Minutes 4/4/1966I L RESOLUTION 873 - DATE ANNUAL ORGANIZATION MELTING VOTED resolved to set Monday, April 4, 1966 as date of Annual Organization Meeting of the Board of Trustees at 8:00 P.M. (VL Sec. 87) RESOLUTION 874 - RECOMMEND 1966 -67 BUDGET TO NEW BOARD. VOTED resolved to recommend 1966 -67 tentative budget to the new Board of Trustees for adoption. RESOLUTION 875 - DATE OF BUDGET HEARING VOTED resolved to set date of Public Hearing on the 1966 -67 Budget on April V,-1966 at 7:30 P.M- (VL Sec. 169) Mayor Marcham thanked the retiring Trustees Weatherby and Young for their fine services to the Village. Snyder Village Clerk MINUTES of the Annual Organization meeting of the Board of Trustees held in the Village Office, 194 Pleasant Grove Road, Ithaca, New York on April 4, 1966 at 8 P.M. A. PUBLIC HEARING held at 7:15 P.M.. on. proposed amendments to Article VI - Traffic Ordinance - Parking, Standing and Stopping - Sections 81 and 82. PRESENT: Mayor Frederick G. Marcham - Trustees Robert Dean Katherine Ensworth Taylor. Lewis Carl Nelson Rene Randolph Treasurer Gordon Wheeler Engineer and Zoning Officer John B. Rogers Police Chief Lowell T. George Attorney Roger Sovocool Clerk Vera W. Snyder Others Present Three residents of Village ' Absent: Trustee John Bebbington 4/4/66 25 26 Mayor Marcham read the proposed amendment and asked for comments or questions. There being none the hearing was closed at-7:30'P-M- B. PUBLIC HEARING held at 7:30 P.M. to consider the Tentative Budget for 1966 -67 for the Village. No one appeared for the hearing other than the above Village Officials. Hearing closed at 7:40 P.M. C. Annual Organization Meeting called to order at 7:45 P.M. by Mayor Marcham PRESENT: Same officials as at Public Hearing. VOTED to approve minutes of regular meeting held March 21, 1966 mimeographed copies having been provided to the Trustees. VOTED to approve Abstract of Audited Vouchers dated April 4 1966 in the following amounts: General Fufid.$19,845.58 and Sewer Fund 944.26. Mayor Marcham read his report on his activities since the last meeting and it is on file in the Village Office. In regard to the inquiry from the County Sewer Agency whether or not the Village would be willing to sell them our sewer plant and trunk lines, a Committee was appointed to review the proposal and to estimate the Villages' present equity in the plant. The Committee is to be made up of Trustees Carl Nelson and Rane Randolph and Treasurer Gordon Wheeler. RESOLUTION 876 - OF FICIA.LS TO ATTEND ANNUAL MEETING OF CONFERENCE OF MAYORS VOTED resolved to authorize the Mayor, Treasurer and Clerk to attend the Annual Meeting of the Conference of Mayors and Other Municipal Officials to be held at Grossingers, June 12 -16, 1966. iF dF 9F Police Chief George requested permission for the Clerk to advertise for bids for a 1966 police car. He will make his monthly report at the next regular meeting. RESOLUTION 877 - ADVERTISE FOR BIDS ON POLICE CAR VOTED resolved to authorize the Clerk to advertise for bids for a 1966 police car, Police Chief to furnish specifications to Clerk, funds to cane out of 1966 -67 Budget. 4/4/66 1. u r' 27 Attorney Sovocool presented a copy of a Certificate of Compliance which Town of Ithaca uses, as a suggested form for Certificate of Occupancy, as mentioned in amendment to Article XI Zoning - Multiple and Commercial Districts. He further stated the Village had been served with a Notice of Application for review of Assessment by George R. and Jean I Hahn of 201 Midway Road and Manley H. Thaler of 220 Highgate Road. He recommended we make approach to straighten out disagreement and arrive at satisfactory figures. The Trustees sitting as a Board of Assessors reviewed the assessments on both properties and were'. §till of the opinion the assessments arrived at were equitable. The Board of Trustees took the following action: RESOLUTION 878 - LEGAL REPLY TO APPLICATION FOR REVIEW VOTED resolved to instruct the Village Attorney to make formal legal reply to Notice of Application for Review of Assessment to Thaler & Thaler for petitioners George R. & Jean I Hahn and Manley H. Thaler and to take the necessary legal action to pursue it, regarding 1966 assessments of their respective properties, Zoning Officer Rogers reported briefly on inspection of new Carriage House Apartments, 190 Pleasant.Grove Road regarding non- campliance with Multiple' Housing Law or Mitchell Law. Building permit was issued on State Building Code and apparently the State Code and Mitchell Law do not agree. He related some specific differences. i The Board decided to request the let Assistant Engineer Richard A. Vorhis to present preliminary condition which he thinks he should take to the Contractor, to the Board at the Special Meeting to be held April after the.Public Hearing. Engineer Rogers presented an estimate for sidewalk costs as follows: 1. Sidwalk on east side of North Triphammer Road from Hanshaw Road to north line of Village - - - - - - - $161216 2. Sidewalk on south side of Winthrop Drive from North Triphammer Road to east line of Village- - - - - - 6,801 Plus 10% contingency - - - - - - - - - - - - - - - - - - 2,302 $25,319 Figures include estimated cost of grading, removal of trees and concrete sidewalk four inches thick and four feet wide. No planting is included. Estimate has been submitted to Williamsburg Park Association, Mr. Harold Fisher, President. RESOLUTION 879 - OFFICIAL BONDS 4/4/66 VOTED to approve new Bonds for Village Officials as follows: ' Treasurer, Bond No. M- 44- 62 -09, for $10,000 Clerk " " M- 44 -62 -11 " 5,000 Police Justice M- 44 -62 -10 1,OOo Acting Police Justice " M- 44 -62 -12 :'. 1)000 . 4/4/66 .28 Attorney Sovocool advised the Board that .the .Town of Ithaca is in the process of revising their sewer.ordinance and since the Village extends sewer service to many town users they would like to have us .assist them:by furnishing to .. them our requirements. RESOLUTION 880 — SEWER ORDINANCE ,. VOTED resolved to authorize the Attorney and Engineer to initiate a new Village Sewer Ordinance. Mayor:'Marcham appointed Robert T. Dean as Deputy:Mayor for 1966767 'official year. RESOLUTION:881,- 'ASSESSOR - - VOTED resolved,to appoint a, committee.coanposed of Trustees Robert Dean and John Bebbington to.consider the problem of appointing an assessor,; exploring the Town of Ithaca recommendation of using a joint assessor and explore also whb might serve in this capacity. The Board of Trustees made the following appointments: Gordon B. Wheeler, Treasurer for two official years at an annual salary rate of $3700 payable monthly.. ::.' :`., Vera W. Snyder, Clerk for two official years at an annual salary rate of $5700 payable monthly. John B. Rogers, Engineer for one official year at an annual salary rate apf:•- $4300 payable monthly. John B. ADOPTION OF ZONING ORDINANCE AMENDMENT. ® VOTED resolved to adopt amendment to Article.XI Zoning, Section 2:- Residence District by adding item "9 ". Any cemetery purpose approved by the Village Board." - * RESOLUTION 883 = ADOPTION OF AMENDMENTS TO TRAFFIC ORDINANCE VOTED resolved to.adopt amendments to Article VI,Trafflc Ordinance by adding the following to wit: SECTION 82. Parking Prohibited in Designated Locations "i. On the vest side%of- "Cayuga Heights Road within the right of way . ..' lines from'the.southwest corner. of- Kline.Roadi" southerly,to the Village line "j. RESOLUTION 884 - EXTEND LEVY UPON REAL PROPERTY ASSESSMENT ROLL VOTED resolved to.authorize and direct the Clerk to extend and carry out upon the Assessment Roll the amount to be levied against each parcel of real property shown thereon according to the total levy of $152,797 previously authorized. RESOLUTION 887 - 1966 -67 BUDGET VOTED resolved to adopt the 1966 -67 Budget and appended salary and wage schedule as incorporated in the minutes of this meeting. RESOLUTION 888 - REGULAR MEETING DATE VOTED resolved to, hold regular Board of Trustees meetings on the second Monday of the month. Next regular meeting will be May 9, 1966. .
