14INUTES of the Annual Organization meeting held on Monday, April 29 1962 at the
Village Office, 194 Pleasant Grove Road..
A. Public Hearing on the 1962 -63 Budget was held at 7:30 P.M. No residents
other than Village officials appeared., Hearing was closed by Mayor Marcham at 8:00 ,
P.M.
B. Annual Organization Meeting came to order at 8:00 P.M.

1. VOTED to amend minutes of February 229 1962 to include names of Inspectors of
Election, Mrs. Hazel Hanselman, Mrs. Mildred Comar and Firs. Margaret Kahin; also to add
the name of James F. O'Connor to Nominating Committee in place of'Theodore Wright who
was unable to serve.
2. VOTED approval of Abstract of Audited Voucher dated.Apri7. 29 1962 as follows:
General Fund $2,670.69
Sewer Fund 429.99
Social Security 981.79
N.Y.S. With-
holding Tax 158.70
Mayor Marcham welcomed our new Trustee, David Weatherby, and introduced him to
those assembled.
The Mayor advised the Board he had written a letter to Cornell University regard-
ing the adjustments we made to the assessments on the old 'Savage Farm" area and has
not received an answer of any kind from them.
He also informed the Board about a letter of instruction from.the Division of
Traffic Engineering regarding the Traffic ordinance adopted by the Village in May 1961
which in accordance to law was submitted to them for approval. It is.now necessary to
revise this ordinance in accordance with these instructions.
3. VOTED to have Attorney Newman and Police Commissioner arrange the ordinance
in accordance with comments by the state and present to Board.as soon as possible..
Attorney Newman reported on and submitted amendments to Zoning Ordinance and
stated law says subdiv#''ionssmay be exempt for.two years if plan is already on file in
the County Clerk's Office. Copies of proposed amendments attached.
4. VOTED to insert word "average" in Section 7a. Size of Lots to read
"Minimum average width 150 feet" and "Minimum average depth.150 feet."
5. VOTED to provisionally approve amendments, as, corrected, and to schedule
a Public Hearing on these ordinance changes.
Engineer Rogers introduced Mr. John S. McNeill, Jr., Consulting Engineer of

Cortland, N. Y..who proposes to perform an infiltration survey for that portion of the
Village of Cayuga Heights that falls within the old Village boundary line as shown on
map of Village, for a fee of $500. Fees on an hourly basis for investigating laterals
would be as follows:
Field survey parties, $5.00 /man hour
Engineering services, $6.00 /man hour
Draftsman and technical employee, $5.00 /man hour.
Clerical and stenographic work, $2.50 /hour
Plus any other expenses such as cost of stakes, field
books, reproduction paper, etc. at cost plus 10%
Engineer Rogers was instructed to compare the two proposals we have and make his
recommendation at the next meeting.
Engineer Rogers reported on demonstration of Garwood packer and he expects to
have demonstrations of other makes before bids are requested.
Engineer presented figures on cost of erecting pole barn to house packer. A barn
40 x 60 or 2400 square feet would cost approximately $5,000., Would provide 4 stalls
15 feet wide. If overhead doors were installed, would cost $1,000 to $19200 more.
Suggested could be financed by one -third flown and pay remainder in two years. ,
Board instructed Engineer to prepare a set of specifications for erection of
building to house trucks and present them to Board at their next meeting.
The Engineer informed the Board that, according to his interpretation of the
terms of the new zoning ordinance, he had refused to issue two building permits.
' One request was to build on a single lot that did not have the minimum depth require-
ment of 150 feet. The other request was to divide an existing lot into more than -.-one
building lot which would not have the required minimum width.
He asked the advice of the Board regarding the issuance of permits. The Board
instructed the Engineer to issue permits to owners who had purchased property as a
single building lot prior to the effective date of the new ordinance and if all new
zoning requirements were met except minimum depth and width. A permit should not
be issued where a division of a lot into more than one building lot is concerned
unless all new zoning requirements are met.
6. VOTED to authorize Walter C. Heasley to arrange for installation of drive -up
telephone service in location numbered one on map submitted, on Hanshaw Road near
Pritchards Corners Station, Incl1with the request that no sign be attached to.the
pole other than lighted bell on top.
Engineer reported on T. G. 'Miller's letter, stating he could not finish sewer
plant plans until May 1, 1962. Ms. Rogers had called Mr. Heck in Albany and
secured extension of time to May lst for submission to state for approval.
8. VOTED to instruct Attorney to inquire into status of Sewer Plant property
which state has taken.

Mr.

problem existing at the Sewer Plant in
regard
to removing sledge which necessitates hiring a tank truck. We pay rental of
$10.00
per,day for this truck and it can
be purchased for around $1000, We need to
remove
sludge to enable work to progress
on changes at plant of approximately 100
loads at $10.00 per load.

VOTED to authorize the Engineer
to purchase tank truck at a price not to
exceed
$19000.
8. VOTED to instruct Attorney to inquire into status of Sewer Plant property
which state has taken.

Police Commissioner George read his report for the month of Marchand it was
ordered placed on file.
Police Commissioner requested permission to advertise for new police car.
9. VOTED to instruct the Clerk to advertise for bids for new police car.
10. VOTED to purchase necessary „signs ..for placing at Village entrances regard-
ing Hawkers and Peddlers licensing.
Fire Councilman Quinlan presented his report for month of Marchand it was
placed on file.
11. VOTED approval of overtime of 3 hours each for.Haskins, Hayes and Geiger for
cindering. .
Clerk Snyder presented new contract of Communications Engineering Service Company.
The Board instructed Police Commissioner to inquire into possibility.of alterna-
tive radio.service (Alcor):
12. VOTED to authorize the continuance of the eontract:with Communications Engi-
neering Service Company beginning on January 19,1962 for a period of.one.year..
13.-).VOTED to authorize Clerk to have License and Certificates of Exemption printed
in accordance with Hawkers, Peddlers and Solicitors Ordinance.'
Clerk gave report of canvass of annual election for the Village-held March 209 1962.

Mayor Merchant appointed Thomas E. Norton as Acting Mayor for one official year
from April 29 1962 to April 19 1963.
The Board of Trustees made the following appointments:
Vera W. Snyder as Clerk for two official years at an annual.sslary rate
of $49700 per year, payable monthly,'and as.Deputy Treasurer and Deputy
Zoning Officer for one official year*.
Frederic M..Upchurch as Treasurer, for two official.years at an annual salary
rate-of $39200 per year,.payable monthly.
John B. Rogers as Engineer, for one of£icial.year.at an annual salary .
rate of $3000 per year, payable monthly.
John B. Rogers'as Zoning Officer, for one official year,.
Lowell George as Police Commissioner for one official year at a salary

14. VOTED that the First National•Bank & Trust Company, and the Tompkins County
T rust Company, both of Ithaca, New York be designated as official depositories of
the Village Funds for the 1962 -63 fiscal year.
15. VOTED that the Clerk be authorized to' notify the official banks of the following
names to be honored on checks for the year 1962 -63: (Two signatures required)
1. F. G. Marcham, Mayor or Thomas E. Norton, Acting Mayor.
2. Mrs. Vera W. Snyder, Clerk.
3:'_F- M. Upchurchh, Treasurer•or Raymond McElwee, Acting Treasurer or

16. VOTED that the Treasurer be bonded in the amount of $25,000; that the Clerk -
Deputy Treasurer be bonded in the amount of $1, 000; that the Police Justice and
Acting Police Justice be bonded in the amount I of $19000 each.
17. VOTED that the Ithaca Journal be designated the official newspaper for 1962 -63 .

Clerk reported no residents other than Village Officials appeared for Public
Hearing on the Budget. It was therefore,
19. VOTED to'adopt the budget and appended salary and wage schedules for the
fiscal year June 19 1962 - May 31, 1963, copy of which is hereto attached.
20. VOTED to set time.of regular meetings for 1962 -63 on the third Monday of
the month unless otherwise determined at the previous regular meeting.
21. VOTED to set Monday, May 21, 1962-as date of.next regular meeting..,

NIINUTES of a Special Meeting of the Board of Trustees held at 5:00 P -M -9
April 16, 1962 at the Village Office.
A. Public Hearing '
Hearing was called to order at 5:00 P.M. by Mayor Marcham.
There were present 20 residents, 2.real estate brokers, 2 subdivision people and
Village officials as listed below.
The Mayor read the first Proposed Amendment to Ordinances:
"RESOLVED that Section 7a of Article!XI of the Village Ordinances which was
added by resolution adopted February 6, 1962, be amended to read as follows:
SECTION 7a. Size of Lots. Lot size in the residence.district shall be
as follows:
Minimum average width 150 feet
Minimum average depth 150 feet"
and requested remarks for and against this amendment.
After considerable discussion it appeared to be the consensus of.opinion.that..the
average width of 150 feet was too large and that probably 100 feet average width would
be more realistic than the existing 125 feet.
Mayor Narcham then read:
"SECTION 13 -a- Subdivision of Lots. No lot or plot of land shall be'sold,
divided or set off in such a manner that either the portion sold,:'divided
or set off or the portion remaining,
Shall have less than the minimum lot size prescribed by regulations
relating to the district.-in which it is situated, or
Shall fail to provide the minimum yard requirement.specified by the
regulations relating to the district in which it is, situated in respect
to any building or use then existing, or '
Shall have thereon a building which covers more than the maximum
percentage of the lot area specified by the building coverage regulations
relating to the district in which it is situated.
