Crandall, Carl Upchurch, Frederic M. Newman, Charles H. . A. 7:30 P.M. - A PUBLIC HEARING bn the 1960 proposed budget for the Village of Cayuga Heights was held. No residents other than Village officers appeared. B.I. VOTED approval of minutes of Special Meeting, March 8, 1960; Annual Meeting, March , 1960; Annual Resident's Meeting, March 14,.1960 as previously furnished Trustees in mimeographed form. 2. VOTED approval of bills for payment as read by Treasurer and as per schedules 11 -A, 11-03 11 -F3 & 11 -WI.' Mayor Marcham reported that he had'met with Mayor Smith of Ithacan Supervisor Boynton of the Town of Ithaca and Planner Wallich on the question of a road to connect Triphammer and Warren Roads across the Cornell University - owned ' "old Country Club property" in the Village. It was the:'fegling of the Board.that they are interested in a connecting road, but are not concerned as to its exact location and that the Trustees did not know enough of the,surroundi.ng facts.' The problem of a safe walkway to the new high school was was discussed at length. City officials are inclined to only post signs of 15 EPH on Kline Road.. VOTED not to change at this tLme the request of the Board to the City of Ithaca that Kline Road be posted every one hundred feet with 15 MPH School Slow signs, but to alert the Board'of Education'and the'Cayuga Heights School Advisory Board of our thinking that the matter requires more study and the Board is open to further negotiations and suggestions. j VOTED to contact Crispell Brothers,'Swartout and Ferris, and other in- terested parties to explore the possibility of establishing bus service on a self sustaining basis for Village residents and particularly students moving to the new high school. At the request of City and Town it was 195" VOTED to have a representative of. the Fire Company and a representative of.the Fire Department represent the Village.at meetings between the City and Town on fire protection. VOTED to request the Mayor to write A letter of thanks and congratul- ations to the moire Company. Counselor Stamp's letter of April 4, 1960 was read by the Mayor and it stated the conditions of agreement on taxes on Fold Country Club property ". 4. Treasurer Upchurch read highlights of his report including the following bank balances - General Fund Sewer Fund °'.47,720.04 Special Assessment Fund -Sewer Lines 13,410.22 Capital Fund -Water Improvements 82384.32 VOTED to accept this report. 5. Engineer Crandall reported that completion of a sewer map atlas. Progress on roads is slow because of wet weather. Triphammer Road is in very bad•con- dition. A 12" culvert under Highgate Road is to be replaced with a larger size. Letter from Michael Chordash of April 1, 1960 was read to the Board,--ask- ing f"or replacement of culvert on Highgate Place at the Village Linea The opinion of the Board was that because it was at the Village line and it was a dead end road, the expense could not be justified. �. A map showing the approximate right of way for Route 13 relocation in th Village was shown and posted. The problem of north sewer line ac6ss under Route 13 was discounted by the Engineer. It was his opinion that an aAss to Route 13 at Cayuga Heights Road would in the long run increase rather than decrease traffic in the Village. After further discussion and questions, it was unanimously VOTED to reaffirm the Board of Trustees' opinion that an interchange' r /atCayuga Ye—ights Road and relocated Route 13 would definitely not be desirable as in the best interest of the Village; and that this opinion be transmitted to the County Board of Supervisors and District Engineer Towlson of the State h' Department of Public Works. Engineer's memo to the Mayor and Board of Trustees, dated April 1, 1960 concerning a Village Park was discussed and it was VOTED to request the Mayor to approach the University on the sale of the Savage= m Property to the Village.for a park. The proposed zoning ordinance changes for the 'old Country Club property" including a IJ40'• budfer zone between the residential and a proposed multiple housing area and a sixty foot height of buildings - was read by Attorney Newman and it was the opinion of the Board that these changes were acceptable and that a public hearing should be held. 6 -7. There were no report�of the Police or Fire Commissioners, 8. Attorney Hamilton's letter on behalf of O.B. Schoenfeld of March 23, 1960 was read and it was 196'a VOTED to accept Warwick Place and Wintrop Place as street names as indicated on Schoenfeld tract map. VOTED to bond the acting Police Justice in the mmount of $1,000. VOTED ro refer Mr. Martin's letter of April 1, 1960 asking for dam- ages sustained by him while driving on Triphammer Road to our insuraice carrier. 9. Clerk reported for:the inspectors of election, Hazel Hanselmani" Verna E. Quinlan, and Edwinna E. Devereux, that there were 169 votes cast for F. G. Marcham'for Mayor out of a total of 169 votes for Mayor. There were a total of 170 votes cast for the office.of Trustee for two years each 101 Robert T. Dean 97 Thomas E. Norton 96 Robert W. Baker 74 Henry B. Wightman 57 Ralph Bolgiano,' Jr. 54 Paul Doigan There were no votes void. The report of the electicns is filed' with the Clerk. 10.' Board approved Mayor's appointment of Trustee J. O'Connor as Acting Mgyor.for 1960 -61. 11. The Board of Trustees made the following appmintments: a) Carl Crandall as Lngineer, for one official. year at an annual salary rate of $3,600 per year payable monthly. b) Carl Crandall as Zoning Officer, for one official year. c) Lowell George as Police Commissioner for one official year at a salary of $%0 per year, payable monthly. d) Wilbur S. The First National Bank and Trust Company, and the Tompkins County Trust Company, both of Ithaca, New York be designated as official depositories of the Village Funds for the 1960 -61 fiscal year. Be The Clerk be authorized to notify the official banks of the following names to be honored onchecks for the year 1960 -61. 1. F. G. Marcham, Mayor, or James F. O'Connor Acting Mayor. 2. J. Be Rogers, Clerk or Mrs. Vera W. Snyder, as Deputy Clerk. 3. F. M. Upchurch, Treasurer or Robert S. Grant Actirg,Treasurer or Mrs. Vera W. Snyder, as Deputy Treasurer. The Treasurer be* bonded in the amount of $25,000. The Clerk be bonded in the anunt of $$1,000. (Present amount of bond $61,000), the Deputy Clerk - Deputy Treasurer be bonded in the amount of $61,000. (Present amount of bond $61,000),,the Acting Police Justice be bonded in the amount of $611600. All for the period April 1, 1960 to March 31, 1961. D. The Ithaca Journal be designated the official newspaper for 1960 -61 official year. E. The Board of Trustees constitute itself and act as a Board of Assessors for the 1960- 61official year. 13. Clerk reported that the public hearing held April 4, 1960 at 7:30 P.M. on the budget had been duly advertised as required by law, that no residents appeared „ and that there was no discussion pro or con. 14. VOTED that the budget and appended salary,and wage schedules for the fiscal yelir=une 1, 1960 - May 311 1961, "as incorporated in the minutes of this meet- ._ ing" be adopted. 15. VOTED that the amount of $992665.55 be levied upon the taxable prop- erty of the �age for the year 1960 -61. 16. VO'T'ED that the Clerkt'ds hereby authorized and directed to extend and carry out upon.the. assessment roll the amount to be levied against each parcel of real propety shown thereon, according to the total levy of,$99,665.55 previ- ously authorized. 17. VOTED to hold regular meetings for 1960 -61 on second Tuesday of the month, unless otherwise determined at the previous regular meeting. 18. Rogers Village Clerk MINUTES of a Special-Meeting-of the Board of Trustees•beld April 13, 1960 at 4:30 P.M. in the Village Office, 194 Pleasant Grove Road; Ithaca, N.Y. PRESENT: Mayor Trustees Fire Chief Marcham, F. G. Baker, Robert W. Grant, Robert S. McElwee, Raymond F. Norton, Thomas E. O'Connor, James F; Quinlan, Francis.J. After a discussion of the increased use of the Village sewer facilities at the Corners Community Center as to expansion, it was VOTED to assess the Corners Community Center a total of 19 units based as follows; 1. 12 units previously assessed 2. 2 units for Atwater's new super makket 3. 5 units for the automatic laundry which has 20 washers and driers. The operation of the Fire Company and the relationships between the Fire Com- pany, the Fire Department and the Board of Fire and Light Commissioners was dis- cussed with Chief Quinlan. The suggestion of a Fire Council to replace the pres- ent organizational arrangement was discussed. No action was taken. It was decided to discuss the matter with Commissioner Hanselman on April 20, 1960 at 4:30 P.M. in the Village Office. Adjournment 6-.P.M, •�.� P hn B.
