Minutes of a :Special Meeting of the Hoard of Trustees held Wednesday, March 49

VOTED to approve Assistant Sewage Plant Operator, Delbert Grover's application for
membership in the New York State Employee's Retirement System.
Trustees recessed as Trustees to sit as the Hoard of Assessors'to'continue the
Recessed Grievance Day Meeting of February 17, 1959, Attorney Allan Treman repre-
senting Sheldon Smith, was heard on a grievance on the assessment of Mr; Smith's
property at 168 -172 Pleasant Grove Road. Mr. Treman's main point was that Mr.
Smith's property was not assessed in the same relation to market value as a number
of other sizeable properties listed on the New York State Form LA -38 previously
submitted.
After a discussion, in which it was brought oat that many other factors than
mere size of property went into market value, it was
VOTED to deny Mr. Smith's petition for a reduction in his assessed valuation on
his property at 168 -172 Pleasant Grove Road.
The Trustees as the Hoard of Assessors adjourned at 6:15 P.M. and reconvened
as the Hoard of Trustees.
VOTED to accept the minutes of February 10, 1959 as presented and the minutes of
February 17, 1959 as presented in mimeographed form with the exception that the
description of property listed under Cornell University should read as follows:
(1) savage Property: The portion of this property having a frontage on
North Triphamme r toad and Hanshaw Road of approximately 2000 feet to a depth
(perpendicular to the road) of 300 feet - -- Valuation $289000 -- Taxable.
The remaining portion of this property -- Valuation $92—,000.00 - EXEMPT.
(2) Country Club Property: Eastern portion of this property located in the
Residence District Zone -- Valuation $40,000 -- Taxable
The remaining portion which is in the Multiple Housing D rict Zone --
Valuation $40,000.00• -- EXE4PT.
VOTED to adopt the completed and verified 1959 Assessment Roll as amended by Grievance
Day adjustments and Veteran's Exemptions in the amount of $9,8439089 and to file the
i; same with the Clerk.
VOTED to authorize the Clerk to order a maximum of eight Darling fire hydrants and

appurtenances to cost an aggregate amount of not more than $2500 without bids, because
of the City of Ithaca standards, this equipment is available from only one manufacturer
and only one bid could be obtained if advertised.
Letter of February 26, 1959 from Attorney Manley Thaler representing Mr. Fleck,
requesting the Board to accept the deed to the newly developed road called "Fleck
Place" was read.
VOTED to request the Clerk, after consulting with the Village Engineer, to answer
said letter.
Mr. Joseph McConnell distributed a report on the insurance coverage of the
Village to the Trustees to be studied and discussed-at the next meeting.

1) Approval of minutes of Special Meeting held March 4, 1959 postponed until
next-meeting.
2) VOTED approval of bills as read by Treasurer and as noted in Schedules
10 -A, 10 -G, 10- H -1 -JI.
3) Mayor Marcham. reported on his trip to Albany with Harry Gordon to meet
with Mr. McMorran, new Commissioner of Public Wroks, on the.proposed relocation of
Route 13.
4) Engineer Crandall read a proposed letter to be sent to Attorney Thaler on
the conditions of the acceptance of "Fleck Place", a new road on the property being
developed by resident Fleck.
Water improvements contract progressing; estimated total cost to be $9,000
less than contract price because of less rock excavation encountered, less selective
backfill required, etc.
Report was made on the March9th meeting with Professors Saunders and
L�u�ch and Harry Gordon representing the Northeast Water District to decide on
allocation of costs jointly used water improvement facilities. Trustee Simpson
and O'Connor, Engineer Crandall and Clerk Rogers represented the Village. It was
