Minutes 6/15/19601 I Minutes of the Regular Meeting of the Board of Trustees held June 7,;1960, 7:30 P.M. at the Village Office, 194 Pleasant Grove Road, Ithaca, New York. PRESENT: Mayor Trustees Engineer Marcham, F. G. Norton, Thomas E. O'Connor, James F. Crandall, Carl 1. Avery Gentle appeared to discuss the possibilities of sewer line connect- ions to hid property at Iroquois and Triphammer Roads. He requested the Village to extend the sewer line in Iroquois Road to in front of his lot.. Engineer... Crandall was asked to examine the lot with a view to establishing the•facts, re- porting the possibilty of running sewer laterals on it. 2. VOTED to add to the minutes of May 173 1960 ths..following: 11VOTEIY7R6solved that the amount of $10,183.93 be levied for 1960 water, improvement charges based ori'the following: $ 2,968.68 on land assessnent and 7,215.25 on average width of lot assessment-as verified by the Board of Trustees acting as the Water Charge Committee; that the'Clerk extend upon the Water Improvement Charge Roll the individual charges as• computed from the individual property apportionments totaling the amounts noted above and to turn the thus completed Roll over to the Treasurer." VOTED Resolved that,the Treasurer collect the individual charges, as pro- vided on the Water Improvement Roll." VOTED approval of minutes of May 3, May 10, May 17 as amended and May 27, 1960. 3. VOTED approval of Treasurer's resume submitted by Treasurer.in typewritten form which showed a surplus bank balance as of 5/31/60 of $10,980.43 in,the General Fund. 4. Engineer reported an increase in the building permits issued, Road sur- facing work was discussed. It was suggested that major arteries be resurfaced under a bond issue or an increase in taxes. VOTED to place on the Agenda of the.next Village Board meeting.the possibil- ity of a road bond issue. The Mayor was requested to consult with.Attorney New- man on legal aspect of bond issue and the possibility of a weight limit ordinance 'for Village roads. Engineer Crandall is'to develop a proposed program and costs based upon bids to be received on June 24, 196O.-for materials. .. The matter of a covered trash truck offered by Mr. Charles Collins with free use of dump was brought to the attention of the Board afid Engineer. Fore- man Haskins is to inspect trucks. VOTED to authorize the Mayor to execute the agreement with the Greater Ithaca Regional Planning Board dated September 1, 1959. Letters of June -2, 1960 from Mrs. Silcox and May 31 of Perry-W. Gilbert requesting refunds of.sewer unit charges were read. VOTED to refund a 2 sewer unit charge, $20, to Mrs. Silcox, 312 Cayuga . Heights Road, and to Perry W. Gilbert, 316 The Parkway, contingent on the pay- ment of their sewer unit charge for 1960-61 of $60. . 2 VOTED to postpone consideration of question raised by County Board of Health regarding sewer permits to Messrs: Holt, Sutton and others until the next meeting. VOTED Resolved.to audit'Village books for period 6 11159 to 5/31/60. Work to be done by Mr. Paul Bradford. VOTED approval of purchase of 3'000 window envelopes of $147.60. '- VOTED approval of payment.of bills as.per audited vouchers dated June,7,.1960. presented by the Clerk. VOTED to adjourn 9:45.' Roger illage Clerk MINUTES of a Special Meeting held June 152 19602 5:00 .P.M. at the Village Office, 194 Pleasant Grove Road. PRESENT: Mayor Marcham, F. G. Trustees Grant, Robert S.. McElwee, Raymond F. Norton, Thomas E. O'Connor, James F., Attorney Newman) Charles H. Police Commissioner George, Lowell T. Mayor appointed himself to serve as Clerk for the meeting. VOTED to award police car bid to Dates Chevrolet of Groton, New York for $795.' VOTED to ratify the actions of the Board of June-7. 1960, duly read by the Mayor. The question of the use of a postage meter was brought up. It was.decided . to ask the Clerk to look into the matter. The Mayor mentioned the possibility of further contact with Renwick Heights Sewer Distri6t - - hence no discussion at this tame of. the Holt and Sutton Septic 'Sank matter. VOTED to instruct the Mayor, after consultation .with the,Engineer, to.'send a letter to each property owner in the Village• setting forth three alternative courses of action on the road problem. 1- To do no more than at present i.e. patching, reconstruction and surface treatment of problem areas as they arise, within the present budget of about 820-30-,000 a year. 2- Add to this one major, semi- permanent reconstruction 'Job a year for the next 4 or 5 years. 3- A bond issue of abou$150,000 to cover the cost of jobs coitemplated in Number 2 but the prggram to be carried through in one year'- 10 year Bonds suggested. ` Ll � 4 M To accompany the Mayor Is letters there would be a return postcard on which the property owner could show his preference. This would be an advisory vote. If the bond issue were recommended a permissive referendum would still be. necessary. VOTED to call a Special.Meeting to set weight limits and to. indicate roads. + -in the Village on which they .would.apply'.and to have a. VOTED to authorize Treasurer.Upchurch, at his discretion, to.invest surplus funds in government securities or.certificate" of Deposits. 3) VOTED. to impose weight limit of 4 tons on vehicles using Triphammer Road from City Line to Ransahw Road. 4) VOTED.to instruct Police Commissioner to have necessary signs installed indicating the weight limit on Triphammer Road and to instruct Village police to enforce the order, _ 5) VOTED to send letter to the Villagers and incorporate in the letter the views of the Board " -- that the bond issue is the wisest course of .action so long as it is coupled with the proposal to continue or to include in future planning an allocation of $20,000 a year for road work, that would involve improvement of roads not covered in the bond proposal. 6) VOTED,to limit replies to a period of seven days in the letter and to have a special meeting on the afternoon of. July 19th to crosider replies. 7) VOTED to authorize Police Commissioner, .durin.7 atrial period Ewen September 1 t December, l,. to declare Kline Road, within the Village..a one way street east and install such signs as are necessary. 8) VOTED to confirm the permanent appoointment made by thel-iayor.of Jack McGraw, Police Officer, since he satisfactorily passed the required examination. Curry Weatherby from 113, to 'il� Midway Road," Jr M 10) VOTED to approve bid of Orlo Nichol on bank run gravel at 90¢. a ton and the bid of H. D. Besemer on lA and larger sizes at 02.65 and 2.55 a ton respectively., delivered and dumped. 11) Board voted to give its congratulations to Trustee Norton and Mrs. Norton on the birth of a daughter.
