Village 'Traffic Ordinance.

Pursuant to Section 95 of the Village Law, notice is.hereby given that'the
Trustees of the Village of Ca,fu .-a Heights, at a regular meeting on May 133 19583
duly adopted the £olloring amendmonts to the Village 'Traffic Ordinance.. The
effective date of these amendments is June 15, 1958.

Section 9: 'There shall be no parking on either side of the street within the
right of way lines on : Highland Road, from The Parkway and Kline Road, south to
the Village Line, and on Kelvin Place from the south Village Line to Brook Lane,
and en Brook Lane from Kelvin Place to the south Village Line.
There shall be no parking on the east side of Highland Road with-
in the right of way line from The Parkway, north to Hanshaw Road and no parking

on either side of Wyckoff Road within the right of way lines from the youth -line
of Ridgewood Road north for 250 feet, and no parking on the east side of Wyckoff
Road from the north line of Overlook Road north to the east line of Cayuga Heights
Hoad,.and no parking on the west side of Wyckoff Head from the north line of
Ridgewood Road north to Overlook Road.
Section 12: The following streets or parts of streets are hereby designated as

B. Regular Meeting of the Board of Trustees was called to order at 7:50 P.M.
Trustee Campbell moved and Trustee Catherwood seconded and it was
VOTED to amend the Village Traffic Ordinances as follows (see above, in Public
eFiaring.) .
Resident, Mr. L. D. Brown appeared for Public Hearing. Mayor Marcham explained to
him the amendment just adopted. Mr. Brown requested permission to park in front of
his house with car wheels 41 on Village right of way, and that Brook Lane paving
be repaired. Ile was informed that his request would be considered.
Police Commissioner George was instructed to look into Mr. Brown's request and
report to the Board.
Mrs. Cocconi of 504 Hanshaw Road appeared and,equ,,sted the Village to pay for her
sewer lateral from her lot line to the end of the spur on Mr. Pyle's property
because a sewer map had shwon the spur extending to her lot line. Consideration
was assured. Engineer Crandall explained that the map was in error, that there
was no intentio!i of extending the spur to the Cocconi lot line and that in
similar cases in the Village, expense was borneby residents entirely.
VOTED to deny Mrs. Cocconi's request.
1. VOTED to approve minutes of April 7, 1958 as previously provided to
Trustees in mimeographed form.
2. VOTED to approve the following bills for payment: See Schedules
12A, 12G. and 125.

4. Mayor Marcham welcomed Trustee Thomas E. Norton into the official
family of the village.
Mayor Marcham read Mr. E. F. Sharp's letter o£- Ma`yyi2 requesting an
extension of time for the installation of his sewer lateral and complaining of
damage to his trees during sewer construction.
VOTL'D to exter_d Mr. E. F. Sharp's sewer lateral connection deadline one year to
dune 1, 1959. Engineer Crandall was instructed to speak with Mr. Sharp concerning
tree damage.
5. Engineer Crandall read Mr. G. Finney's letter of May 5, 1958 re-
questing sewer connection extension. I •
VOTED to extend connection deadline to-Nov. 1, 1958.
The request of Mr. Richard Hunt of Hunts General Tree Service to do the Village
tree work was mentioned. Clerk was instructed to write Mr. Cedric Guise asking

or advice and a report as to tree work required in Village to Engineer Crandall.
Upon Engineer Crandall'.s recommendation it was
VOTED to hire an extra man to Mr. Haskin's crew to help with extended road repair
program this summer.
A request from the Cornell Residential Club for a reduceion in sewer charges was
brought before the Board. Kr. Colbert contended that the charges had a bearing
on his plans for expansion of his operation. The Clerk was instructed to write
Mr. Colbert that his request would be taken ur in August when all other s ewer
charge matters would'be decided.

7. Clerk Rogers read a letter from Cornell University of May 2, 1958.
VOTED to approve biu•ning of Savage Farm house as described in letter.
VOTED to remove land and building from real rroperty tax roll as of Jan, 1, 1959.
subject to an affidavit from the University that the house has been destroyed
and tiro land has been combined with the rest of the Savage Farm and will be used
for educational purroses. •
VOTED to remove the sewer use charge from the books for the Savage Farm property
uron the removal of the building but that this is not to affect the setter land
ci7ar`es. Clerk Rogers was instructed to so inform the University.

It was the opinion of the Board that the Village Office should be used for only .
Village busines3. The Fire Hall could be made available for Town of Ithada
meetings subject to the approval of .the Fire Commissioners. Trustee Simpson was
asked to bring up the matter at the next meeting of Fire Commissioners.
VOTED to .ratify the awarding of the contract for landscaping the Village Sewage
Treatment Plant property to the low bidder, Neal F.-Craig, for �1,111.25.
VOTED to approve Mrs. Vera W. Snyder's appointment as Deputy Clerk for two
official years ,to April 1. 1960. .-
Clerk Rogers was instructed to contact Mr. Heasley of Corners Community Center,Inc.
to work out details for the discontinuation of burning trash at the rear of
property.
Resident complaints of improper razid paving at sewer lateral street openings were
made knoim to the Board. . . .
VOTED to approve the septic tank permit of Mr. Sherwood Holt.
. Mayor 11archam read Mr. Nei-man Is letter accepting appointment as
Village Attorney.
8. Attorney Newman announced postponement of University's case on Savage
Farm sewer charges, the status of the N. E. Water District, and the status of the
Hanshaw Road sewer district, .
9. No Fire Corurissionerls report.

McCarthy, and le. E. 14ackesey, representative of a number of letters received.
requesting that a permit for the ^,:tension of the Cornell Heights Residential Club
not be issued and that in their opinion the Club was being operated in violation
of the Village Zoning Ordinances.
Engineer Crandall read 'a letter from the Colberts outlining the
Residential Clubs present plans for building a second story on the middle wing of
8 efficiency units and ror 2 apartments in the west basement. The matter was
discussed and the Board requested the Village Attorney to find a legal definition
of " Hcsidential Club.'t
VOTED to direct Engineer Crandall to inform the operators of the Cornell Heights
Residential Club that it is not at this time advisable to apply for a permit for
expansion.
VOTED to refer a request from Mr. Hobert Colbert for the Village to assume the annual
electricity costs for a street light near the end of the Country Club Road, to the
Board of Fire and Light Commissioners. Clerk Rogers was instructed to notify both
the Commission and Mr. Colbert.
Mayor Marcham read a letter from Mr. William J. Foster Jr,i Secretary
of the Zoning Board of Appeals, concerning-zoning regulations of swinming pools and
pool fences built'in the Village.
VOTED to ask the Zoning Board of Anneals to draft suggested changes in the present
zoning ordinances-as to setback of pools from property lines and as to fencing .
requirements for pools. •
VOTED to table Zoning Board of An_reals' request for a change in Section 2 -7c of
the Village Zoning Ordinances until above mentioned suggested changes are submitted.
VOTED to request the Zoning Board of Appeals to draft their definition of the term,
"Residential Club,°
Recent action of the Zoning Board of Appeals included granting
variance to David 1-1c atherby of Triphammer Ito-ad to build closer to his property line
than 12 feet and a denial'of a variance to J. J. Wanderstcok of 101 Eiinewood Head, for
building within less than the required setback distances.
Mayor Marcham read Miss M. H. Walbridge's letter in reference to
sidewalk snow plow damage, at her residence, 11.5 East'Upland Road.
VOTED to refer the matter to Engineer Crandall.
The Board arnroved the Mayorts proposed appointment of Mr. John C.
sebhard to the Zoning Board of Appeals to replace Trustee Williams. As pointed
out by the Village Attorney, Mr. Newman, effective V12/58. Village Trustees were
made ineligible for membership on the Zoning Board of Appeals.
G. Fngineer Crandall read Mr. Laverty's letter of May 263 1958 and it was
VOTED that the Village share in the expense of a water supply study at a cost to the
Village not to exceed 813000.00.
To rectify a condition of low water pressure on Cayuga Heights Hoad
Engineer Crandall has made arrangemerts•with the City of Ithaca Water Department to
connect Cayuga Heights Road ureter main between Devon Road and Berkshire Road to
a high pressure water su,,:ply.

main that it is advisable to' install a pressure reducer, at the resident's expense.
Engineer Crandall, reported on water sul:ply engineering for the north
east part of the Village and North East Water District. It was the Village
Engineer's opinion that sewer contractor Plotzker lost approximately .x703000 on the
Village sewer installation.. With Engineer Crandall's approval, the 'Trustees '
VOTED to make final payment to Ylotzker of approximately *22000, subject to minor
variations including the delivery of 12 manhole covers.
Engineer Crandall reported his authorization of the hiring of Mr.
John Sincebaugh's equipment for flood damage repair and ditch drainage clearing.
Letter of Mr. L. H. Durland of June 10.1 1958 was read to the 'Trustees,
Engineer Crandall reported that most of the work requested was compldted or in process.

case had been heard and is now in-6he hands of the Judge, the North East Water

8. Fire Commissioner Hanselman reported the planting of a lawn in front
of the Village Fire Hall and Office, and plans for moving the fire siren from
Atwater's store roof to the Fire Hall roof,
VOTED to refer the tabled letter from the Fire Company( concdrning a Heasley plaque
in the Fire Hall] to the Board of Fire and Light Commissioners.
9. Clork Rogers was authorized to look into Blue Cross and Blue Shield
for the workman as requested by them.
VOTED to extend se,.ror connection deadlines of Mr. Keep, Mr. Silcox, and Mr. R. L. Sharp,
as requested ir, letters to Trustees.
VOTED that the Village absorb payment of cost of anew sewer wye for B. L. Hideout,
VOTED to extend se:•rer deadline connection for Otto B. Schoenfeld farm house for one
year subject to the approval of the County Board of Health for use of existing
septic tank] with renewal if necessary and advisable.

valuable papers as outlined in a letter from the.McKinney Agency.
VO•PED to refuse permission to Atwaterts Store to continue burning trash on a
temporary basis.
VOTED to increase Veteran's EScemption from real property tax for Dr. Frank Janas
to *1450.00 and Mr. Verne Rockcastle to X52 .1000.00 effective as of January 1. 1959.
It was decided to postpone determination of sewer charges until
word is received on outcome of current sewer assessement case, but no later than
the first week'in July.
