Mention was made of letters from Deane W. Malott and Robert W. Storandt re-
porting damage from sidewalk snowplow. Mr. Cornelius spoke with both residents
on the matter.
10. VOTED - Resolution for Trustees,,acting as committee of the whole to make up
the 162 Budget.
11. VOTED - Resolution to held Annual Meeting of Village residents on March 13,1961.
12. VOTED - Resolution to present tentative budget to Village residents at the
Annual Meeting on March 13, 1961.
13. VOTED - Resolution to hold Village Election on March 21, 1961s VL Sec.':52.,
at 4 :00 P.M. - 8:00 P.M. (3 trstees to be elected).
14. VOTED - Resolution to adopt completed and verified 1961 Assessment Roll and
to £ile with the Clerk.
15. Reminder - date set for Grievance Day is February 21, 1961 at 6:00 to 10:00 P.M.

MINUTES of the Special Meeting of the Board of Trustees held Thurdday.. March
22 1961 at 5:00.P.M. in the Village Office, 194 Pleasant Grove Road, Ithaca, N.Y.

A. Sitting as the Board;-of Assessors. the Trustees continued Grievance Day hear-
ings. Marvin Bogema representing the First Congregational Church located at
309 Highland Road, presented additional information showing relation between the
cost ofsewer use and tke amount of water consumption for the "standard °.residential
property and for the commercial and "non- standard" properties (i.e. school, church,
fraternity houses, country club). The facts showed a considerable greater sewer
use cost per unit of water used forthe church and school than for-other Village
residents. After much discussion the Board came to the conclusion that there were
benefits of the,sewage treatment to properties-in the Village that bore no re-
lation to sewage flow. Therefore water concumption, while it did have a bearing,
was not the criteria for allocating cost. It.was
VOTED to reduce the sewer unit assessment 6n the First Congregational prop-
erty at 309 Highland Road from 5 to 4 units.
Professor L. G. Parratt of 513 Wyckoff Road appealed his assessment, explaini-bg
the cost of fire damage reconstruction, and additional construction done to his
house in the past year. Board
VOTED to fix real property assessments on,Professor rarratt's property at
Land $2,200 Buildings $13300 Total $15400.
VOTED to acdept Veterans Application for Reduction in real property assessment
as follows:
1. Harold Wallace, in the amount of $5,000.
2. Joseph McDermott in the amount of $ 450.

VOTED to adjourn Grievance Day and reconvene as the Boardof Trustees.
B. Board of Trustees heard Attorney C. H. Newman's letter of March 1, 1961 con-
cerning the"-Liberman's request to the State of New York for an underwater land
grant. Engineer Crandall thought our rights were well protected but agreed that
a letter should be sent to the State pointing out the Village's previously granted
underwater land grant.

VOTED to instruct the Clerk to write such a letter as suggested by Attorney
Newman in his letter of March 1, 1961.
VOTED - Resolved thatthe amount of $133,811, be levied upon the taxable real
property of the Village for the year 1961 -62 as real property taxes.
VOTED - Resolved-ato authorize and direct the Clerk to extend and carry out
upon the Assessment Roll the amount to be levied against each parcel of real
property shown thereon, according to the total levy of $133011. previously
authorized.
VOTED approval of the sewer roll in the aggregate amounts of
$1,296,250 for land assessment

1042.3 units for sewer use rental; and further,
approval of the individual property apportionments totalling the above mentioned
aggregate amounts, and ordered the so completed sewer roll to be filed with
the Village Clerk.
To provide for individual charges on the basis of the approved apportionment, it
was
VOTED - Resolved that the amount of $64,586.07 to be levied for 1961 -62
sewer charges based on the following;
.Special Assessment Fund $193215
comprised of Land Assessment $3,228
Average width of lot 15,987
and Sewer Use Rental 43,082 plus
Charges omitted in 1960 -61 21153.30 and that the Clerk
extend upon the sewer charge roll, the individual charges as computed from the
individual property apportionments'.
VOTED - Resolved that the amount of $8,213 be levied upon the real property
benefited in the Village for 1961 -62 for Water Improvements Charges, comprised
of $2,42-1 based on-Total Assessemtn,.land and buildings, and $5.802 based on
average width of lot assessment, and that the Clerk extend upon the water
improvement charge ro13 the individual charges as computed from the individual
property apporticnmentg. _
