VOTED to send out bills for sewer charges at the same time as for real property
taxes but to make the deadline for payment one month later than for real props tty

A. Mrs. Helen Be Vandervort and three other representatives of the
Cornell Library appeared before the Board to request financial support forthe
library's operating expenses. An open letter, dated February 9, 1960 to the
Town of•..Ithaca Board and the Village Board, was read and its points discussed.
Be A delegation of four residents representing land owners in the 800
block of Hanshaw Road and the 300 block of Comstock Road appeared to complain
of the placing of television cable poles by the Ceracche Television Corporation,
Mr. A. Ceracche was present representing his company. The delegation and Mr.
Ceracche were asked to present their sides of the story. It was clear that
Ceracche's method of questioning in securing requests for cable service was poor
and the subject of poles had been avoided. The requirement of written requests
by-residents desiring cable service was suggested. The Board expressed their
desire to go along with what the residents wanted in a given area, and to issue
permits for television cable service and poles only where a large majority'df
residents requested this service.
After the delegation left, the Board decided that the main complaint lay in the
location of the poles and the poor public relations used by the company.
VOTED 'to request Ceracche Television Corporation to indicate by placing
redatakes, the location of all poles to be erected in extending cable service
in a given area before coliciting requests for service from the resident of that
area

The Police Commissioner. also read a report (dated February 9th) of the
Committeedelegated to logk into the matter of a safe walkway to the new high
school. During the discussion, the possibility of a change in the present
commercial bus route which might be beneficial to both the bus company and to
relieving the pedestrian hazard was mentioned.
VOTED to accept the committee's report as read by Commissioner Gecrge;
and to send copies of it to city officials, the bus company, and the Cayuga
Heights Advisory Board.
3. VOTED approval of bills for payment as read by the Treasurer. See
Schedules 9 -A & 9-0.

4. Mayor Marcham reported the appointment of the Nominatind Committee

Because of the necessity of holding the Annual Residents Meeting only,
one day prior to-the election, authorization was given to publicize this
election and the fact that residents should notify the Nominating Committee
of suggested condidates.
5. Attorney Newman announced that all arrangements, including advertising,
had been taken care.of and that the sale of $150,000 Cayuga Heights Water
Improvement Bonds would take place February 182 1960 at 2 p.m. in the Village
Office. ,
The "Savage Farm" (Cornell University) assessment case was reported-as
being reactivated. May4tMarcham and Trustee O'Connor are to meet with Univer-
sity officials to discuss the old countiy club (Cornell University) assessment.
6. Fire Commissioner Hanselman reported attendance at three fires outside
the Village. The final test on the new fire truck is to be made in Elmira,
February 10, 1960 and the truck is to be delviered Thursday, February 11th.
Payment is due thirty days after delivery.
Because of early delivery payment will become due.sooner than expected
there''fore the following resolution was moved by Trustee Norton., seconded
by Trustee McElwee and unanimously,approved;

RESOLUTION DATED FEBRUARY 99 1960, AUTHORIZING THE ISSUANCE OF
A CAPITAL NOTE OF THE VILLAGE OF CAYUGA HEIGHTS IN THE AMOUNT
OF $8,500.00 TO PAY A PORTION OF THE COST OF A FIRE- FIGHTING
VEHICILE AND APPARATUS THEREFOR
BE IT RESOLVED, this 9th day of February, 1960, by the Board of'Trustees
of Village of Cayuga Heights in the County of Tompkins and State of New York,
as follows:
Section 1, The purpose for which the obligation herein authorized is to
be issued consists of the purchase of a pump with a capacity of 750 gallons per
minute and a hose car with a 500 - gallon booster wank and cab, for the sum of
$15,69o.o0.
Section 2. The plan for financing such purpose is the Payment of $7,190.00
from current funds and the issuance of a capital note in the principal amount of
$8,500.00, which capital note is hereby authorized for such purpose.
Section 3. The period of probable usefulness of the said'purpose as set
forth in subdivision 27 of Section 11.00 of the Local Finance Law is hereby
determined to be 10 years.
Section 4. The said note shall be sold by the Treasurer for not less than
par and accrued interest at private sale, and it shall be payable as follows:
the sum of $4,250.00 on the first day of July, 1960 and the sum of $64,250.00
on the first day of July, 1961, with interest on the outstanding balance at
a rate not exceeding three percentum 0%) per annum with each installment of
' principal. Both principal and interest shall be paid in lawful money of the
United States of America at the First Natinal Bank and Trust Company of Ithaca
in Ithaca, New York, and will bears such date and be in such form and of such
terms and contents consistent herewith and with the Local Finance Law as the
Treasurer shall determine.
Section 5. The faith and credit of the Village of Cayuga Heights are
hereby irrevocably pledged for the payment of the principal of and the inter-
est on such not and amounts sufficient to pay the same shall be included in
the budgets of said Village for the fiscal years 1960 -61 and 1961 -62; and the
said capital note shall not be renewed.
Section 6. This resolution shall take effect immediately.
7. Engineer Crandall reported that he is currently working on deeds to get
proper land owners for a new assessment map.
8. VOTED to.accept the report of the.Treasurer for the month of January
previously furnished the Trustees in mimeographed form, including the following
bank balances as of January 31, 1960 -

9. Clerk read letter of February 5, 1960 from the McKinney Agency stating
that the Village.liability insurance carrier reduced by $1!;6.40 the annual
liability insurance premium retroactive to April 6, 1959.
VOTED to notify by postcard all: Village residentsof their tentative sewer
charges for the coming year, and the date of the public hearing to consider
complaints.
10. VOTED resolved Trustees acting as Committee of the Whole considered
expenditures for 1960 -61 and made up the tentative 1960 -61 budget.

VOTED to recess as the Budget Committee and to reconvene as the Board of
Trustees.
VOTED to transfer $4,000 from the Sewer Fund to the General Fund for
administrative cost.
VOTED Resolved to pay the Mayor of Cayuga Heights an annual salary
of $17000, payable monthly, to become effective April 1, 1960.
VOTED to recess. at 11 p.m. and to reconvene at 7 p.m. February 10, 1960.

Minutes of the recessed February 9, 1960 meeting of the Board of Trustees
held February 10, 1960 at 7:00 P.M. in the Village Office.

Engineer Carl Crandall reported that he had discussed the Board action
concerning the placing of poles with Mr. Caracche of the Ceracche Television
Corporation and has suggested ways of improving his.public relations with
Village residents.
A donation to the Cornell Library was further discussed and it was
VOTED RESOLVED - Having considered the application of the Cornell
Library Association the Trustees of the Village of Cayuga Heights urge the Town
Board of Ithaca to increase its contribution to the income of the Cornell Public
Library. In doing this._the Trustees of the Village of Cayuga Heights have in
mind the fact that the taxpayers of thie Village contribute hO% of the revenue
of the Town and as such stand ready to see the tax burden of the Town increased
for this purpose.
VOTED to transfer from the Special Assessment Fund - Sewer Lines $11,000 to
the:. Sewer Fund to correct the original apportionment of the proceeds of the
bond sale.
VOTED to transfer from Capital Fund Sewer to Sewer Fund the balance therein
of $17,301-.31.
VOTED to recess as the Board of Trustees and reconvene.as the Budget
Committee to'consider the proposed.budget for 1960 -61. See attached Tentative
Budget Work Sheets.
VOTED to adjourn as the Budget Committee and reconvene as the Board of
Trustees.
11. VOTED'to hold Annual Meeting of Village residents on March 14, 1960 in
the Cayuga 11eights School auditorium.. Clerk to make necessay arrangements.
12. VOTED to present Tentative Budget to Village residents at the Annual
