MINUTES of a regular meeting of the Board of Trustees held January 18, 1965
' at 7:30 P.M. in the Village Office.

Mr. George Glover of Syracuse, N.Y.
Attorney Adams, representing Mr. Glover, requested the Board of Trustees to
consider rezoning of land from residential zone to multiple housing zone,
along the west side of Pleasant Grove Road bounded on the south by Cornell
owned property and on the north by Pleasant Grove Cemetery which would include
properties of Mr. & Mrs. Sheldon Smith and Earl Sharp. Mr. Glover desires to
purchase the 72 acres of land owned by Earl Sharp and erect a 22 story apartment
house to be made into 46 efficiency apartments and 92 one bedroom apartments
to house adults only, renting from $125 to $150 per month. Plans and pictures
were submitted, indicating proper set backs and parking facilities for 268.
cars. Estimated cost of construction is $1,800,000. Mr. Glover is the developer
of the Fall Haven Apartments on Lake Shore Drive. He estimated the proposed
units would cost $1,500 more each, than the Fall Haven units. The apartment
' house to be erected to be known as The Carriage House.
Attorney Kerr representing Mr. & Mrs. Sheldon Smith stated that the Smiths had
given Mr. Glover an option on their property and wanted to be assured that
there would not be an immediate reappraisal of the properties # if rezoned,by
virtue of being in another zone. The guests left.
VOTED to approve the minutes of meetings held December 14, 1964, January 4 & 5,
1965--copies of which had been previously furnished trustees in mimeographed
form.
VOTED to approve Abstract of Audited Vouchers dated January 18, 1965 in the
following amounts: General Fund $63,530.76; Sewer Fund $14,409.24; Trust
and Agency Account $100; and Capital Fund $32,142.00.
Mayor Marcham reported on a meeting with Manley Thaler and Harris Dates,
Roger Sovocool and Engineer Rogers regarding the proposed sewer contract with
the Town of Lansing, at which certain points were clarified to the satisfaction
of the Lansing representatives. A discussion ensued on requiring sewer flow meters,
water meters or other devises to check on use. No action was taken.
Mayor Marcham appointed a Budget Committee to consider salaries of the officials
of the Village for the coming fiscal year. The budget is to be set up at the
February meeting. Committee to be composed of Robert Dean, David Weatherby,
John Bebbington and Leroy Young.
1. Review the salary situation as it relates to the officers of the Village
2. Accept from the officers of the Village and department heads, statements
in general along these lines as set forth by Gordon Wheeler in his memo
to department heads on capital requirements and personnel needs.

Mayor Marcham introduced the matter of tax exemption for village residents
from Town Highway taxes. It is estimated that villagers pay approximately
$16,225 a year to Town in taxes for highway purposes which consist of
purchase of equipment, machinery and tools, gasoline, salary of town supervisor
and snow removal. The Village Engineer stated we had borrowed town equipment
paying for operator plus gasoline in the amount of $41448.17 for this fiscal
year, and added we had probably used equipment more this year than previously,
due to construction of North Triphammer Road.
It was suggested Mayor Marcham discuss the matter of highway taxes paid by
villagers with the Town Supervisor.
Mayor Marcham read the December 1964 report of Police Commissioner George
who was absent attending a School of Instruction on Narcotics. Report is on
file in the V1]lhge Office.
Fire Councilman Roger Morse gave his report for the month of December and
requested consideration by the Board of painting the Village Hall this spring
on the outside. He also requested to have the inside of garage painted. He
called attention again to the leak in the flashings on the roof and requested
they be repaired to prevent further interior damage.
Treasurer Wheeler returned his 1964 Tax Warrant and presented his account of
uncollected taxes in accordance with Real Property Tax Law Section 1436 (1 -2).
He filed the returned Tax Roll with the Clerk as required by above referred
to law.
The Trustees certified as to the list of unpaid taxes as presented by the
certificate of the Treasurer and filed same with the Clerk (VRPTL Sec. 1436)
showing balance unpaid of $1,287.60, without penalties.
The Trustees returned the account of unpaid taxes to the Treasurer for
collection as required by RPTL 1436, in the amount of $1,287.60.
RESOLUTION 630 - UNPAID TAXES
VOTED resolved that the Board of Trustees of the Village of Cayuga Heights
do credit the Treasurer with the amount of $1,287.60 of-unpaid taxes accord-
ing to the provisions of RPTL Sec. 1436.

RESOLUTION 631 - TAX SALE
VOM resolved that the properties on which the following taxes are unpaid be
advertised for sale in issues of official newspaper on January 25, February
1 & 8, 1965 and if still unpaid that Tax Sale be authorized on February 13,
1965 at 10:00 A.M. at the Village Office, 194 Pleasant Grove Road according
to the provisions of Sec. 1454 of the Real Property Tax Law.

RESOLUTION.633 - RIGHT -OF -WAY
VOTED to authorize Engineer Rogers with assistance of Attorney Sovocool to
negotiate for a right -of -way with Mr.,& Mrs. Sheldon Smith to install a sewer
line for Village barn across their property,.
RESOLUTION 634 - VENTILATION SYSTEM
VOTED to authorize the Engineer to have fan installation'improved in the
Village Office.
RESOLUTION 635 - TOWN OF LANSING FIRE CONTRACT .; .

VOTED to authorize the Mayor to.sign the fire contract with the Lansing Fire
Department as presented by the Attorney.

RESOLUTION 636 - .CONTRACT NORTHEAST SEWER DISTRICT
VOTED to authorize the Mayor to sign a one year contract with Town of
Ithaca for the Northeast Sewer District to cover the connection of the
Northeast Elementary School and resident connections to the trunk line
sewer from Cornell Research Park.
Attorney stated Cornell representatives asked for same rate as Villagers in
Research Park if land is used for research activities but Cornell agrees -
that if area is developed.for residential use rate +and one half would apply
to the residences. The County wants same rate as/Villagers on Airport.
Cornell has not turned over the sewer line within -the Village to the Village
but are now doing this.
They are discharging us from any responsibility on protested sewer charges
on old Savage Farm property.
Attorney stated that any attorney handling matter.of land taken by State
should have at least six months notice.previous to date.set for hearing of
Court of Claims.
RESOLUTION 637 - PUBLIC HEARING - LOCAL LAW
VOTED-to authorize the Mayor to sign the proposed Local Law Number One for
the Village of Cayuga Heights providing for Public Notice relating to
adoption of local laws.

VOTED resolved'to authorize the Clerk to publish notice and set date.of Public
Hearing to consider changing the zoning ordinance from residential to multiple
housing that tract of land lying on the west side of Pleasant Grove Road,
bounded on the south by Cornell owned property, zoned multiple housing,
on the north by Pleasant Grove Cemetery and on the west by E. Laurence and

1965 at 7 :00 P.M. for the purpose of considering a proposed amenMent to
Article XIII, Acceptance of Streets Section l:of the Village Ordinance.
