(To be financed 13ith garbage packer over 3 years) Treasurer Upchurch suggested we take a look at status of surplus and perhaps es- 1 tablish a reserve fund to use surplus up in May. After discussion decided to make appropriations to existing reserve funds of Sewer, Water and Street Improvements. Attorney Newman left since no more trustees came to complete a quorum. Sewer Fund expenses as budgeted add up to $489800 without Contingent Fund. Looks like it would be necessary to increase sewer rent 30 %. Water rates could be reduced about•25% on last year's rates, which were .27 per foot and 1.50 per thousand of Total Assessment. 25% reduction would result in a charge of .20 per foot and 1.15 per thousand. Snyder, V lags Clerk MINUTES of a Special Meeting of the Board of Trustees held March 9, 1962 at 5:00 P.M. in the Village Office to complete the 1962 -63 Budget and Grievance Day petitions. PRESENT: Mayor Marebam; Trustees McElwee, Dean, Wheeler & Norton; Engineer Rogers; Treasurer Upchurch; Attorney Newman. Sitting as a Budget Committee the 1962 -63 Budget was again discussed and the fol- lowing changes were made; ' Hourly rates for Village workmen were rounded off as set forth in attache tentative budget and it was VOTED to raise the Contingent Fund to $10,474. VOTED to provisionally accept 1962 -63 Budget and present to the Village residents on March l9th. The Board sitting as Board of Assessors then reviewed the remaining petitions for changes in assessments. After discussion of information on Cornell property known-as former !Savage Farm and the opinion of Attorney Newman it eras VOTED: a) Not to tax land in dispute on Hanshaw Road and North Triphammer Road. Real property tax to be based on 1000 feet frontage to•a depth of 300 feet on North Triphammer Road at $5,000 appraised value per acre. (6.9 acres) b) To set an appraised value of $2000 per acre on interior land (90 acres) (Exempt) To set an appraised value of $59000 per acre on Hanshaw Road frontage of 500 feet to ' a depth of 200 feet or 2.3 acres and on 434 feet on North Triphammer Road to a'depth of 200 feet or 2 acres. (Exempt). These changes are made on the condition that we receive from the University a firm and specific commitment on the use of all of the land plus discontinuance of actions. ,.� - 7-6 v 8'1' VOTED to reject Schoenfeld petition for revision of 1962 assessment. Snyder, illage Clerk MINUTES of a regular meeting of the Board of Trustees of the Village of Cayuga Heights held in the Cayuga Heights School Library at 7:00 P.M., March 19, 1962. PRESENT: Mayor Marcham Trustees Baker Dean French Norton Wheeler Engineer Rogers Treasurer Upchurch Police Commissioner George Fire Councilman Quinlan 1) VOTED approval of minutes of meetings of February 20922,23, and March 9, 1962 previously furnished Trustees in mimeographed form. 2) VOTED approval of Abstract of Audited Vouchers dated March 19, 1962 in the following amounts: General Fund 19354.72 Sewer Fund 389.86 3) Mayor had no report. 4) Engineer Rogers explained problem regarding snow removal on sidewalks and it was VOTED to ratify the Engineer's emergency action in having the Finger Lakes Con-' struction Company do the sidewalk snow plowing on February 25 and 26. ; VOTED approval of the following appropriations. VOTED to instruct the Zoning Officer to communicate with• Zoning Board of Appeals regarding decision. 5) Attorney absent. 6) Treasurer Upchurch distributed mimeographed copies of his 9 months' report which had previously been mailed to all trustees. This report through February 28, 1962 showed the following bank balances: General Fund $40,584.31; Sewer blind -Plant $23,506.52; Sewer Fund -Lines $49166.00; Special Assess. Fd -Water Impr. $59432.61; Capital Fund -Sewer $1,162.30. VOTED to incorporate the Treasurer's report in'the minutes of the meeting. 7) Report of Police Commissioner was read and ordered placed on file. VOTED permission to. Commissioner George to send Fred Whiting to School of Instruc- tion to be held in Syracuse April 3, 4, & 59 1962. After discussion of Mayor Marcham's report on the call of State Civil Service men at the Village Office regarding titles of Mr. Quinlan and Mr. Whiting, it was VOTED to change Mr.,Quinlan's title from Building Safety Inspector to Fire Inspector, VOTED to correct Mr. Whiting's title to that of Sergeant. VOTED to change the listing in telephone book for Police Department as follows: "Work days after 4:06 P.M. and Saturdays, Sundays & holidays, call AR 2- 2444." a VOTED to authorize the Clerk to request the installation by the New York State Electric & Gas Corporation of a street light on pole #36 -1 on Wyckoff Road between Highland and Ridgewood Roads. . 8) Report of Fire Councilman was read and ordered placed on file. Meeting of Board of Trustees reconvened at 10 :00 P.M. in Library. 9) VOTED approval of a total of 101 hours overtime for February snow removal, for Mr. Cornelius, Mr. Eaton, Mr. Garvin, . Geyer and Mr: Hayes. d VOTED - Resolve that the amount of�`p 3 be levied upon.the taxable real property of the Village for the;year 1962 -63 as real property taxes and the completed and verified assessment roll be filed with the Village Clerk: CORRECTED - 5/21/62 - Levy on real"prpperty corrected to $1399891. . VOTED - Resolved to authorize and direct.the Clerk to extend and.carry.out upon the Assessment Roll the amount to be levied against each parcel of real.property shown thereon, according to the total levy of $199y87& previously authorized.. To provide for individual charges on the basis of the approved apportionment, it was VOTED- Resolved that the amount of $719065.17 be levied for 1962 -63 sewer charges based on the following: Special Assessment Fund $26,653.17 comprised of $4,823.67 based on land assessment and $21,829.50 based on average width of lot assessment, 'hnd $44,412.00 for sewer use rental plus as charges omitted in 1961 -62 and that the Clerk extend upon the Sewer Charge Rol , the individual charges as computed from the individual property apportionments. Snyder Village Clerk MINUTES of ANNUAL MEETING of the Village residents held at the Cayuga Heights School Auditorium on Monday, March 19, 1962 at 8:00 P.M. There were approximately 25 residents present in addition to the Village Officers. 1. Mr. W. T. Dean moved that Mayor Marcham serve as Chairman of the meeting. Motion seconded and carried. Mayor Marcham appointed Clerk, Mrs. Snyder, to act as Secretary of the meeting. 2. Mayor Marcham briefed the residents on the progress of Route 13 relocation, mentioning interchange which Village Officials had tried to have eliminated from plans with no success; possibility of annexation to the Village of land in the Town of Lansing between Village north boundary and new road which would involve extension of Village facilities to this area. Stated further that the largest owner of undeveloped land is Cornell University, with approximately 160 acres of land on which University may build, thus making, ' demands on Village facilities, mainly sewer services. Commitments outside Village consist of 1) provide sewer service to Airport and Cornell Research Park, 2) provide sewer service to Hanshaw Road Sewer District, 3 -i 9- 6 •✓ .' 3) half committed to Northeast Water District to provide sewer service there if necessary development takes place; with land between Village and Route 13 being in fourth place. We already provide fire proteetion to the Northeast Water District and Forest Home area. The Town of Ithaca has approached us regarding cooperation for police protection. Mention was made of municipal cooperation which was moving along at one time . with one meeting a month but now has gone into hibernation.. Regional Planning Committee has gone on with its work and is undertaking study in area of municipal cooperation, surveying the availability of. various kinds-6f services in this neighborhood. Board of Trustees acts as Board of Assessors yearly in January to assess proper- ties in Village. The Board has considered the possibility of employing a professional, assessor, cooperating with the Town of Ithaca. In this way sufficient funds would be, available to employ an efficient person to do.this work. 3. Treasurer Upchurch passed out and reviewed financial report covering period June 11 1961 to March 319 1962. Copy attached.. 4: Mr. Rogers discussed road improvement program accomplished last year and out- lined proposed work for coming fiscal year, as budget permits. This work will finish our north -south roads and then will hit cross roads such as Kline, Northway, etc. . Also plan program of ditching and keeping roads i.n.good condition. Ditching will ne- cessitate digging up some lawns in right of way. Shade tree work has included re- moval of elm trees having Dutch Elm disease which is killing off our elms, probably . will take half our trees within next five years. In street and sanitation department, we plan to purchase a packer which will , keep wind from blowing papers off truck. Because of numerous complaints, we plan to purchase leaf pick -up attachment for truck thus eliminating need of placing leaves in containers. Vie plan to expand our sewer plant facilities and the preliminary plans have been approved by the state. Final plans are to be submitted in the near future.'. We expect to let bids for work in June or July, cost estimated at $125,000. lie are fortunate in having men working for the Village who are well qualified and faithful. Harold Cornelius, our sewer plant operator, has been with us since 1957 and his assistant Delbert Grover for the same period.].Steven Oltz joined their staff in 1959. In our street maintenance work crew, we have'Walter Hayes with 17 years of ser- vice, Ralph Garvin with eight years and Andrew Geiger seven years. Frank Haskins, our foreman, will have been with us thirty years in May. 5. Police Commissioner Lowell T. George read his annual report and it 3.s on file in the Village Office. 6. In absence of Police Justice Kerr, Mayor Marcham read his.annual report and it is on file in the Village Office.. 7. Fire Councilman Quinlan read his annual report and it is on file in the , Village Office. 8. Treasurer Upchurch presented the tentative budget for 1962 -63 and discussed the various items. It is also on file in the Village Office. It was suggested a reserve fund be set up for replacement of equipment such as packer so it would not all d' -l9 -GY 1 1 am come out of one year's budget. One resident suggested it would be cheaper to hire a bus to carry children to school than to pay school guard for services at The Parkway and Hanshaw Road. 9.
