Minutes 2/11/1958OA is 8) Treasurer's Report:- In the absence of the Treasurer a mimeographed copy of'his re port was distributed to the Board of Trustees, and it was VOTED that the Treasurer's•report be accepted. follows: The balances on hand in the various funds as of December 319 1957 areas General Fund Sewer Fund Capital Fund - Sewer $ 489372.52 4,514.49 7,31,5.85 An application for Veteran's Exemption from real property was received from Mr. John Homa, 176 Pleasant Grove Road, and it was VOTED that the Clerk look over this application and all previous applications for man's Exemptions from real property tax that had been submitted to the Village. Trustee Sharp announced that the Mayor and two of his representatives would be invited to attend a Greater Ithaca Regional Planning Board forum, to be held January 28th at 4 :45 P.M. at Bibbins Hall. It was VOTED that the next meeting of the Village Board be held Tuesday, February 119 1958 at 7:30 PM. Meeting adjourned at 9 :30 P.M. .John B. Rogers, III Clerk Minutes of a Regular Meeting of the Board of Trustees held on February 119 1958 at 7:30 P.M. in the Village Office. PRESENT: Mayor, Trustee Engineer Treasurer. Fire Commissioner Police Commissioner F. G. Marcham Louise M. Catherwood James F. O'Connor T. F. Sharp Carl Crandall F. M. Upchurch George Hanselman Lowell T. George Mr. Indelicato representing Lakeland Homes Apartments, stated definitely that there were no students living in his apartment and that there were just 33 apart- ments. The Board indicated that it would further consider the case. 1) VOTED to approve minutes of meetings held December 10, 199 1957 and - January 29 —3 and 14, 1958 as previously furnished Trustees in mimeographed.form. 2) VOTED to pay the following bills as read by the Treasurer. See Schedule 9 -A9 9 -G and 9 -8. 3) Mayor Marcham announced the appointment of the Nominating Committee: Brig. General Ralph Hospital; Chairman Dr. Dale Pritchard Mr. Neal Stamp - Mr. Edgar Whiting J 1 am VOTED to reduce Mr. Louis K. Thaler's real property assessment on his building at 503 Cayuga Heights Road by $1000 to $139300 in accordance with the previous agree - went made at a joint meeting of the Town Board and Village Board held August 49 1957 in the Village Office. VOTED to reduce Mr. David C. Weatherby's building at 816 Triphammer Road by $800 to $8,900 in accordance with the above agreement. The Village Clerk was requested to acknowledge receipt of the payment under protest of Cornell University sewer charge at 704 Hanshaw Road. VOTED to delegate to the Police Commissioner temporary emergency power, as long as present dangerous ice and snow conditions continue, to make Kelvin Place and Brook Lane a one way street in conjunction with similar action by the City of Ithaca. 4) There was no report of Village Attorney. A letter from Mr. Newman was read and tabled until a consideration of the budget. 5) VOTED to accept the Police Commissioner's report of activities of Patrolman WTitting during the month of January - briefly he reported 27 complaints received, 12.arrests made and 92 parking tickets issued. The report was ordered filed. , 6) Fire Commissioner Hanselman reported that ten citizens would be equipped as Fire Police rather than the originally planned six., 7) Report of Village Engineer -Steam Crandall discussed boiler and machinery ® insurance as proposed by the Hartford Steam Boiler Inspection and Insurance Company. VOTED that the Clerk secure a sample policy so that the exact coverage could be die ermined. The problem of snow removal was discussed, the Engineer stated that streets were plowed by the Town of Ithaca with no charge on the basis that the Village resi- dents paid town taxes into the town .General Fund which accounted for about one -half the cost of.the Town snow plowing equipment. Mr. William H. Murray of 106 Highgate Place appeared in person to register a protest as to the insufficient t)lowing of Highgate Place. The protests of resi- dents of Highgate Road were forwarded through Trustee H. H. Williams. Barr's letter quoting Section 275(h) o=e Village law. VOTED the Village Attorney draft a resolution tDpay outstanding notes and renew bow anticipation notes. .9) Report of Clerk VOTED to approve Veterants Exemption from real property taxes for Mr. John Roma x3-fie amount of $29750 and for Nr. Roger A. Morse in the amount of $1300. The Village Clerks John B. Rogers, III was sworn in the 15th of January 1958. Both Village Clerk and Mrs.. Snyder, Deputy Clerk, have been bonded for the current calendar year. Clerk Rogers was instructed to answer Mrs. Morgan Baconts letter of protest . on sewer charges. As of February 1, 1958 the Village Office hours are 9 -5. VOTED to purchase the following equipment as per estimate submitted by the Clerk: — Van Natta Office Equipment - 1- Y & E Steel Desk Neutratone finish $ 23900 1- Cosco Chair 32.93 271.95 less 10% 27.19 Delivered and installed $72W, To exactly match present equipment. VOTED that the Clerk be authorized to purchase a printing calculator not to exceed $500 in cost. VOTED to install an extension telephone in the Village Office. VOTED to purchase a City Directory. VOTED to send out sewer assessment notices August 151, 1958. VOTED to hold Grievance Day on sewer assessments on the first Friday after labor Day, September 51, 1958. . VOTED to send out sewer bills October 31, 1958. ' VOTED to have sewer payments due November 1- December 19 1958- VOTED to retain Mr. Charles D. Gates as Sanitary Consultant for a period of two years. s The Board of Trustees reaffirmed their intention to have Mrs. Vera W. Snyder remain as Deputy Clerk. ® The Clerk was instructed to contact Attorney Newman as to the filing in the County Clerk's Office of Mr. Cerrache's franchise. VOTED to accept the Town of Ithaca assessment for the'local franchise of property Of tie New York State Electric & Gas Corporation. ' ' 10) VOTED that the Board of Trustees sit as a C6 mnittee of the Whole to consider arc= ce up the tentative budget for 1958 -59 for the General Fund and Sewer Fund. 11) VOTED to present the tentative budget to Village Residents at the Annual Residents'-HeeUlng on March 17, 1958. 12) VOTED RESOLVED that pursuant to Village law Section 52, a Village Election be on arc I8, I9''8 at the Village Rall, the polls to be open between hours of 4:00 P.M. and 8 :00 P.M. at which time three trustees will be elected each for terms of 2 years in place of Trustee Louise M. Catherwood, T. F. Sharp, and James R. - Simpson; also a Mayor for a 2 year tam and a Police Justice for a 4 year term, to . prelace Frederick G. Marcham and Lindley Co Kent respectively, all of the above terns expire the first Monday in April 1958. 13) It was VOTED that by custom the annual meeting of the Village Residents be held on Monday, Maroh 17, 1958 at 8 :00 P.M. at the School Auditorium to hear reports of the Village ' Officers, conduct such other business as may be pertinent and to receive nominations for the offices to be filled by election on the following day. 14) VOTED the Clerk secure permission to use the Cayuga Heights School Auditorium for the Annual Residents' Meeting. VOTED to prepare for publication and distribution, notices of the Annual Meeting sra ng copies of the proposed 1958 -59 Budget will be available 'at the Village Office and handed out at the Annual Residents' Meeting. VOTED to increase the Village Patrolman's salary by $100 a year as of 3/1/58. VOTED to meet February 12th at 7:30 P.M. to consider the budget for 1958 -59. 15) VOTED to hold Grievance Day February 189 1958 from 6:00 P.M. to 10:00 P.M. 16) Meeting was recessed at 11:20 P.M.
