assured that it would be acceptable to the Sheriff)
VOTED to defer decision on church property zoning until whole Board can be
present.
After discussion of Mr. Towlsonts letter dated September 269 1961 and
additional Route 13 plans, it was
VOTED to request the Mayor and Engineer to present to the District Engineer
of the New York State Department of Public Works the request for.some further
adjustments to the plans as submitted, particularly in respect to the sewer under-
pass.
VOTED to instruct the Mayor to write Mr. Towlson saying that the Board is
unable ;to come to a decision in regard to the resolutions presented to it until
they have opportunitylto consult with Mr. Towlson or his representative.

MINUTES of the Regular Meeting of the Board of Trustees held October 17, 1961 at
7:30 p -m. in the Village Office, 194 Pleasant Grove Road, Ithaca, New York.
PRESENT: Mayor Marcham; Trustees Dean, French, Norton and Wheeler; Treasurer
Upchurch; Engineer Rogers; Police Commissioner George; Fire Councilman Quinlan;
Attorney Newman.
A. Mr. Joseph McConnell of the McKinney Agency appeared to discuss the Compre-
hensive Liability Insurance and other insurance carried by the Village.. On request
of the Mayor, he explained the method in the city and many other municipalities of
having all insurance with one agency and distributing the commissions among all
licensed full time insurance salesmen that reside in the�iunicipality. The Board
has had a request that this procedure be followed in the Village.
I ✓m. McConnell requested additional back premiums on coverage that was given but
not billed. Mayor suggested that a bill be submitted and it would be reviewed
along with the contracts by Attorney Newman.
1. VOTED approval of minutes of September 19 and•October 4, 1961 as previously
furnished Trustees in mimeographed form.
2. VOTED approval of Abstract of Audited Vouchers as presented in the following
amounts: General Fund $49015.76; Sewer Fund $2,907.17; Social Security Fund
$937.60; New York State Withholding Tax Fund $147.90; Special Assessment Fund -
Water Improvements $13.80.
3. Fire Councilman Quinlan read his report and filed it with the Clerk.:. He also
reported on the advantages and cost of a new radio system for police, fire and
Village trucks.
4. Police Commissioner reported that for September there were:

The three bids for a new police car were reported. ;'
1. Jack Townsend Chevrolet, Inc. for a 1962 car equipped with he duty
equipment for $29042.70, less allowance for trade -in $500, ne $19542.70.
2. Cauuga Motors SAles Corporation for a 1962 car to meet specifications
$2,774.00, less $19000 for trade -in, net $1,774.
3. Dates Chevrolet Company for a 1962 car to meet specifications $2,607.999
less $19200 for trade -in, net $1,407.99.
$ecause of convenience of service and added value in the heavy duty equipment
provided in the car offered, it was
VOTED to accept the Jack Townsend Chevrolet, Inc. bid of $2,042.70.
VOTED to authorize Mayor and Police Commissioner to offer for sale for $600 the
Village 1959 Chevrolet Police Car.
VOTED to increase the power of the street light at the corner of Ridgewood and
Wyckoff Road to 200 watt.
5. VOTED to request the Mayor to present to the District Engineer of the State
Department of Public Works that the proposed plan for conveying the main sewer
line under Route 13 By -pass be modified in accordance with the plans now provided
by.the Village Engineer.
VOTED to.pay Francis J. Quinlan as Building Safety Inspector at the rate of $300
per year payable monthly*, effective October 19 1961, with the provision that he
report to the Mayor as to the time spent on the job by the end of the year..
Mayor announced and the Board approved the following appointments:

Reappointment of F. H. Woodcock as member of:.the Zoning Board of Appeals
Mayor requested suggestions for a resident to fill the unexpired term of W. S.
Randal on the Zoning Board of Appeals.
VOTED to instruct Mayor to present to the District Engineer of the New York
State Department of Public Works, the Board's unanimous and most vigorous
request that in the construction of Route 13 by -pass that the Cayuga Heights
Road interchange be eliminated and to remind the District Engineer that this
request has been unanimously and continually expressed by th Board since the
inception of the Route 13 By -pass Plan.
VOTED to postpone until full Board is present, decision on request of Trinity'
Lutheran Church to.rezone Sharp property on Pleasant:Grove Road.
VOTED to postpone until full Board is present discussion on decision of the
annexation of the M. P. Catherwood land north of the Village and south 'of the
new Route 13 By -pass.
Mayor read letter from Carl Nelson saying he would be happy to look over Village
Insurance coverage.

MIT411TES of a Special Meeting of the Board of Trustees held November 3, 1961 at
5 :30 P.M. in the Village office, 194 Pleasant Grove Road, Ithaca, New York.
PRESENT: Mayor Marcham; Trustees Baker, Dean, French, McElwee, Norton and
Wheeler; Engineer Rogers; Police Commissioner George.
Mayor raised the question of the rezoning of the Sharp property'on*Pleasant Grove
Road north of the cemetery. After much discussion of the.far reaching effects of
rezoning this property and reports from Trustees on the feelings of residents in the
neighborhood, it was
VOTED to instruct the Mayor to n9Dtify the Trinity Lutheran Church that after
thoroughly looking into the matter, it did not seem in the best interest of the
Village to change the present zoning of the property at 186 Pleasant Grove Road.
Mayor reported that Mr. Towlson of the State Department of Public Works turned down ,
flatly the Village's continued request that the intersection of Route 13 By -pass
and Cayuga Heights Road not be built.
VOTED to request a committee of Trustees (Dean, Baker and Wheeler).to investigate
the feelings of the community in the area affected and to report at the next meeting,

and to. request Village Attorney to report on what legal s ep "may be takbn to
prevent the intersection from being built.
VOTED to authorize Police Commissioner to arrange for instal ation �f street
lights on Pleasant Grove Road.. The installation cost and the annual-maintenance
cost not to exceed $200 for this ,year'.

VOTED to put discussion of Zoning Ordinance on'Agenda for next meeting.
Trustee Norton reported the urgent request by resident Dr. William Geer that a
street light be placed near his property on Comstock Road. Damage has been done
to his property.
VOTED to request the Police Commissioner to investigate and report at the next
meeting.

November 21, 1961 at 7:30 P.M. in the Village Office, 194 Pleasant Grove Road.
PRESENT: Mayor F. G. Marcham;.Trustees Dean, French, Norton and Wheeler; Engineer
Rogers; Trbasurer Upchurch; Police Commissioner George; Fire Councilman Quinlan and
Attorney Newman.
1) VOTED approval of minutes of meetings of October 17 and November 3, 1961=
previously submitted to Trustees in mimeographed form after correction to October
/�17. 1961 minutes,.Item 9, third paragraph as follows:
//-""VOTED: To inform Mr. Liguori and Supervisor Boynton that the Board of Trustees
consent that the sewage disposal from the property of Charles Fulkerson on the east
side of Remington Road be made by the City of Ithaca.through the Renwick Heights
Sewer District, and that on account of practical difficulties said Fulkerson .
property be excepted from the requirement that all properties in the Village be
connected with the Village sewer system."
"ALSO VOTED: That if such a connection is made with the Renwick Heights Sewer
System, the Village will take appropriate action to enforce payments in event that
the property owner defaults in the payments required o$ him for the construction of
the improvement or for his annual sewage disposal charges; and the Mayor is
authorized to execute a contract with the Town of Ithaca and /or City of Ithaca
which will guarantee the making of all payments*
2) a. VOTED approval of Abstract of Audited Vouchers as presented by Clerk in the
following amounts: -General Find $9,801.929 Sewer Fund $4,409.94.
-b. VOTED approval of transfer of funds to pay for siren from General Fined

3) a. Report of Mayor - Committee on ordinances, Dr. Baker and Mr.'McElwee absent.
However, it was decided to study proposed amendments to Village of Cayuga Heights
Zoning Ordinances as drawn up by Attorney Newman after he reviewed recommendations
of the ordinance Committee;
