular meeting of the'Board of Trustees held at the
Village Office at 7:30 p.m. on Monday, December 12, 1966.,
PRESENT: In addition to the Village Officers present at the Public Hearigg,
the following attended: Trustees Bebbington, Dean; Engineer Rogers; Treas-
urer Wheeler; Police Commissioner George and Fire Chief Vorhis.
RESOLUTION 1005 - APPROVE. RESTAURANT AT VILLAGE GREEN
VOTED that a.permit be granted.to Chase & Hewitt Realty, Inc. to operate
a Coffee Shop.and food carry- out.service at the.Village Green Shopping
Center subject to.an agreement.embodying the following terms: that
no alcoholic beverages shall be sold for consumption on or off the
premises, that there be no live entertainment or dancing, that the busi=
ness shall be so conducted that it shall not constitute a nuisance and
that the closing time shall be 10 p.m. and the opening time not earlier
than 7 a.m. The permit shall run for five years only; the owners have the
right to apply for a renewal.
