VOTED to base the salaries for the Clerk's Office.on an annual hourly
total of 1560 hours. (l.e. 30 hours per week for 52.weeks) including
paid vacation and paid holidays. • ..
VOTED to pay the expenses of the Deputy Village Clerk to attend the
Conference of Mayors and other Municipal Officials in Albany.,-estimated
to be 680.

MINUTES of the Regular Meeting of the Board of Trustees held October 11, 1960
at 7:30 P.M. in the Village Office, 194 Pleasant Grove Road, Ithaca, New York:

Mr. Gerald R. Molinari of the Truck Equipment .CcIrporation appeared to describe
the'Truxmore Refuse Collection Packer Bodies and to report on the dayts demonstration
of collecting the village refuse.
1) VOTED approval of minutes of September 13, 1960,as presented to the Board in,
mimeographed form.

2) VOTED to approve bills for payment as read from Abstract of Audited Vouchers
dated October 11, 1960 in the amounts oft

3) Mayor Marcham read a letter from Attorney Armand Adams dated October 3,.
1960 concerning the offer of Mr. & Mrs. Stanley Warren to d&dicate their rear
property to the Village as a Village playground. The matter was discussed in
light of the possiblity of the Village's acquiring the interior portion of the
Savage Farm from the University as a park and also the reaction of Warren's
neighbors.
VOTED to request the Mayor to reply to Mr. Adams' letter thanking Mr. & Mrs.
Warren for their offer and informing them that the Trustees are looking into
the reactions of the neighbors whose properties adjoin the proposed play ground
and that time would be needed to look into the pending plan to acquire the Savage
Farm area.
It was the general feeling of the board that if the Savage Farm property,
could be acquired., it would eliminate the need for a playground on the Warren
property.
The Mayor read a letter from Mrs. Theodore Lisberger of Highland Road dated
October 7, 1960 requesting a•red blinker light at the intersection•of•Upland.,
Hanshaw• and Highland Roads for the protection of school children.
VOTED to instruct the Police Commdssioner to look into the situation and
to authorize the Mayor and the Police Commissioner to extend the hours of the
School Crossing Guard at that corner if they deem it wise and necessary. Mayor
Mareham is to explain to Mrs. Lisberger th at t he Village does not have juris-
diction over Hanshaw Road as it is a State Highway and that it is felt by the
Trustees that a crossing guard is safer than a blinker light.
4) Attorney Newman reported that the following holidays are those listed in
the General Construction law and that these are the days on which county govern-
ment offices are closed:

Attorney Newman reported the submission of a "brief" to the New York.
Supreme Court on the Savage Farm Sewer Assessment case. .
5) The Fire Company's letter requesting a`Fire Council was reviewed grid
Attorney Newman expressed.doubt that the proposed make up of the council
was legal. He was instructed to look further into the matter and.,to mail the
Trustees a digest.
VOTED.to,table the decision on the Fire Council until next meeting at which
time, without fail, the matter.would be. decided.. . -
Fire and 'Light Commissioner-Norton reported and it was
VOTED to approve the Fire Protection contract charge to the Town of :Ithaca
for 19 11 of $2,708.85.
6). Police Commissioner George submitted his report for the month of September
1960 which included:

School Guard, Mrs. Covey resigned on September 23, 1960. Police Commissioner
in the process of rewriting the traffic ordinances suggested a four -way stop
at the intersection at Klinewoods Road and The Parkway. The Board agreed.
At the request of the Commissioner it was
VOTED to,authorize the purchase of two revolving red beacon lights for the
tops of the Police cars and that the present red lights be turned over to the
Engineer £or,the Village trucks.
VOTED to a cdept the report of the Police Commissioner.
VOTED to request the Police Commissioner to look into the possibility of
borrowing from.the City, a radar timing device for catching speeders.
7) sneer Crandall reported on the application for a,permit of Ceracche
Television Corporation for a.pole,line up North Triphammer Road. Mr. Peiffer
and Mr. Neigh had been satisfied as to the location of poles.
At the request of Trustee Baker, the Engineer measured the sip, setback
and height of the three houses built by J. D. McLean on .Cayuga Heights Road .
near North Sunset Drive. Engineer reported that the houses met all the re-
quirements of the Boning ordinances. Trustee Baker reported that all.the'
neighbors in the area and,many other residents view with alarm this possible
trend in the development of the buildable areas in .the Village. The specu
lative nature of a contractor who would make a "nice;- profit.and; move out" was
condemned. Questions were raised as to what could be done,to prevent the re-
occurence of this type of,building. .
VOTED to request the Mayor to appoint a Committee to review the Zoning;
ordinances and to bring recommendations to the Board. ]Engineer Crandall reported
on the progress on road construction.

8) VOTED resolved to establish a bank account at the First National Bank &
Trust Company to be known as Village of Cayuga Heights Capital Fund -Roads
Improvement. Authorized signatures to be the same as for General Fund,
VOTED to transfer $7,500 from the General Fund to Capital Fund- Roads-
Improvement account in accordance with oa'B r3 Resolution `appr�oved September
19, 19�Y—meeting.

VOTED for the Village tb join the New York State Association of Village
Clerks for one year.
Clerk-reported on the Audit of the Vii:Lage'records•.and accounts by the State
Auditors. The auditors' contention that assessment of land for Special Assess-
ment for sewer lines was challenged by the Board and Attorney Newman is to be
requested-to look into the law on the matter.'
