PRESENT: Acting Mayor Norton Trustees Dean French Weatherby Wheeler Treasurer Upchurch Engineer Rogers Police Commissioner George 233• VOTED to approve minutes of meetings held February 18 and 19, 1963 as fur- nished Trustees in mimeographed form. 234. VOTED to approve Abstract of Audited Vouchers as presented in the following' ' amounts: General Fund - $3,706.96,• Sewer Fund - $772.29; Capital Fund - $570.25. Mr. Norton, Chairman of Committee to investigate proposal of Glenside Water Company, reported briefly the committee is awaiting results of investigation by Town and County, before rendering any recommendations to the Board. 235. VOTED to pay $56.13 of the expense of $86.10 for locating and installing new 130 curb box on Sheldon Road for Lowell Randolph, Mr. Randolph to be responsible for the balance of $29.979 according to Engineer Rogers' breakdown. 236. VOTED approval of Mayor Marcham's appointment of the following inspectors of election: Hazel Hanselman, Marion Wilcox and Pauline S. Tisdale. Mr. Norton read a letter from Ithaca Board of Public Works Superintendent Laverty in which the Board of Public Works refused to extend city stater facilities to Town of Lansing. This automatically nullifies the Board's action to grant permission for ex- tension of pipe into Town of Lansing since it hinged on- written approval of City of Ithaca to cooperate. 237. VOTED to authorize Police Commissioner George to reply to letter from Cayuga Heights Parent Teacher Association regarding speed signs in vicinity'of school. Engineer Rogers reported bid opening date on Sewage Treatment Plant Alterations had been changed to April 10, 1963. He reported on•meeting with State's representative Mr. Strong on taking of Village property by state explaining two things were involved: 1) Loss of right -of -way through property formerly owned by Liberman and 2) Settlement offered for land taken to be refigured in view of recent sales of property in area. Mr. Rogers informed the Board, Delbert Grover will be able to return to work April 1, 1963 and that provision:needs to be made in the budget for his salary. 238. VOTED to re- employ Delbert Grover as Maintainer in Sewer Plant as of April 11 19b3 at a salary of $4,472 per year payable semi - monthly and Engineer Rogers to make necessary recommendation at budget meeting for financing. 239. VOTED to accept and file report of Police Commissioner Lowell T. George. 13 1. Recessed at 8:00 P.M. to attend Annual Residents Meeting. Reconvened at 10:00 P.M. ' 242. VOTED Resolved to adopt 1963 Real Property Assessment Roll as amended by Grievance Day adjustments and Veterans' Exemptions from Real Property Taxes in-the amount of $119932,189 and to file the same with the Clerk. 243. VOTED Resolved to adopt 1963 Sewer Assessment Roll as amended by Grievance Day adjustments as follows: 11011.4 units in Village of Cayuga Heights 79P900 feat of average width of lots in Village and $1,413,30 'Iand Assessment of benefited properties in Village- 71.5 units outside Village; plus Country Club service charge 400. 738 feet of average width outside Village and $6,900 land Assessment of benefited properties outside Village and to file the same with the Clerk. 244. SPECIAL ASSESSMENT WATER IMPROVEMENT Total Assessment - $1.19 per M (30% of Budget of $79190 = $2,157) Will raise $2,165.00 Average Width - $ .232 per foot (70% of Budget of $7,190 = $5,033) Will raise $5046.00 Zoning Officer Rogers reported the line fence on Ybor property on Highland Road has been reduced to four feet in height to conform withl¢oning ordinance. 247. VOTED to refer,to Attorney on number of days.in violation and what legal basis for establishing action Board should take to follow-up. Mr. Rogers advised the Board Mr. Indelicato had filed application for building permit for apartment house at 113 Cayuga Heights Road which complies with zoning in that area. He also read Attorney Lee's letter regarding proposed occupancy of apartment house. A letter from Mr. and Mrs. Colgin of North Triphammer Road and a petition signed by 37 residents in the North Triphammer Road area requesting sidewalks alonglNorth Triphammer Road was considered and 132 248. VOTED to authorize Mr. Norton to answer Mr. Colgin's letter stating the matter was being given due consideration and being referred to Attorney for his opinion on the advisibility of a public hearing since it is.necessary to establish a policy which would affect the entire Village. 249. VOTED to set date for Annual Organization Meeting of Trustees at 8t00. P.M. Monday, April 1, 1963..(VL Sec 87) 250. VOTED to recommend to the new Board that the item A -10 -100 for personal services tc the Board of Trustees be stricken from the 1963 -64 Budget. 251. VOTED Resolved to recommend tentative budget, incorporating recommendation regarding personal services, to the new Board for adoption. 252. VOTED to set date for Public.Hearing on the Budget, April 19.1963 - 7:30 P.M. Meeting adjourned at 11:10 P.M. �A Vera W. Snyder Village Clerk MINUTES of Annual Residents Meeting held March 18, 1963.at Cayuga Heights School Auditorium at 8:00 P.M. There were about 50 residents present including.the Village officers. Acting Mayor Norton informed those assembled he was taking the place of Mayor Marcham who is convalescing at his home from an operation. Mr. Norton was nominated and elected Chairman of the meeting and ;appointed the Village Clerk, Vera Snyder, to serve as Secretary. Mr. Norton reported briefly on highlights of the year, mentioning the purchase of additional equipment' and amendments to ordinances. Copies of Village Ordinances have ibeen mailed to all property owners. He called attention to the forthcoming Pub- lic Ii earings on Monday, March 25th at 7:30 P.M. Treasurer Upchurch passed out copies of his report.covering the period June 19 1962 to March 1, 1963 and explained in detail, and stated that bank balances as of February 28, 1963 were ample for the next three month operations of the fiscal year. Engineer Rogers reported in detail on major purchases of equipment during year such as the new packer mounted on a Brockway heavy duty truck, leaf loader, cinder and salt spreader, paint striper and steam jenny for thawing of culverts, also mentioned the erec- tion of a new garage at Village Yard to house equipment. The road improvement program was carried out with cooperation of Town of Ithaca by Village use of town equipment and assistance of Town personnel. The cost was much less than letting work out to contractor. It is hoped additional work will be done this summer in same way. Snow removal costs this year exceeded last year due to more snow and icy condi- tions. of roads. However, we purchased bulk salt instead of bagged salt at considerable savings. We were able to use bulk salt since Town of Ithaca parked a loader in Village Yard for our use. Mr. Rogers touched briefly on elm tree disease control which is under direction of Mr. David Pimentel, Village Tree Warden and asked for cooperation of residents in 1
