The 1963 -64 tentative budget was presented by Treasurer Upchurch indicating
Revenues other than taxes in all funds at $117,210; Appropriated Surplus at $13,000
with real estate tax levy at $1439186 making Total Revenues at $273090. The zeal
estate assessments total $11,9329189 which would set the tax rate at $12.00 a
thousand on assessed valuation for 1963 -64.
A resident presented a letter and a petition addressed to the Board of trustees
requesting sidewalks along North Triphammer Road which was duly presented at the
Board meeting following the annual residents meeting.
There being no other business, the meeting was adjourned at'10:00 P.M.

RESOLUTION 252 A -- MINUTES 3/18/63
VOTED to approve Minutes of Regular Meeting held March 18, 1963 and'Minutes of Annual
Residents Meeting held March 18, 1963 as furnished Trustees in 'mimeographed form.
RESOLUTION 253 - ABSTRACT OF AUDITED VOUCHERS 4/1/63
VOTED to approve Abstract of Audited Vouchers dated 4/1/63 an the following amounts:

RESOLUTION 254 - INFORMATION FOLDER,
VOTED to .prepare and distribute information folders to residents to include revised
routing of refuse collection equipment.
RESOLUTION 255 - STUDY OF COUNTY WATER DISTRICT
VOTED RESOLVED the Cayuga Heights Village Board endorses the proposal of the Tompkins
C6n7y Board of Supervisors to study the feasibility of organizing a county water
district to meet the needs for water in the Towns of Ithaca, Lansing and Dryden, and

the City of Ithaca.
Attorney Newman read the Appeal of the Corners Coammnity Center, Inc. on assessment
of sewer units filed in the Village Office on March 189 1963 on grounds that the
resolution is illegal etc.... according to General Municipal law, Sections 451 and
452 and Village Law Section': 279 - that the proposed increase from five to twenty
units on the laundromat is arbitrary and excessive, etc.
Mr. Newman advised the Board that an ordinance was necessary according to General
Municipal Law to establish sewer rents and recommended that proper ordinance bP-
prefared and adopted, and that in the meantime an effort be made to adjust the sewer
rents charge to the Corners.
Mr. Norton appointed a committee consisting of Robert Dean, John Rogers and C. H.
Newman to study method of sewer charges and to confer with Mr. Heasley, president of
the Corners Community Center.

Engineer Rogers requested the Board to establish a policy for ditches and culvert
maintenance in the Village. In the past it has been the custom of the Village to-:
replace culverts under driveways, owner purchasing pipe. He suggested the Village
retain the right to clean out and /or flush out ditches and culverts but homeowners to
be responsible for replacing culvert and keeping it cleaned out. Village to do work
and charge back only if continued neglect by resident, culvert under road to be
Village responsibility:.
Resolution based on above to be drawn up and presented at the next.meeting.
As Zoning Officer Mr. Rogers again requested a decision on division of lots owned by
Charles Smith and presented map of division made by Carl Crandall dated 1960. The
Board believes the map indicates prior division and ordinance on minimum size lots
would not govern. Instructed Engineer to inform:14r. Smith that he could build on
each of lots 3, 4 and 5 designated on map dated May 91 1960 by Carl Crandall.
Mr. Norton read Police Commissioner Georgets report for the month of March.:(14r.
George was called out of meeting on police matter at the University.) The report
was accepted and ordered filed.
RESOLUTION 257 - SCHOOL OF
VOTED to send Jack McGraw to School of Instruction of Juvenile Delinquency to be
held at St. Lawrence University, Canton, N.Y., July 14-19, 1963. Estimated cost
$75.00. It was suggested he endeavor to share transportation cost with.some other-
police officer attending.
RESOLUTION 258 - SCHOOL OF
VOTED to send William Marvin to School of Instruction on basic police course, New

York State Police School at Binghamton, New York, April 17 - May 131 1963-
Fire Councilman Quinlan reported change in fire telephone number to AR 3 -5157. He
requested permission to purchase 5,000 telephone stickers bearing the new number to
be distributed to residents in fire protection district. The Board authorized the
purchase of 5,000 telephone stickers.
Clerk Snyder reported on the two Public Hearings held March 259 1963 as follows:
Hearing on the closing of Sunset Park was held at 7:30 P.M. in the Village Office.
About 15 residents attended, all of whom were in favor of the ordinance as read.
Hearing on the weight limit on certain roads was held at 7:45 P.M. Residents above
mentioned remained for this Iiearing and expressed agreement that such an ordinance
would be.beneficial.
Acting Mayor Norton conducted the Hearings and Trustee Weatherby and Engineer Rogers
were present. Since there was not a quorum present no action was taken, and Mr.
Norton stated results of Hearing would be reported at the April meeting.
RESOLUTION 259 -
AMENDMENT OF ARTICLE VII OF THE VILLAGE ORDINANCE
BE IT HEREBY ENACTED AND ORDAINED that Article VII of the Village Ordinance by and
the same hereby is amended to read as follows:-
"VII. - Protection of Parks and.Street Planting.
SECTION 1.: No person, other:.than Cayuga Heights Village employees engaged
in the care of Village parks and streets, shall drive any vehicle or ride a horse
upon any of the walks or lawns of any Village Park; deposit any refuse or litter in
any such Park, ride a horse in the Village other than on the traveled portion of
streets or on private property by permission of the owner thereof; or cut, trim or
injure any tree or shrub in any Village Park or within the limits of any Village
Street except by permit granted by Village Board of Trustees or the official repre-
sentative of such Board.
SECTION 2. Sunset Park shall be closed to the public from 9:00 P.M.Ito
6:00 A.M. during the months of Jan , February, March, November, and December of
each year and from 10:00 P.M. to :00 A.M. during the period from A— 1st to
October. 31st of each year.
SECTION 3. Any violation of this ordinance shall constitute disorderly
conduct punishable fy a fine not in excess of $50.00 for each offense."
RESOLUTION 260 - ACTION ON AMENDMENT FOR WEIGHT LIMIT ON ROADS
VOTED'that Police Commissioner George be requested to make his recommendation as to
what we could do to conform to state instructions and proceed at once thereafter,,
for establishi ng truck exclusion or a truck route system for the Village.

d) Lowell T. George as Police Commissioner for one official year at an annual salary
of $1,000 payable monthly.

RESOLUTION 262 - DESIGNATING DEPOSITORIES
VOTED Resolved that the First National Bank & Trust Company and the Tompkins County
Trust Company, both of Ithaca, New York, be designated official depositories of the
Village Funds for the 1963 -64 fiscal year.
RESOLUTION 263 - OFFICIALS TO SIGN CHECKS
VOTED Resolved that the Clerk be authorized to notify the official banks of the
following names to be honored on checks for the year 1963 -64 (two signatures
required).

RESOLUTION 264 - DESIGNATING AMOUNT OF BONDS,?:
VOTED Resolved that the Treasurer be bonded in the amount of $25,000; that the

and Acting Police Justice be bonded in the amount of $1,000. All of the above bonds

RESOLUTION 265 - OFFICIAL NEWSPAPER
VOTED Resolved that the Ithaca Journal be designated the official newspaper for the
1963 -64 official year.
RESOLUTION 266 - ASSESSORS
VOTED Resolved that the Board of Trustees constitute itself and act as a Board of
Assessors for the 1963 -64 official year.
The Clark reported that no residents other than Village officials appeared for.the
Public Hearing on the Budget which was called at 7 :30 P.M., April It 19639 having
been duly advertised and posted.
RESOLUTION 267 - EXTEND AND CARRY OUT LEVY ON REAL PROPERTY
VOTED Resolved to authorize and direct the Clerk to extend and carry out upon the
Real Property Assessment Roll the amount to be levied,against each parcel or real
property shown thereon, according to the total levy of $143,186 previously authorized.

VOTED Resolved that the Budget be amended as follows due to state budget cut for
state aid to villages for,operation of sewer plants:
1) Schedule 6 - Disposal and Maintenance - Sewer Plant. Change laborer to,-
maintainer and $4,000 to $49472. Remove $3,000 for extra help.
2) Schedule 7 - Disposal and Maintenance Revenues. Change G -1909 Sewer Rents

Mn Newman gave opinion on sidewalks stating they may be ordered on any street at
