A. A PUBLIC HEARING was held on March 21, -1966 at 7 P.M. in the Village
Office at 194-Pleasant Grove Road to consider -the amendment of Article XI,
® Zoning - Sectioh 2 Residence District by adding Item 9. "Any cemetery '
purpose approved by the Village Board."

Mr. Mitchell explained the reason for requesting the approval of the amendment
so land purchased could be used for cemetery purposes and thus enable the
cemetery to sell off lots and to maintain the cemetery. This strip of land
approximately 635' x 110' would be divided into about 1,000 lots,12' x 41.

Mayor Marcham presented the request of Town of Dryden Supervisor Todd,
for acceptance of sewage by the Village of Cayuga Heights from Dryden
Sewer District No. 1 which lies east of Sapsucker Woods Road as shown on
a "Map of Proposed Dryden Sewer District No. 1 ", prepared by Lozier
Engineers, Inc. dated February 1966, on file in our office.
VOTED to refer the request of Town of Dryden Supervisor regarding sewage
disposal from District No. 1 to Engineer Rogers for study and report at
the April meeting.
RESOLUTION 859 - ADOPT TAX MAPS
VOTED resolved to adopt the applicable tax maps prepared by-the County for
use by the Village.assessor or assessors for assessment roll to be prepared
and filed',in 1967.
RESOLUTION 860 - FILE TAX MAPS
VOTED resolved that the said applicable tax maps be filed in the Village,,
of Cayuga Heights Office upon completion of said assessment roll. '

Mayor Marchsm reported on his meeting with Mr. Rodman Fellows regarding his
service as an expert witness in the case against the State over their taking
of land and he believes he is well acquainted with our problem and the
techniques of presenting such cases.. Mr. Fellows said his original base
fee of $300 he agreed to without knowing of the loss of the alternate
approach to the plant. He wishes to prescribe a higher fee if this aspect
of claim becomes an important part of the litigation.
Mayor Marchem presented two complaints on assessments, one from Susan L.
Webster, 102 White Park Place and one from Thomas E. Norton, 126 Texas Lane.
The Mayor had written to Mrs. Webster advising her that the Cleminshaw
figures which she had cited were not a controlling factor in arriving at
her assessment.
Mr. Norton had not filed a complaint on or before Grievance Day since he
was hospitalized at the time.
VOTED to inform Mr. Norton that we have to report negatively to his'request
since we have no legal right to act in his ease this year, but the Village
Assessor will consider his grievance next year.
VOTED-to inform Mrs. Webster that the Board has no legal right to act,at this
time in this case.
Assistant Engineer Richard Vorhis read the report of Fire Chief Morse for
the period from February 14, 1966.to date and it is .on file in the.Village
Office.
Mr. Vorhis reported on conditions existing in the new Carriage House apartments
which do not comply with the Multiple Housing Law.
VOTED to authorize Fire Chief, Zoning Officer, Trustee Lewis and Mayor Marcham
to consider matter of.lack of compliance with the Mitchell Law by Carriage
House apartments and if necessary to call in the Building Inspector of the
University.
Police Chief George read his report for the month:of February which is on
file in the Village Office.
Mr. George recommended changing the'traffic ordinance regarding no parking on
the west side of Cayuga Heights Road and on the east side of Ridgewood Road.
RESOLUTION 861 - PUBLIC HEARING TRAFFIC ORDINANCE
VOTED resolved to authorize the Clerk to call a public hearing jon Monday,
April 4; 1966 at 7:15 P.M. to consider amending Article VI - Parking, Standing
and Stopping, Section 81.

RESOLUTION 862 — PURCHASE OF SIGNS
VOTED resolved to authorize the purchase of signs as recommended by Police
Chief George amounting to $205.00..

Mr. George reported Fred Whiting resigned from the Police Department on
March 131 1966-
RESOLUTION 863 - APPOINTMENT OF JACOB ALBRECHT
VOTED to approve the Mayor's provisional appointment of Jacob Albrecht to
the position of Police Patrolman at a beginning salary of $5,150 per annum
payable semi - monthly effective March 10j 1966.

RESOLUTION 864 - BUDGET CHANGES
VOTED resolved to accept the recommendations of Police Chief George as to
salaries for the policemen as follows: McGraw from $5650 to $6225; Darling
from $5200 to $5610; McEwen from $5100 to $5610.
Mayor Marcham reported for Committee appointed to consider changes in Multiple-
Housing District Ordinance, Article %I2 Section 3, as follows:

Suggested as a further requirement that any landowner in the Multiple Housing
or Commercial Districts submit a.site plan and other evidence of.the proposed
use as a preliminary to the granting of a zoning permit.
Item 4. And that in both the Multiple Housing
and the Commercial District on completion of the building project the Zoning
Officer shall issue a Certificate of Occupancy as'a pre- requisite to the use
of the building.
RESOLUTION 865 - PUBLIC HEARING - ZONING ORDINANCE
VOTED resolved to authorize the Clerk to cell a public hearing to consider
amending the Village Zoning Ordinance Article X1,.Section 3 - Multiple Housing
District and Section 4 - Commercial District by certain additions to Sections
3 and 4 with a view to requiring submission of site plans and action by the
Village Board as a preliminary to the granting of a building permit in the
Multiple Housing and Commercial Districts. Also to-consider the requirement
that a Certificate of Occupancy be issued before a building is put in use
in these districts.

Engineer Rogers read his report requesting certain changes in budget accounts
and increase in personal budget by $200 to permanently employ present part -
time laborer Bert J. Truax at a salary of $4000 per annum.

RESOLUTION 866 - 1966 -67 BUDGET ADJUS24M
VOTED resolved to transfer $300 from Account A- 125 -440 Refuse- Contracts to
G -123 -440 Sewer- Contracts to care for sludge, also to increase A- 101 -100-
Personal Services by $200 and reduce contingency A -290 -650 by $200.
Engineer Rogers asked for policy as to paying costs for sidewalk repair and
replacement. It was felt this would be taken up at time of .deciding on
sidewalk installation in the Williamsburg Park area.
Mr. Rogers reported on use of Village water mains by Lansing Water District
and asked for guidance as to charges.
VOTED to authorize Mayor, Engineer and Treasurer to present to the Supervisor
of the Town of Lansing a claim for reimbursement for the amortization of the
pumping,system and cost.of operation and to set forth the views which justify
it.
Engineer asked if Sheraton Motel should be charged sewer use rental this
year. It connected %bo':Village sewer system January 1, 1966,
RESOLUTION 867 - SHERATON,INN SEWER CHARGE.
VOTED that Sherato nn should pay sewer use charges for 66=67 based on
estimated use. Ifrhen figures are available estimate is too high refund
difference and if oo low bill for additional amount.
