RESOLUTION: 723 - NORTHEAST SEWER DISTRICT CONTRACT
VOTED resolved to authorize the Mayor to sign a contract with the Town of
Ithaca to provide sewer service in the newly formed Northeast Sewer District
for a period of 20 years. The contract shall be subject to negotiation
between the Village Attorney and Town of Ithaca Council.

A. A Public Hearing was held Monday, June 21, 1965 at 7:00 P.M. to
consider a proposed amendment to Village Ordinance, Article XI Zoning,
Section 4, Commercial District, by adding as Item 9 - "Car -wash
operation and car - rental operation, subject to special approval of
the Board of Trustees.'..
No persons appeared other than Village Officials.

VOTED to approve minutes of meetings held May 13, 17, and 27, 1965 after
following changes are made to minutes of May 27, 1965; 1) _On page one
line two in paragraph after Resolution 717 prefix-year to read "1964 -65 ",
2) On page two in Resolution 722 line two flmat two words to read "present
recommendations ", instead of "prepare specifications ".
VOTED approval of Abstract of Audited Vouchers dated June 21, 1965 in the
following amounts: General Fund $6,722.21; Sewer.Fund $196.22; Capital Fund
$787.43• '

After discussing the parking of house trailers in the Village the following
resolution was adopted:
RESOLUTION 724 PUBLIC HEARING
VOTED resolved that a Public Hearing be called on July 6, 1965 at 4:30 P.M.
to consider amending Article XI Zoning, Trailers, to limit the parking of
trailers in the Village.
Mayor Marcham read a request from Mr. Karl Butler dated June 10, 1965 to
connect the Lansing Water Works Corporation water line to the last hydrant
on North Triphammer Road to be controlled by a 2 -way meter and appropriate
shut -off valves and to be used only in case of emergency.
RESOLUTION 725 - DENY WATER CONNECTION REQUEST
VOTED resolved to advise Mr. Butler that the Board is unable to agree to
the request contained in his letter of June 10, 1965.
Mayor Marcham read Mr. Liguori 's letter regarding State Aid now avdilable
to municipalities for maintenance and operation of sewage treatment works.
' RESOLUTION 726 - APPLICATION FOR STATE AID
VOTED resolved to authorize Engineer Rogers and Treasurer Wheeler, on
receipt of forms from health officials to prepare statement regarding
operation costs of Sewage Treatment Plant for period June 1, 1964 to
May 31, 1965 and the appropriate estimates for the 1965-66 year

Mayor Marcham read Supervisor Kerr's letter in regard to Villagers paying
Items 3 and 4 of the Town Highway Tax, which was discussed thoroughly.
RESOLUTION 727 - TOWN HIGHWAY TAXES
VOTED '.to authorize the Mayor in consultation *ith the Treasurer and Engineer
to carry further negotiations to the Supervisor of the Town of Ithaca
with the view to obtaining either freedcmm from the tax under Items 3 and 4
or the preparation of a formal agreement as to the use of town highway
equipment in the Village.

Mayor Marcham read letter of May 24, 1965 from Arthur Peterson regarding
future use of Cornell Residential Club.

RESOLUTION 728 - CORNELL
VOTED that Mayor Marcham write a letter to Mr. Peterson along the lines
discussed by the Board regarding the Zoning Violation of the Residential
Club.

Engineer Rogers recommended we accept the bid from Russell Equipment Company
for a sand and salt spreader for the sum of $2,296 (which is the lowest bid
received) installed on our truck and to be delivered by October 1, 1965.
- RESOLUTION 729 - SAND AND SALT SPREADER
VOTED to authorize Engineer to accept the bid Apitted by Russell Equipment
Company for a sand and salt spreader at a cost of $2,296.

Engineer Rogers gave a resume of planned road work to be done this year in th-e
Village. Oak Hill Road being high crowned needs levelling course. Needs to
be dug out, replace base and a surface treatment with new type of base
course of gravel mixed with oil and compacted to depth of about 6 ", spread
with gravel and rolled before applying final wearing surface.
Engineer Rogers recommended that notice be sent to Oak Hill Road residents
notifying them Oak Hill Road will :be closed for two weeks.
Mr. Rogers stated Elwood Glover could install a Lenox Air Conditioner
Unit, air cooled rather than water, for $1,392 in the Village Office.
The Board, recommended securing other estimates.
RESOLUTION 730 - ROOF
VOTED to authorize Engineer Rogers to spend up to $450 to repair the roof
of the Village Hall.

RESOLUTION 731. - CHANGE OF ADDRESS
VOTED to change address from 4 Winthrop Place to 2 Winthrop Place at the
request of owner William Lowe.

RESOLUTION 732 - ANNUAL AUDIT
VOTED to authorize auditing of Village Books for period June 1, 1964 - May 4
1965 by Paul Bradford, Auditor.

Police Commissioner George read his report for the month of May and it is on,
file in the Village Clerk's Office. He called attention to a School of
Instruction to be given at Auburn Community College on Criminal Law for
8 weeks, 2 nights a week, beginning June 29, 1965. Mr. George recamended
the Village pay the tuition cost of $27.00 and send Patrolman McEwen to
the school.
RESOLUTION 733 - SCHOOL OF INSTRUCTION - (CRIMINAL LAW)
VOTED resolved to authorize the expenditure of $27.00 to pay expenses of
Patrolman McEwen for attendance at School of Instruction, check to be made
payable to Auburn Community College.
RESOLUTION 734 - SCHOOL OF INSTRUCTION ? (JUVENILE DELINQUENCY)
VOTED to authorize the attendance of Patrolman McGraw at School of Instruction
at St. Lawrence University July 11 -16, 1965 on Juvenile Delinquency. Tuition,
board and room to cost $75.00 to be paid in advance to Jack McGraw.

RESOLUTION 735 - JANITOR SERVICE
VOTED resolved to authorize Mayor Marcham, on recommendation of Police
Commissioner George, to enter into a contract with David Plunkett to cover
certain items of janitor service for the police station up to $125.00 per year.

RESOLUTION 736 - ..TWO -WAY RADIO
VOTED to authorize Police Commissioner to negotiate with Mr. Herson, Cornell
Safety Division, and if possible to purchase at a low rate a two -way radio,
after consulting with the Mayor.

Fire Councilman Morse read his monthly report and requested approval to
purchase the following items: 4 seat belts to be installed in the fire
trucks at $9.95 each and a length of 2j" hard suction hose at an estimated cost
of $50. Total expenditure $89.80. The monthly report kids been placed on
file in the Clerk's Office.

Agreement with Cornell in two parts. 1 Have agreement to pay the money
$40,000 plus $40,000 over 30 years. 2 This part still being negotiated-
and covers Schoenfeld Sewer Agreement with Cornell and Village. According
to Mr. Barnard, Cornell desires to restrict ..use of trunk line from airport
to 50% of capacity. It was suggested Attorney contact T. G. Miller for
verification of figures as to capacity of this trunk line sewer, as well
as Old Country Club sewer lines. Attorney Sovocool recommended Mayor negotiate
with Mr. Burton to consumate Cornell agreement..
RESOLUTION 738 - CORNELL SEWER CONTRACT.
VOTED resolved to authorize Mayor Marcham to execute Cornell Sewer Contract
when it is drawn up in an acceptable form on aftice of Attorney.

RESOLUTION 739 - FILE TREASURER'S ANNUAL REPORT
VOTED resolved that the Treasurer file his Annual Financial Report in the
Clerk's Office by July 31, 1965 and the Clerk publish it 10 days after filing.

A. A Public Hearing was held on July 9, 1965 at 4:30 P.M. in the Village
Office on a proposed amendment to the Village Ordinance, Article XI, Section
11 - Trailers, Temporary Structures, Construction Shanties and Materials.
Proposed Amendment: "No occupied or unoccupied automobile house trailer,
whether on wheels or otherwise supported, shall be permitted on premises
within the Village for a longer period than forty-eight-'(48) hours unless it
be stored in a fully enclosed buildina'. Note: Underlined words are new.
One village resident appeared, represented by Attorney Abbott; and Village
Officials as listed below.
Attorney Abbott cited New York State Village Law Section 89 - Item 69, part
of which states: ......... "May also regulate the parking, storage or otherwise'
locating of house trailers when used or occupied as living or sleeping quarters
in any part of the Village outside an established house trailer camp, tourist
camp or similar establishment; provide time limits on duration of the stay
of such house trailers and require registration of such house trailers when
so used."
