Minutes 6/11/195747 Minutes of a Regular Meeting of the Village Board held on June Ill 1957 at 7 :30 P.M. at the Village Office. ® PRESENT: Mayor Trustee Engineer Treasurer Attorney Police Commissioner Fire Commissioner Frederick G. Approval of minutes deferred, as they have not yet been submitted to the Trustees for reading. 2. Following bills approved for payment - see Schedule #1 -A, 1 -G and 1 -S. 3. Mayor a) Reported on a letter questionnaire from the New York State Department of Audit & Control on cooperation with other units of government on problems such as water,sewage, fire and police protection. b) Reported on visit of inspection to the new Sewage Treatment Plant. c) Reported on request of Sherwood Holt on dust and a needed barricade at end of Sunset Drive, which was referred to the Engineer, along with several "bther reports from the Trustees on nuisances of dust and road holes incidental to the sewer laying project. d•) Requested and received for the benefit of the group a verbal report from Trustee Sharp on the activities of the Greater Ithaca Regional Planning Board, of which Trustee Sharp is Chairman. Briefly, the Greater Ithaca Regional Planning Board will spend balance of 1957 in certain functional studies, for example arter- ial roads, survey of available data, bringing same up to date, and how to make most effective use of the $7,000 contribution from City, Town and Village. On the latter, it is now proposed that the G.I.R.P.B. utilize both State and Federal Aid, and inci- dental to this, take over the City professional staff in 1958. 4. Engineer - Reported that sewer connections have started in the new sewer area, 44 permits have been issued, a number of sewer layers have been licensed by the Village, the state has waived the requirement for boring under State roads for sewer connections. The clean -up work on the sewers is being handled by T.D. Lewis, on the Plant by T. G. Miller, Jr. Professor Gates has started to function as Sanitation Consultant. Operation of the Plant is being started by Sewage Plant Operator Harold Cornelius, the digester has been seeded to start the bacterial action, and a small amount of sewage•is being received at the plant from the new sewer area. The old village sewers will be turned in within a short time. State Engineer D :Arcy has promised resurfacing of Cayuga Heights Road and Hanshaw Road this summer. 5. Treasurer - a) About $27,000 or 35% of taxes received as of 6/10/57. b) His report, which the Trustees received and VOTED approval, showed bank balance in the General Fund on 5/31/57 of $20,074.26. a Total expenditures as of 5/31/57 on theSewer Project were - Plant $204,529.14 and Sewers - $408,832.16, $440 on refunds on plans deposits, and $15,000 on retired i • Bond Anticipation Note. c) IT WAS VOTED RESOLVED, that the Village books for the period 6/1/56- 5/31/57 be audited by Mr. Paul Bradford. d) Reported that a new checking account - SEWER BUND - had been estab- lished at the First National Bank as previously authorized. 6. Attorney - a) Reported that a prospective Village employee, classification of laborer helper at the Sewage Treatment Plant, is not eligible for State Retirement, is only eligible for and.must go on Social Security as provided in the 1953 resolu- tion of the Village Board. b) On recommendation of the Engineer, the Trustees, VOTED approval of the hiring, subject to limitation of (a) above, of Delbert Grover as Iaborer Helper at the Sewage Treatment Plant at an annual salary rate of $3500, payable $145.83 semi - monthly. 7. Police Commissioner - Reported total of. 22 complaints and 5 speeding arrests in May. Police Patrolman Fowler was on vacation for two weeks. Trustees VOTED to accept his report. 8. Fire Commiisioner - a) Reported start of landscaping work, for which $494 has been allocated. b) Requested, and the Trustees VOTED approval of payment of I of cost of 48 folding chairs and 2 trucks from the General Fund Budget, in the approximate amount of $183.95• The other half will be paid.by the Fire Company from their funds. 9. Clerk aT—Was authorized to employ Mrs. Verna Quinlan (already on the Village personnellist as Typist, part -time) for extra clerical work in June and July as needed to handle the workload due to sewer project, for an estimated two hours daily. b) Reported agreement by Town to classify sewage treatment plant prop- erty EXERT for State and County and School taxes, but subject to special assess- ments. c) Reported about 25% of sewer questionnaires returned. 10.
