Village, Clerk IIINUTES of a Regular Meeting of the Board of Trustees of the Village of Cayuga Heights held February 229 1962 at the Village Office at 7 :30 P.M. and.the recessed Griev- ance Day meeting. PRESENT: Acting Mayor McElwee; Trustees Baker, Dean, French and Wheeler; Engineer Rogers; Fire Councilman Quinlan and Police Commissioner George. Guest, T. G. Miller, Civil Engineer. Mr. Miller appeared before the Board to explain and clarify his situation regarding engineering work on addition to sewer plant. He explained necessity for keeping plant functioning while additions were being made and also regarding changing'to a heated digester. It was explained to him that the Board was inquiring into the costs of erection of a third tank rather than the already planned addition. 2 77 In this regard the engineering fee was discussed at some length, having previously been set at 7% plus sub - surface investigation and an hourly basis for inspection and supervision. It was finally agreed that the design fee for the third tank would be 52% of the construction cost plus inspection and supervision, final plans to be ' completed by April 1, 1962 (date of extension of time by State). Mr. Miller suggested the hydraulic survey should be done in the spring to gauge high run -off and compare with summer when infiltration is low. 1) VOTED approval of minutes of meetings of January 169 ;23, February 6 and 13,'1962.9 previously furnished Trustees in mimeographed form. Corrections as follows to January 23, 1962 minutes: (1) Under Be. include resolution to adopt completed and verified 1962 Assessment Roll and to file with Clerk (Sec. 1406 - Real Property Tax law. (2) Under 7f. to, rescind resolution to recover unpaid taxes by Tax Sale (Real Property Tax law Sec. 1400) (2). 2) VOTED approval of Abstract of Audited Vouchers in the following amounts; General Fund 39975.88; Sewer Fund $39357.62 and Special Assessment Fund -Water Improvement $330.75. VOTED approval of 14 hours overtime for Haskins and 13 hours overtime for Hayes for salting and cindering.'0 N 3) Acting Mayor McElwee announced Mayor Marcham had appointed the folio N1� Nominating Committee: Brigadier General Ralph Hospital, "eF��,OdGO , Theo F. J Sharp. Inspectors of Election: Hazel Hanselman, Mildred Comar, Margaret Kahin. 4) Mr. Newman out of town. ® 5) Report of Police Commissioner was read and approved and ordered placed on file. 6) Report of Fire Councilman Quinlan was read, approved and placed on file. 7) Report of Engineer. Engineer Rogers had a communication from New York State Electric & Gas Corporation regarding pole lines. VOTED to accept the New York State Electric & Gas Corporation proposition of using Village easements and that any legal fees involved would be paid by the New York State Electric & Gas Corporation, Engineer Rogers read Mr. Pyle's letter regarding request of Pleasant Grove Cemetery to use 110 feet along Pleasant Grove Road for cemetery purposes, this being a non- -- conforming use. VOTED to seek legal advice on Pleasant Grove Cemetery request. Engineer Rogers informed the Board he had received extension of t#e, for submission of final plans from Mr. Heck's office, State Dept. of Public Works, to Apri>_1, 1962. After discussion on need of spreader it was VOTED to purchase a Swenson Mechanical Salt Spreader. Engineer presented proposition of purchasing salt and cinders from Town of Ithaca at $1.00 per yard, which includes the material and loading. After discussion and suggesting this be verified in writing, it was VOTED to purchase salt and cinders from Town of Ithaca. 8) Treasurer requested transfer of funds as follows: - -7 z -6z W Contingent Account A- ;290 -650 to Refund of Real Property Taxes - acct. A- 290 -622 $21.6o 9) Report of Clerk A. VOTED to approve application of Steven S. Oltz, Motor Equipment operator for membership ­in York State Employees' Retirement System. b. Suggested a copy of amendments to zoning ordinance be sent to Mr. Catherwood. c. VOTED to refund real property tax of $21.60 on the $19800 assessment on Pleasant Grove Road of New York State Electric & Gas Corporation which through error was also charged under Local for that Corporation in 1961. 10) VOTED to hold Annual Meeting of Village residents on March 199 1962. 11) VOTED to present tentative budget to Village residents at the Annual Meeting of residents. 12) VOTED to hold Village Election on March 20, 1962 from 4 to 8 P.M. at the Village Office. 13) VOTED to set date for March meeting at 7:00 P.M. March 19, 1962 at the School- house prior to Annual Residents Meeting. 14) VOTED that Trustees acting as Committee of the whole make up the 1962 -63 Budget. sitting as Budget Committee; heard Fire Councilman's request for Fire Department 1962- 63 Budget. It was voted by Fire Council in a regular meeting to repay ^Village for advance of funds to purchase fire truck and place balance of payment from Town of Ithaca for fire protection in the Equipment Reserve Fond. VOTED to settle Fire Department account for purchase of fire truck, balance due ' Village $2,200. Sitting as a.Committee of the Whole the 1962 -63 Budget was discussed item by item and tentative amounts recorded. MINUTES of a Special '.Recessed Meeting of the Board of Trustees held February 279 1962 at the Village Office, 194 Pleasant Grove Roads at 5 :00 P.M. PRESENT: Mayor Marcham; Trustee Norton; Engineer Rogers; Treasurer Upchurch and Attorney Newman. Snyder "Village .Clerk MINUTES of a Special '.Recessed Meeting of the Board of Trustees held February 279 1962 at the Village Office, 194 Pleasant Grove Roads at 5 :00 P.M. PRESENT: Mayor Marcham; Trustee Norton; Engineer Rogers; Treasurer Upchurch and Attorney Newman. ' Since there was not a quorum, the Mayor and those present reviewed informally the suggested tentative budget made up at the meeting of February,23, 1962 and made recommendations for revising some of the figures, pending acceptance or amendments by full Board. ^ Engineer Rogers asked for $2;500 for a leaf pickup. The Mayor and member of the z -a 7�ay :l Board present agreed it would be desirable to purchase a leaf pickup. (To be financed 13ith garbage packer over 3 years) Treasurer Upchurch suggested we take a look at status of surplus and perhaps es- 1 tablish a reserve fund to use surplus up in May. After discussion decided to make appropriations to existing reserve funds of Sewer, Water and Street Improvements. Attorney Newman left since no more trustees came to complete a quorum. Sewer Fund expenses as budgeted add up to $489800 without Contingent Fund. Looks like it would be necessary to increase sewer rent 30 %. Water rates could be reduced about•25% on last year's rates, which were .27 per foot and 1.50 per thousand of Total Assessment. 25% reduction would result in a charge of .20 per foot and 1.15 per thousand. Snyder, V lags Clerk MINUTES of a Special Meeting of the Board of Trustees held March 9, 1962 at 5:00 P.M. in the Village Office to complete the 1962 -63 Budget and Grievance Day petitions. PRESENT: Mayor Marebam; Trustees McElwee, Dean, Wheeler & Norton; Engineer Rogers; Treasurer Upchurch; Attorney Newman. Sitting as a Budget Committee the 1962 -63 Budget was again discussed and the fol- lowing changes were made; ' Hourly rates for Village workmen were rounded off as set forth in attache tentative budget and it was VOTED to raise the Contingent Fund to $10,474. VOTED to provisionally accept 1962 -63 Budget and present to the Village residents on March l9th. The Board sitting as Board of Assessors then reviewed the remaining petitions for changes in assessments. After discussion of information on Cornell property known-as former !Savage Farm and the opinion of Attorney Newman it eras VOTED: a) Not to tax land in dispute on Hanshaw Road and North Triphammer Road. Real property tax to be based on 1000 feet frontage to•a depth of 300 feet on North Triphammer Road at $5,000 appraised value per acre. (6.9 acres) b) To set an appraised value of $2000 per acre on interior land (90 acres) (Exempt) To set an appraised value of $59000 per acre on Hanshaw Road frontage of 500 feet to ' a depth of 200 feet or 2.3 acres and on 434 feet on North Triphammer Road to a'depth of 200 feet or 2 acres. (Exempt). These changes are made on the condition that we receive from the University a firm and specific commitment on the use of all of the land plus discontinuance of actions. ,.� - 7-6 v
