MINUTES of a Special Meet 7 1
pe Meeting of the Board of Trustees held January lb, 1962 at
7 :00 P.M. at the Village Office.
PRESENT: Mayor Marcham; Trustees Dean,.French, McElwee and Norton; Engineer Rogers.
The Trustees sitting as a Board of Assessors fixed real property, average width of
lot and sewer unit assessments for the 1962 -63 Village Tax Rolls for all properties
having addresses on the following streets:
Triphammer Road
Warwick Place
Westbourne Iane
West Upland Road
White Park Place
White/Park Road
Winthrop Drive
Winthrop Place
Wyckoff Avenue
Wyckoff Road
After a thorough study of.the Cornell owned property, formerly known as the Savage
Farm, it was decided. that
1. Approximately 12 acres along North Triphammer Road be appraised at a value of
$5000 an acre or.a total of $609000.
2. Approximately 2i acres on Hanshaw Road be appraised at a value of $59000 an
acre or a total of $129500.
3. Approximately 90 acres, balance of Savage Farm (interior land) undeveloped be
appraised at a value of $3,000 an acre or a total of $2709000, A grand total of
$3429500 for the entire piece of property.
Parcel one and two (14z acres) assessment set at $349000.
Parcel three (90 acres) assessment set at $1269000 - Totally exempt from taxation.
It was decided that when an apartment is occupied by a relative and no'rent paid,
there should be no unit charge.
Sitting as Trustees, it was
VOTED to purchase rubber suits for Village workmen.

A. A PUBLIC HEARING was held January 23, 1962 at 7 :30 P.M. in the Village office on
proposed changes in Village Ordinances- pertaining to Carrying Firearms and Air Guns;
and additional stop signs on Through Highways.
PRESENT: No residents appeared other.than the Mayor and Village Trustees,
The Mayor read the..notice as published in the official paper on.January 16, 1962.
Mayor stated Trustees would take action on the ordinances referred to at a later time.
B. MINUTES of'Regular Meeting of the Board of Trustees held on January 23, 1962 at
8:00 P.M. in the@illage Office.
PRESENT: Mayor Marcham; Trustees Baker, French, McElwee and Wheeler; Engineer Rogers;
Attorney Newman; Treasurer Upchurch; Police Commissioner George. Visitors Otto. B.
Schoenfeld and his attorney Harry Hamilton, Mrs. Sheldon Smith.

Mr. Schoenfeld presented a survey map of his subdivision east of North Triphammer
Road which indicated that the alignment of east line of the Village is 98 feet too
far to the east, thus affecting his lands and those of residents next to this east
boundary. After a brief discussion Mr. Schoenfeld and his attorney left, the '
Trustees to make decision later in evening.
Mrs. Smith suggested that double white lines be painted on 2 grades on Pleasant
Grove Road, one south of property of VanNatta, the other as you pass the Homa res-
idence.
She then presented Charles Collins' proposition regarding a contract with the Village
for collection of garbage and trash. This was the same proposition formerly present-
ed to the Board at their November 21, 1961 meeting.
VOTED approval of minutes of meetings held December 19, 19619 January 29499 and 10,
1962—which were previously distributed in mimeographed form to Trustees.
2. -VOTED approval of Abstract of Audited Vouchers. General Fund $179046.919 Sewer
Fund X35,644.90, Capital Fund -Sewer $4,761.09, Special Assessment Fund -Water Improve-
ments $5,222.60. .
• a) VOTED to pay 70% or $224.00 of bill from Giordano for sidewalk installation
since 1" surface not yet spplied.
b) VOTED approval of bill from City of Ithaca for hydrant rental.
VOTED appropriation transfer as follows:

VOTED approval of overtime for Haskins and Hayes for sanding streets during December.
3.- a. Mayor reported on meeting of Insurance Committee (Marcham and Wheeler) with
insurance agents, R. S. Boothroyd, G. J. Felton, W. S. Scott, Jr., and J. A. Mc-
Connell.
After a discussion it was
VOTED that the Board adopt the principle of handling the insurance of the Village
through one of the agents, a resident two years in the Village and that the Board
accept the idea that for the purpose of consultation regarding necessary insurance,
all appropriate qualified agents shall be consulted and that the distribution on the,
commissions be at the direction of the Village Board on terms satisfactory to the
agents.
VOTED that the four agents (R. S. Boothroyd, G. J. Felton, W. S. Scott,Jr., J. A.
McConnell) be requested to mutually conduct a survey of the insurance needs and pro-
gram of the Village and make recommendations prior to March 15, 1962.
b. Mayor reported on committee meeting (Marcham and Upchurch) regarding
method of pay1ftent for sewer installation on Gentle property on Triphammer Road. If ,
interest of 4-2t% is charged, the project total for 30 year period would be $7,881:60.
Mr. Gentle definitely desires to pay for this installation on 30 year basis.

4.- Attorney
Newman reported having studied
zoning and subdivision of lots and
advised the Board
that it was not legal to request owners
of property not to subdivide
land without
consulting the Village Board. He suggested
a minimum width and depth
be set on lots instead.
VOTED to accept'for presentation at a Public
hearing the
"Subdivision of Iots"
proposed by Attorney Newman, and ','Size'of Lots" minimum width 125' - minimum depth 1500.

VOTED to addept an3 present At Special Meeting an amendment to the Village Ordinance
ces covering highway permit deposit to insure proper performance of work and re-
placement of highway when necessary to excavate.
5 -- Police Commissioner Lowell George read his report and it is on file in the
Village Office.
Mr. George will investigate the necessity for double lines on`Pleasant Grove Road
as requested by Mrs. Sheldon Smith and take necessary actiori.in the spring.
He briefly reviewed the good work performed by Fhederick Whiting, our policeman
since 1958s and recommended consideration of hiskpromotion to Acting:Police Sergeant
and suggested we ask that a non - competitive examination be held for,him by New York
State Civil Service Commission.
Acting on recommendation of the Police Commissioner it was
VOTED that Frederick J. Whiting, Jr: be appointed Acting Police Sergeant, subject
to non - competitive Civil Service Examination.
6.- Engineer's Report
VOTED approval of appointment of Glenn Eaton to temporary position of "laborer" to
replace Delbert Grover. •
Engineer Rogers read letter from Crandall and Miller regarding capacity of plant
with presently planned improvements,•recommendation of future third tank and
hydraulic study of-entire sewer system.
Since Mrs. Smith's presentation of Mr..Collins' refuse collection proposition was
the same as one presented at the November meeting, no action was taken:
VOTED to authorize-test borings as recommended by the Engineer by Empire Soils
Testing of Groton,•New York.
VOTED to ask Engineers Crandall and Miller to submit a contract for the recommenda-
tions made in their'letter regarding the sedimentation tank and hydraulic survey.
After discussing the survey map presented by Mr. Schoenfeld showing the re- alignment
of the east line of the Village, it was
VOTED to authorize Mayor Marcham to write Mr. Crandall requesting him to supply the
Village with a copy of his amended survey of the Village east line.
Sitting as a Board of Assessors, reviewed sewer unit charges and made decisions as
follows:'.Congregational Church 2 Units; Cayuga Heights School 10 Units; Community
Corners_Iaundromat 20 Units; Country Club Service Charge $400.
7.- Treasurer's Report

a. Treasurer returned the 1961 Tax Warrant and Account of uncollected taxes and
filed it with the Clerk as prescribed by Real Property Tax law, Section'�436. He
presented a certified list of unpaid taxes as follows:

A. A PUBLIC HEARING was held February 6,9: 1962 at 7:30 P.M, in the Village Office,
194 Pleasant .Grove Road, Ithaca, New York.
There were 35 residents present in addition to Village Officials.
Thh Mayor read the Amendments to the Zoning Ordinances' -:and the new Ordinance on.
Hawkers, Peddlers and Solicitors.
After the reading of the new ordinance and amendments, each was reviewed separately
for discussion. During discussion of lotssizes and building coverage it was sug-
gested an additional change be considered'rpermitting only one house per lot.
Meeting adjourned at 8:30 P.M.
B. MINUTES of Special Meeting of the Board of Trustees of,the Village of Cayuga.'
Heights held at 8:45 P.M.
PRESENT: Mayor.Marcham= Trustees Baker, Dean, French; Engineer Rogers.
VOTED to adopt the Amendments to the'Ordinances as presented to the Public,Hearing .
and contained in the.attached copy;.to be effective March 19.1962.
