There is also the possibility of Cornell appealing our Grievance Day
decision on the real property assessment on 111 Country Club Road as well
as the assessed number of sewer units.

Minutes of the ANNUAL RESIDENTS MEETING held in the Cayuga.Heights School
Monday, March 15, 1965 at 8 P.m.
There were 13 residents present besides Village.Gfficials.
Mayor Marcham was appointed by the residents to preside at the meeting
and Village Clerk Snyder to serve as secretary.
Mayor IMarcham presented the high points of interest which occurred
during the year, mentioning the unsettled issue of payment for land taken
by the State for Route 13 By -pass; the requests for sewer services to
outside areas, namely - Town of Ithaca for Northeast Sewer District, and
the Town of Lansing for two sewer districts in the southern part of Lansing;
negotiations with Cornell for sharing in the cost of Additions and Alterations
to Sewer Plant which had been agreed upon in 1959 but though we have extended
the services to them, they have not yet met their payment'toward the capital
cost of construction. They have agreed to pay $40,000 in cash and an addition-
al $40,000 payable over a period of years. While these negotiations are
under way the money has not yet come into our treasury and the Village is
paying interest on the money borrowed to finance the plant expansion.
The Mayor reported briefly on the Joint Municipal Survey Committee Is
Comprehensive Sewerage Study on Project Area No. 1, which covers the Village
of Cayuga Heights, northeast part of Town of Ithaca, southern part of Town
of Lansing and a small area in the western portion of Town of Dryden, which
will be presented to the Tompkins County Sewer Agency. Among other things
the report recommended the purchase by the County Sewer Agency of the Village
Sewage Plant and trunk'lines,to the plant, which may occur in the course
of a year or so.
He further stated that the Village Board is eager to cooperate with its
neighbors and mentioned we had just signed a 20 year contract with the
City of Ithaca for water and incidentally the .rate was reduced from being
double to a rate and one half. He also mentioned the Fire Protection
Contracts we have with the Town of Ithaca and Town of Lansing for adjoining
areas. Another example of cooperation or collaboration.is the Greater
Ithaca Regional Planning Board on which we have a representative and to
which we contribute $1,000 a year.
' He briefly outlined the matter of zoning along Pleasant Grove Road.and
reported on the Public Hearing at which a majority expressed opinions .,not
to change the zoning in this area and 'that to apply multiple dwelling zoning
to this area would be to change the character of the Village.

He called attention to the fact that our tax rate of $12.00 per 1,000 .
had remained the same since 1961 when the extensive road improvement program
had make it necessary to increase the rate by $2.50.
Treasurer Wheeler presented his report.for the first nine months of the
fiscal year June 1, 1964 to March 1, 1965, which showed cash balances as
follows:

Treasurer summed up his report by outlining the debt positions of Village
as follows:
stating he believes we will stay within our budget at end of year which is
May 31st.
The Annual Report of Engineer Rogers was read by the Mayor and is on file
in the Village Office. The report covered the completion of the Alterations
and Additions to the Sewage Treatment Plant; the rebuilding of North Trip -
hammer Road, the final topping course to be applied this coming year; snow
removal was minor due to open winter; Village Tree Warden work well done and
refuse collection improved by use of new packer.
During the coming year it is planned to complete the landscaping of the
sewer plant and to make a survey of infiltration info the sewer mains, some .
of which is caused by a number of down spouts, foundation drains and sump
pumps that are connected to the sewer system and which is illegal. No storm
drains should be connected to the sewer system since this not only increases
use of materials to treat the flow prior to entering the lake, thus increasing
cost of operation.
A study is under way to reduce.the use.of city water at the plant by either ,
using lake water or driving a well on the premises.

The Mayor also read Mr. Rogers Annual Report as Zoning Officer which is on
file in the Village Office. The report stated that 25 Zoning permits for
construction of, or additions to, houses were issued, 2 of which were denied
since requirements were not met and referred to Zoning Board of Appeals. There
were 12 street opening permits issued, which now require $100 deposit to
insure proper replacement of road. A new ordinance was adopted on Acceptance
of Streets - Article XIII - Section 1, which covers requirements necessary
before Village will accept new streets.
Police Commissioner George gave his Annual Report which is on file in the
Village Office. It noted the attendance of Village patrolmen at Training
Schools during the year on Traffic; Criminal and Family Court; Basic
Recruit Training Course; In Service Training Course; Vehicle and Traffic
Law Seminar; Advanced Latent Fingerprint School; F. B. I. Seminar and an
Advanced Course on Delinquency & Crime.
Patrolman Allen resigned and Patrolman McRwen was hired in March 1964.
Mr. George expressed his appreciation of the good cooperation which exists
with other police and governmental agencies in the area which works to the
benefit of all.
In September the department moved to new offices at the Corners Community
Center where they have more space and privacy to carryon their work.
In 1964 there were 18 felony complaints; 97 misdemeanor complaints; 12
disorderly conduct and no public intoxication complaints; 19 complaints on
violation of Village Ordinances; 25 Vehicle & Traffic Complaints; 143 miscel-
laneous complaints making the total complaints received 314. There were
8 criminal arrests; and 293 Vehicle & Traffic Law arrests or a total of 301
arrests in 1964. A total of 181 parking tickets were issued.
Police Justice Dean ave his Annual Report on the Police Court which is
held once a week and /or when necessary on other occasions. In 1964 there were
267 cases of traffic infractions compared to 108 in 1963. There were 7
criminal cases compared to none in 1963. Fines and forfeited bail sent to State
Comptroller amounted to $3,864 as compared to $1,907 in 1963. Sixty -four
parking violations were disposed of. Judge Dean expressed his opinion on
increase of traffic matters as being due to rise of traffic through the
Village as well as to vigilance of patrolmen.
Acting Police Justice Walter C. O'Connell held court during Judge Deans
absence for two months and submitted a report covering 11 occasions on which
he held court in 1964. He disposed of 41 cases, 40 of which were traffic
violations and collected a total of $441 in fines which were forwarded to
State Comptroller.
Fire Chief Morsels Report on the Cayuga Heights Fire Department was read
by Assistant Fire Chief Vorhis. The Fire Company answered 47 calls for
assistance; 13 from residents, 7 commercial buildings, cars and spilled
gasoline 13, 9 brush fires and 5 mutual aid. They acquired the 1962 police
car and converted it into an emergency vehicle. Also purchased a deluge
gun to better cope with larger fires.

Both trucks, one 10 years old, performed normally in annual pump test and
our department is one of the best equipped departments in the county.
Treasurer Wheeler presented copies of the 1965 -66 tentative budget which
showed $195,000 set up for General Fund expenditures, $62,500 for Sewer
Plant Fund, $25,930 Special Assessment Sewer Lines, and $8,870 for Special
Assessment Water Improvement or a total budget of $292,300. Our total
Real Estate Assessment is $12,745,627 and our tax levy, based on .012 mills,
will be $152,948.
Report of Nominating Committee was read by Mayor Marcham which listed the:
following nominees for trustees for two years — Ronald E. Anderson,' John
Bebbington, Jr., Katherine C. Ensworth, George D. Pry, Taylor D. Lewlbcand
Robert VonBerg.
Mayor asked for nominations from the floor, there being none, it was moved,
seconded and carried that nominations be closed.
Under other business a question about a traffic light at North Triphammer
Road and Route 13 was brought up and was answered that not a Village matter
being located outside corporate limits. It was stated that poles are in
place for the lights.
Question about traffic light at Hanshaw and North Triphammer Roads and was
answered that Village has no control over this situation either since Hanshaw
Road is a state road.
Question regarding consolidation, Mayor answered that this comes up every
couple of years. The Board has endeavored to cooperate in the areas of
services with other municipalities. We attended several meetings under
Chairmanship of Mr. Stallman, of City of Ithaca which examined cooperation
and possible saving in use of municipal services;,the program just slowly
came to a halt.
Mayor Marcham reminded those present of the election to be held March 16, 1965
at the Village Office from 4 to 8 P.M.
