VOTED resolved to instruct the Treasurer to draw a check on the General Fund to the Sewer Fund to cover delinquent sewer charges for 1959 -60 plus sewer rent penalties. 13. Rogd+s illage Clerk MINUTES of a Special Meeting of the Board.of Trustees held May 17, 1960 at 7 P.M. in the Village Office, 194 Pleasant Grove Road. PRESENT: ,Mayor Trustees Engineer Marcham, F. G. Baler, Robert W. Dean, Robert T. Grant, Robert S. O'Connor, James.F. McElwee, Raymond F. Crandall, Carl 7:00 P.M. A.- Public Hearing on proposed changes in the multiple housing district was held. Residents - Mes. Dorothy McIlroy Mr. Elmer Robinson Mr. Frank Freeman Mrs. Sheldon Smith Mr. Stamp and Mr. Peterson represented the University. Mayor read proposed changes as duly advertised according to'Village Law. Mrs. McIlroy expressed conrern over possible future sale of land by the University. It was felt this was extremely unlikely. She also requested a larger buffer zone. Mr. Robinson sought information as to why rezoning now and as to the vagueness of the ordinance. Mr. Frank Freeman was opposed to the change." Mrs. S. Smith spoke IIin favor of the ordinance. Mr. Stamp said land would not be used for service II garages, heating plant.-or other like uses. Public Hearing was adjourned at 8:15 P.M. B. Holt of Sunset Drive appeared before the Board V concerning the request to the.Board of Trustees from the Renwick Heights Sewer District that they:connect to the sewer line in Renwick Heights when made available. Mr. F. Ligouri of the County Board of Health spoke in favor of the request stating the basis should be "the availability of sewers° not on adequacy of a septic tank drainage field and that municipal boundaries should not effect dee- isions. He thoughtit was up to the Trustees to require the property owners to connect. The residents felt they were being forced to support the Renwick Heights sewer costs, which were going to be considerably higher than'Cayuga Heights charges and were costs of a municipality outside of the one in which they resided. The Board of Trustees questioned the justification and the legality of requiring such connections. .No action was taken. Village Tree Warden Pimentel reported that he was not recommending the spraying of Village trees for Dutch elm disease because of its very doubtful effectiveness, when all. trees are not treated, and was suggesting substitution of elm with other trees now so that when elms died other trees would have a start. After consideration of the objections raised and the factors in favor.includ- ing the conviction of the Trustees that the University would never sell the land and would live up to the understanding as to the use of the land aad- we3#ve -up-t- stertdIng -as to the wse of *h it was moved by Trustee Grant, . and seconded by Trustee O'Connor and unanimously . VOTED to adopt the zoning ordinance as proposed as follows: "Amendment of Seotion;..of c;the Zoning Ordinance - The Multiple Housing - District as described -in the-third paragraph of Section 1 of the Zoning Ordinance-is enlarged by adding.thereto the area bounded-and-des- cribed as follows: - Cotameneing at a point.in the north boundary of .the Multiple-'Housing-District as describing in the said - ordinance, east of Triphammer Road, where the said-line is interseoted --.by a line 140 feet southeasterly.from and parallel with the - southeast boundary of the - premises now owned by..Dorothy Mcllroy at No. h19 Triphammer Road, thence northeasterly on a line-parallel with and 140 feet south- easterly f rom the southeast boundary of said McIlroy property and. continuing on a line,parallel with and 140 feet southeasterly from the southeast boundary,of the, property now owned by E. Laurence Palmer and wife to a point 140 feet south from the south boundary of the property now owned and occupied by Sheldon M. Smith and wife; thence easterly on -a line parallel with and 140 feet south of the.south 206 boundary of said Smith property to the westerly line of Pleasant Prove Road; thence southeasterly along the westerly line of Pleasant Grove Road to its intersection with the east boundary of the Village; thence south along the east boundary.of the village to the southeast corner of the village; thence west along the boundary line between the Village of Cayuga Heights and the City of Ithaca to the southeast cor- ner of the existing Multiple Housing District; thence northerly along the east boundary of said existing district to the northeast corner thereof; thence wester- ly along the north boundary of the existing district to the place of beginning.0 VOTED to amend map and to get sufficient copies printed. VOTED to have zoning ordinance reprinted. VOTED to hold next regular meeting June 7, 1960 instead of June 14. Clerk informed Trustees that in making up new assessment work book it is con- templated that they will be based on street name and address rather than the pres- ent alphabetical arrangement. It was pointed out that an alphabetical list of residents will be maintained. The Board approved. VOTED to defer until June 7 meeting the question of Avery Gentle's request for a septic tank. 1.
