A•letter from a resident of the Cornell Residential Club complaining of the con- dition of the Village roads was brought to the attention of the Board. After mention of other verbal complaints by residents to the Mayor and Trustees, it was VOTED to request the Village Engineer to study, at his earliest convenience, the long term reconstruction program of the Village roads and to prepare for the Board of Trustees a schedule and cost estimate for road reconstruction work. It was suggested-that this,year's road budget not be spent only on resurfacing, but that some more permanent road work be done. Meeting adjourned at 9:30 P.M. ohn B. VOTED to transfer to A -82 -200 from A- 290 -650 $1875100.Based on the opinion that the Board of Education,at their meeting to be held the week of August 10th, would not change -their ruling that there be no bus service to Cayuga Heights Elementary School for the residents of the Village, Police Commissioner George surveyed all potential school crossings and submitted his report, recommendations and cost estimates to the Mayor and the Board of Trustees, dated August 4, 1959, and filed a copy with the Clerk. Included were recommendations that a second police officer be hired and equipped with a car and a 2 -way radio; numerous cross -walks be painted on roads; 44 school signs be erected; and a second school crossing guard be hired. The overall annual cost to the Village was estimated at $10,000.00. VOTED to approve.the report and recommendations submitted by the Police Commissioner and to authorize the Mayor and Police Commissioner to put said recommendations into effect if school bus service is not reinstated by the Board of Education at their meetingthe week of August 109 1959. Mayor Marcham, Engineer Crandall and Attorney Newman reported on the contract negotiations with Cornell University'and the County to supply sewer service to the Cornell Research Park and Tompkins County Airport. -The University is to pay one- hall. the cost of the required new sewer tank at the start of construction and the debt service at 4% on the second half of .the cost over a.30-year period. VOTED resolved to authorize a contract with Cornell University for the capital financing and operating costs in connection with the sewer service to the Cornell Research Park in terms presented to the Board of Trustees at their August 5, 1959 meeting by Engineer and Attorney and to authorize the Mayor, Engineer and Attorney to attend to.the details of the, - contract and to authorize the Mayor to sign and the Clerk to attest said contract on behalf of the Board of.Trustees and to authorize the Clerk to file said dontract in the County'Clerk's Office. VOTED approval of minutes of June 9, July 8, 159 23 and August 59 1959 as previously provided to trustees in mimeographed form. 2. Treasurer Upchurch read bills for payment. Trustee McElwee's question on the payment of bill of sewer -plant operator Cornelius -for mileage on personal car was explained by Engineer Crandall as necessary for'Mr. Cornelius','travel to installation inspections, etc. when the Village sewer plant truck was tied up at the plant drawing sludge or doing other necessary work. VOTED approval of bills for payment as per Schedule 3 -A9 3 =G, 3 -H -WI, and after reading of certificates of completion for water system improvements Contract A and B issued by Engineer Thomas Miller, approval of final payment of $219506.84 to Contractor Oscar DeBree and payment of any withheld moneys to'Pittsburgh -Des Moines Steel Company subject to the filing by both contractors a certificate that all'con -. tractor's bills in connection with said contract have been paid. Engineer Crandall stated that such certificates have been filed and that Pittsburgh -Des Moines had' completed all work May 23, 1959 but because test depended upon completion of DeBrees' work, certification of completion could not be issued until September 4,1959• r' 1;61;, 3. Mayor reported on another meeting with Mr. Tenhagen of New York State I)epart- ment of Public Works, law requires an access,to proposed Route 13 whete it crosses county roads unless it is waived by the county. In the opinion of the Village Engineer and the Mayor the present State plans for the relocation of Route 13 are inadequate to protect the Village sewer plant. VOTED to authorize Mayor to appoint a committee to investigate and recommend'1 to the Board of Trustees action that should be taken on a bond issue to cover the costll of Water System Improvements and to suggest a formula for charging residents, who have 666666 been benefited, their proportionate share of the cost. 4. Attorney Newman reported that the contract with Cornell University for sewage service to the Research Park has been signed by the University, Mayor to thhold his signature until the amount to be paid by Tompkins County for sewer rent is definitely settled. When signed by Mayor, four copies are to go to theniversity, one to Engineer Crandall, one.to Attorney Newman and one to be filed in the 'County Clerk's Office. VOTED approval-of contract between the Village and the Town of Ithaca II for disposal of sewage from Hanshaw Road Sewer District dated September 1, 1959 signed by the Mayor as read by Attorney Newman. Attorney Newman reported that an examination of Mr. Brewer was taken by the legal counsel of the insurance company of the Plotzger Construction Company. 5. Engineer Crandall reported that it had been necessary to place a Village fire hydrant on the property of Mr. E. P. Leonard. His permission had been secured, but it was advised to get an easement. VOTED to refer to Attorney Newman the securing of an easement, to place and maintain a7-fire hydrant on the property at 717 Hanshaw Road, After Engineer Crandall explained that the large super market and.the large attached paved parking area caused water to run off faster and in greater quantities through the culvert under Triphammer Road, it was VOTED to install a 36" corrOgated iron culvert under the road between 1013 and 1015 Triphammer Road. VOTED to request the County Board of Health to inspect and determine the cause of periodic pollution of the stream between 1013 and 1015 Triphammer Road. Engineer Crandall rep orted on this year's road repair and construction program which included a complete new surface on Texas lane and seal coat on E. Remington, E. Upland, W. Remington, N. Triphammer (to Texas Lane) completed so far. Engineer Crandall estimated that it would cost $250,000 to base and surface all roads in the Village that are not now in good condition. VOTED to authorize Engineer Crandall to secure the engineering services of � homas, G. Miller to design the additions to the sewage treatment plant, fees to be paid out of the $30,000 initial capital payment by the University. 6. �asurer Upchurch read.accompanyi.ng letter to audit, dated July 20, 1959 by Paul Bradford, CPA., which stated that all accounts were in order for the fiscal ' year ending May 31, 1959• VOTED audit be.accepted and filed. 1.6 2 VOTED to establish a. checking account titled 'Village of Cayuga Heights, New York State Withholding Tax Fund ". VOTED to authorize a refund on overpayment of sewer charges to resident Roger Barnard. Fire Commissioner Hanselman reported•that the Fire Compan y was called out late to a fire at 306 Highland Road. "'Fire engine'No. 2 broke down going to fire. Cost of painting Village Hall and Fire House: Paint $45.00. Labor 88.00 Total 133.00 Firemen's Annual Picnic to be held September 20. Annual contract cost for fire protection to the Town of Ithaca to be computed by Clerk. S. Police Commissioner George, reported that a second policeman had been hired; worked two days and quit.. A second man, Mr. Rhoades, is to be hired. A two -way radio for approximately $495 is to be purchased No bids were received on second police car before noon Autusg 26th, 1959.
