a policy which would affect the entire Village.

MINUTES of Annual Residents Meeting held March 18, 1963.at Cayuga Heights School
Auditorium at 8:00 P.M.
There were about 50 residents present including.the Village officers.
Acting Mayor Norton informed those assembled he was taking the place of Mayor
Marcham who is convalescing at his home from an operation.
Mr. Norton was nominated and elected Chairman of the meeting and ;appointed the
Village Clerk, Vera Snyder, to serve as Secretary.
Mr. Norton reported briefly on highlights of the year, mentioning the purchase
of additional equipment' and amendments to ordinances. Copies of Village Ordinances
have ibeen mailed to all property owners. He called attention to the forthcoming Pub-
lic Ii earings on Monday, March 25th at 7:30 P.M.
Treasurer Upchurch passed out copies of his report.covering the period June 19 1962
to March 1, 1963 and explained in detail, and stated that bank balances as of February
28, 1963 were ample for the next three month operations of the fiscal year.
Engineer Rogers reported in detail on major purchases of equipment during year such
as the new packer mounted on a Brockway heavy duty truck, leaf loader, cinder and salt
spreader, paint striper and steam jenny for thawing of culverts, also mentioned the erec-
tion of a new garage at Village Yard to house equipment.
The road improvement program was carried out with cooperation of Town of Ithaca by
Village use of town equipment and assistance of Town personnel. The cost was much less
than letting work out to contractor. It is hoped additional work will be done this
summer in same way.
Snow removal costs this year exceeded last year due to more snow and icy condi-
tions. of roads. However, we purchased bulk salt instead of bagged salt at considerable
savings. We were able to use bulk salt since Town of Ithaca parked a loader in Village
Yard for our use.
Mr. Rogers touched briefly on elm tree disease control which is under direction of
Mr. David Pimentel, Village Tree Warden and asked for cooperation of residents in

carrying out Mr. Pimentel's recommendations.
Mr. Rogers brought the residents up to date on the status of Route 13 as it affects
® our sewer plant, stating the cattle pass under the new road is completed through which
our main sewer line runs into the Sewer Plant. Plans have been sent out on additions
and alterations to sewer plant and bids are to be opened April 109 1963.
Residents in Williamsburg Park area raised questions about ditching and condition
of roadsiand wished to have same corrected this year by Village. Mr. Rogers explained
road work in that area would not be extensive until construction phase was completed
on major number of lots, a light surface treatment being all that is planned for this
year.

Police Commissioner Lowell T. George gave his report on the Police Department:

Village Traffic Ordinance was revised'placing a 30 mile speed limit on state roads,
Hanshaw Road and Cayuga Heights Road, which is worjing out all right. Speed limit on
all other roads is 25 miles per hour. Department purchased radar equipment which has
been successful in curbing and apprehending speeders.
The Board of Trustees has approved increasing light lumen from 1,000 to 2,500 lumen
in 73 street lights this year and it is planned the remaining 73 - 19000 lumen lights
will be changed next fiscal year. A 19000 lumen light compares to a 60 watt bulb.
In the absence of -Police Justice William B. Kerr, Acting Mayor Norton read his
report, which included the following: The court handled 208 traffic cases, 96 parking
tickets, 3 petit larceny cases. A total of $2,818 was collected in fines on above
cases. Justice Kerr closed his report by stating the Police Department gave the Court
excellent cooperation.
Chief Engineer of the Fire Council, Francis J. Quinlan, reported that during 1962
the company had responded to 37 alarms, 21 in the Village, 8 in the Town of Ithaca Fire
Protection District, 5 mutual aid calls and 3 false alarms. There were 3 first aid or
emergency calls answered. Fire loss in Village - $410 and in Town of Ithaca - $5.009
total of $4150
Cayuga Heights Fire Company #1 held 14 drills, 10 meetings, 1 parade, 1 demonstration
2 school inspections. There are 52 active members in the company and 50 associate members
Mr. Sherwood Holt, Chairman of the Zoning Board of Appeals reported that three re-
quests for variance were received, two of which were granted and one denied.
Mr. John Munschauer in the absence of Chairman Hospital gave the report of the
Nominating Committee :presenting the following six nominees, three of which are to be
elected to the position of Trustee for a term of 2 years. Election March 190 1963
in Village Office, 194 Pleasant Gbove Road: 4 - 8 P.M. Orval C. French, Gordon B.
Wheeler, Robert Kane, John Bebbington, Jr., Lewis Morse and Margaret McPherson Ward.
There were no nominations from the floor so nominations were closed. Mr. Munschauer
stated the Nominating Committee wishes to thank Mr. Raymond McElwee for his services.

The 1963 -64 tentative budget was presented by Treasurer Upchurch indicating
Revenues other than taxes in all funds at $117,210; Appropriated Surplus at $13,000
with real estate tax levy at $1439186 making Total Revenues at $273090. The zeal
estate assessments total $11,9329189 which would set the tax rate at $12.00 a
thousand on assessed valuation for 1963 -64.
A resident presented a letter and a petition addressed to the Board of trustees
requesting sidewalks along North Triphammer Road which was duly presented at the
Board meeting following the annual residents meeting.
There being no other business, the meeting was adjourned at'10:00 P.M.

VOTED RESOLVED the Cayuga Heights Village Board endorses the proposal of the Tompkins
C6n7y Board of Supervisors to study the feasibility of organizing a county water
district to meet the needs for water in the Towns of Ithaca, Lansing and Dryden, and
