Minutes 3/15/1965Mr. Stamp inquired (assuming that a greater emphasis is on transient rather than long term use) if it is to accommodate its own internal needs to find ® housing for visitors to University, would the fact that transients were University transients have a bearing? Trustee Weatherby -If owner paid for use "it would circumvent the whole thing. Mr. Stamp replied that accommodations were paid for essentially by user. Mayor suggested they prepare a plan to present and that it is up to them to figure it out and then we would'have.a look at it. 1 Mayor summed up the discussion as follows: We'll let the matter rest and you go back and have another look at.it - we wish to make an agreement with you - we have our obligation,to.villagers as a whole and cannot condone any breach of our ordinance and.I hope that you may have a chance to look at the matter again and make a-proposition to us. Mr. Stamp asked if we should have a new agreement and not try to adjust old agreement, and may we assume in the meantime that the matter of a fine is waived while being negotiated: The Mayor assured Mr. Stamp that a new agreement should be presented and that the matter of the fine would not be pressed for.the present.. RESOLUTION 661 - INSPECTOR OF ELECTION VOTED to approve Mayor Marcham's appointment of.Mrs. Janet Raleigh as Inspector of Election to replace Mrs. Itanselman who is unable to serve., RESOLUTION 662 - .NOMINATING COMMITTEE VOTED to approve Mayor Marcham's appointment of the following to serve on the Nominating Committee: W. RESOLUTION 664 - SIGNS VOTED resolved to authorize Police Chief to replace necessary signs. Meeting recessed at 8:00 P.m. to enable those present to attend Resident's' Annual Meeting. Meeting reconvened at 9:30 P.M. 3/15/65 L 1 I. Mayor Marchsm read Fire Councilman Morse's report since he had to leave. The Fire Department plan to mail to residents, invitations to join the Fire Company and wish to purchase 1,500 stamped, printed envelopes at a cost of $90.15. RESOLUTION 665 - ENVELOPES VOTED resolved to approve the purchase of 1500 envelopes for Fire Depart- ment at a cost of $90.15. RESOLUTION 666 - OVERTIME VOTED Resolved to approve overtime for February as follows: Garvin, 6 hours - $13.68; Groveri 4 hours - $9.24; Oltz, 9 hours - $20.43. RESOLUTION 667 - ADOPT REAL PROPERTY ASSESSMENT ROLL VOTED tesolved to adopt the 1965 Real Property Assessment Roll as amended by Grievance Day Adjustments and Veterans! Exemptions from Real Property Taxes in the amount of $12,745,627 and to file same with Clerk. RESOLUTION 668 - ADOPT SEWER ASSESSMENT ROLL VOTED resolved to adopt the 1965 Sewer Assessment Roll as amended by Grievance Day Adjustments as follows: 1072.5 units in Village of Cayuga Heights 79841 feet of average width of lots in Village and $1,469,200 land assessment of benefited properties in Village 88 units outside the Village 718 feet of average width outside the Village and $6,900 land assessment of benefited properties outside the Village and file same with the Clerk. RESOLUTION 669 - ADOPT WATER IMPROVEMENT ASSESSMENT ROLL VOTED resolved to adopt the 1965 Water Improvement Assessment Roll as follows: 22,106 feet of average width and $2,202,180 amount of total assessment of benefited properties and to file same with the Clerk. ' There was a discussion.on replacing the counter tops in the apartment of the Fire Hall. County Attorney to insert the following'clause: "In the event that a County Sewer District is formed which takes over - Cayuga Heights Sewage Plant and related facilities then it is agreed by, the parties hereto including the.County of Tompkins that this agreement shall be of no further affect except that paragraph 4 relating to the payment of $802000 by Cornell University to the Village of Cayuga Heights shall continue in full force and effect for the full term of the original agreement." RESOLUTION 670 - ORGANIZATION MEETING VOTED resolved to hold the Annual Organization Meeting of Trustees at 8:00 P.M. Monday, April 5, 3.965 (VL Sec 87)•" RESOLUTION 671 - RECOMMEND 1965 -66 BUDGET TO NEW BOARD VOTED resolved to recommend the 1965 -66 Tentative Budget to the new Board for adoption. iF 9F iF iP RESOLUTIDN 672 - BUDGET HEARING VOTED resolved to hold the Public Hearing on the 1965 -66 Budget at 7 :30 PM. Mayor Marcham stated, since this was Trustee French!s last regular meeting he wished to express his appreciati6n to him for his faithful attendance and excellent help on the Board for the past four years. The Mayor adkised the Board there may need to be a Special Meeting before our next regular meeting, since Mr..Liguori had discussed with him the. ' desire of the Town of Lansing to extend the boundaries of Sewer District I to include a part of Karl Butler's property. 3/15/65, 13'5.. There is also the possibility of Cornell appealing our Grievance Day decision on the real property assessment on 111 Country Club Road as well as the assessed number of sewer units. Meeting adjourned at 10:00 P.M. Vera W. Snyder Vil I age' Clerk 47 17. Minutes of the ANNUAL RESIDENTS MEETING held in the Cayuga.Heights School Monday, March 15, 1965 at 8 P.m. There were 13 residents present besides Village.Gfficials. Mayor Marcham was appointed by the residents to preside at the meeting and Village Clerk Snyder to serve as secretary. Mayor IMarcham presented the high points of interest which occurred during the year, mentioning the unsettled issue of payment for land taken by the State for Route 13 By -pass; the requests for sewer services to outside areas, namely - Town of Ithaca for Northeast Sewer District, and the Town of Lansing for two sewer districts in the southern part of Lansing; negotiations with Cornell for sharing in the cost of Additions and Alterations to Sewer Plant which had been agreed upon in 1959 but though we have extended the services to them, they have not yet met their payment'toward the capital cost of construction. They have agreed to pay $40,000 in cash and an addition- al $40,000 payable over a period of years. While these negotiations are under way the money has not yet come into our treasury and the Village is paying interest on the money borrowed to finance the plant expansion. The Mayor reported briefly on the Joint Municipal Survey Committee Is Comprehensive Sewerage Study on Project Area No. 1, which covers the Village of Cayuga Heights, northeast part of Town of Ithaca, southern part of Town of Lansing and a small area in the western portion of Town of Dryden, which will be presented to the Tompkins County Sewer Agency. Among other things the report recommended the purchase by the County Sewer Agency of the Village Sewage Plant and trunk'lines,to the plant, which may occur in the course of a year or so. He further stated that the Village Board is eager to cooperate with its neighbors and mentioned we had just signed a 20 year contract with the City of Ithaca for water and incidentally the .rate was reduced from being double to a rate and one half. He also mentioned the Fire Protection Contracts we have with the Town of Ithaca and Town of Lansing for adjoining areas. Another example of cooperation or collaboration.is the Greater Ithaca Regional Planning Board on which we have a representative and to which we contribute $1,000 a year. ' He briefly outlined the matter of zoning along Pleasant Grove Road.and reported on the Public Hearing at which a majority expressed opinions .,not to change the zoning in this area and 'that to apply multiple dwelling zoning to this area would be to change the character of the Village. 3/15/65
