Minutes of a special meeting of the Board of Trustees held JULY 15, 1959 at the
Village Office.

The Clerk read bids received for Police Officer's car as follows:

VOTED to accept low bid of Walsh Chevrolet.

at 7:30 P.M. at the,Village Office.

A. Public Hearing held to help the Board of Trustees deterine that a need for
4 a restaurant -dairy bar exists for the convenience of the neighborhood and that
the general welfare of the Village will be served and that there will be nrn
excessive noise in connection with the use.
Mayor Marcham read Mr. Heasley's letter of June 301 1959 which put forth
the proposal of"the_Corners Community Center, Inc. to establish a restaurant -
dairy bar, Mr. Heasley further explained that on- the- premises.beer consumption
was not desired, but that carry -out service of cold beer was.in his'mind,
essential to the economic establishment of needed carry -out food service." He
stated that the Hill Drug Store'was going to discontinue its fountain service
which would leave the Corner's sixty employees without a,place to get lunch or
coffee.. He further stated that.the'type.of service contemplated would be at-
tractive•to our residents and desirable for nei.ghborhood'children who would be
most welcome.

Mr. Taylert, manager of the Corners Branch of the First National Bank, speaking
for the tenants of the Corners Buildings expressed the need for a food service at
the Corners and a wholehearted approval of the proposed plan.
Both the Trustees and Mr. Heasley agreed that on premises beer consumption
should be prohibited.
-No residents appeared to oppose the plan for a restaurant -dairy bar. The
Public Hearing was adjourned at :8:15 P.M.
B. Mew as the Board of Trustees the proposal was further discussed and it*
was determined that a need for such a restaurant -dairy bar does exist and the
welfare of the Village residents would be served and that there would be no exces-
sive noise in connection with the use. It was therefore moved by Trustee Baker,
seconded by Trustee O!Connor and
VOTED to approve the application of the Corners' Community Center, Inc. by Mr.
W. C. Heasley, Jr. in his letter of June 30, 1959, to establish a restaurant -dairy
bar at the Corners, with the conditions that no on- the - premises (premises defined
as all commercial property owned by the Corners' Community Center, Inc.) consump-
tion of beer be permitted and that the closing hour shall be no later than 10:00 P.M.
Mayor Marcham read Mr. J. M. Cowan's letter of July 14, 19599 complaining of
tax assessment increases while he was out of town. It was determined that since
two grievance days had passed, no action could be taken but'that the.Clerk should
explain the assessment procedure to Mr. Cowan.
Clerk read bids received for the installation of electric service to the
Village tool house as follows:
1. Davenport Electric Company 130.00
2. Dassance Electric 275.00
3. Marion Electric 200.00 -
4. Towner Electric 243.00
VOTED to accept low bid of Davenport Electric Company it quoted price included items
required in specification. If not, to accept the.bid of the lowest bidder who.did
meet the required specifications.
Clerk read letter to Engineer Crandall from H. S. Hamilton,.Attorney for
Otto B. Schoenfeld of July 21, 1959 in,regard to conveying title of a raod to the
Village.
VOTED--to inform Mr. Hamilton that the Village* is generally favorable to the acceptance
of this property when a proper deed has been drawn up and when the road construction
has been inspected and accepted by Village Engineer Crandall.
The impact on Village responsibilities due to the discontinuance of school bus
service to elementary schools was discussed. It was determined that while it might
be beneficial healthwise to have small children walk to school, the main considera-
tion was for their safety which would be jeopardized walking in streets without
sidewalks, particularly in the winter. It was felt that primary responsibility
rested with the Board of Education and it was therefore
VOTED to inform the Board of Education that the Village Board of Trustees requests '
tWe Board of Education to revoke their action to cancel bus service to the Cayuga
Heights Elementary School and to restore service as it was last year. '
Clerk was instructed to call on owner of "Egg and Milk for Sale" sign on North
Triphammer Road to determine whether a retroactive Zoning use had been established.

VOTED to instruct the Clerk to look into the matter of the catch basins to be constructed
on the State right -of -way at the corner of Klinewoods and Hanshaw Roads and to effect
speedy action for construction.
A•letter from a resident of the Cornell Residential Club complaining of the con-
dition of the Village roads was brought to the attention of the Board. After mention
of other verbal complaints by residents to the Mayor and Trustees, it was
VOTED to request the Village Engineer to study, at his earliest convenience, the
long term reconstruction program of the Village roads and to prepare for the Board
of Trustees a schedule and cost estimate for road reconstruction work.
It was suggested-that this,year's road budget not be spent only on resurfacing,
but that some more permanent road work be done.

VOTED approval of payment of bills read by the Treasurer and as noted in Schedules
'2 =G, 2 -H -WI.
VOTED to transfer to A -82 -200 from A- 290 -650 $1875100.Based on the opinion that the
Board of Education,at their meeting to be held the week of August 10th, would not
change -their ruling that there be no bus service to Cayuga Heights Elementary School
for the residents of the Village, Police Commissioner George surveyed all potential
school crossings and submitted his report, recommendations and cost estimates to the
Mayor and the Board of Trustees, dated August 4, 1959, and filed a copy with the
Clerk. Included were recommendations that a second police officer be hired and
equipped with a car and a 2 -way radio; numerous cross -walks be painted on roads;
44 school signs be erected; and a second school crossing guard be hired. The
overall annual cost to the Village was estimated at $10,000.00.
VOTED to approve.the report and recommendations submitted by the Police Commissioner
and to authorize the Mayor and Police Commissioner to put said recommendations into
effect if school bus service is not reinstated by the Board of Education at their
meetingthe week of August 109 1959.
