Minutes of a S cial Meeting of the Board of Trustees of the Village of Cayuga Heights held Thursd, November 6, 1958 at 5 P.M. in the Village Office at 194 Pleasnat Grove Road. ® PRESENT: Mayor, Acting ' H. H. Williams Trustees Louise M. Catherwood J. F. O'Connor A. Rachun J. R. Simpson Engineer Carl Crandall Treasurer F. M. Upchurch Resident Neal R. Stamp Acting Mayor Williams introduced Mr. McLaughlin of the New York State Public Works Department, Mr. Shub of the New York StatePublic Works Department; Mr.-Wolters of the Blhuvelt Engineering Company, Mr. Hammong of the Blauvelt Engineering Company. These gentlemen explained to the Board the present preliminary planning for the relocation of Route 13 in the northwestern corner of the Village. The plan calls for a four-lane highway divided by a 20 foot maul running from East Shore Drive'approxi- mately 120 feet west of Remington Road up the hill crossing in back of the Village Sewer Plant and diagonally across the main carrying all sewage-from the Village. From there the location is across Miss Hilda Smith's property in the vicinity of the swimming pool, across the Belcher and Fleck property in a smooth-curve-crossing below Cayuga Heights Road in a grade separation structure Jjist south of the Lansing line. The plan includes access roads at Cayuga Heights Road. The route would then run approximately 500 feet to 600 feet north of and parallel to the north boundary of the Village. As the road reaches level ground, it will become a two lane road altho land ' will .be purchased for a future four -lane divided highway. There is no grade separa- tion or lights planned for the Triphammer Road or Warren Road crossings. The present plan would condemn the residences of Erich Manteuffel and Miss Hilda Smith and come exceedingly close to Casper Cottrell, Chaddock Head and George V.Smith thereby destroying their privacy. The location will landlock a portion of the Hilda Smith and the Belcher properties; condemn a portion of the Fleck property, and require the relocation of the Fleck road to the north in the Town of Lansing. The State Officials assured the Board that proper design would be used to protect and give access to the sewer main crossings and the sewer plant. They said the road would be fenced where necessary. The Board of Trustees and Engineer Crandall expressed their opinions to the Epgineers that the access plan at Cayuga Heights Road would be a detriment to the Village rather than a benefit and that it would be exceedingly expensive for the State in relation to the potential use. The State Officials said that upon receipt of a formal resolution from the Village Board that access at Cayuga Heights Road was not desired, they would consider eliminating it. The State Officials assured the Board of Trustees that they would keep-forwarding information as it became available. ' Adjourned at 6:15 P.M. . B. Rogers, III Clerk
