7. Fire Commissioners had no formal report, but wished to announce the Annual
Fire Company picnic to be held on Sunday, September.29, at $,:00 P.M. atthe Fire House
grounds.
8. 'Trustees VOTED to-accept the Police Commissioner's report for June, July and

August, noting 11 arrests, all traffic violations, during this period.
9. Clerk reported: -
a) Receipt from City of signed contract £or.fringe.area sewer service,
for period 8/1- 12/3157. ..
b) . 208 sewer connection permits, and 185 approved, connections as of '
9/10/57. Total anticipated - about 350.
c) 'Tabled matter of Village Public Liability Insurance was'.filed with
no action.
d) Sewer work books are ready for recording of the four sewer factors,
the questionnaires have been returned by.95% of the'Village property owner's.
a) Reported installation of a neon flying red horse sign on Cleveland
Gas Station; to which,objection had been raised and the Engineer ruled this was not
a permitted property.use, and will so advise Mr. Cleveland!

A. On behalf. of Kappa Nu Fraternity, Mr. H. Seidenberg and Mr:Bender presented
a request that the Village Board grant a temporary (9 months.or one school.year) ex-
ception to the Wyckoff Avenue "No Parking" provisions of Village' Ordinance VI, Section
9, in front of and adjacent to their.property. Upon consideration,',it was '.
VOTED- Request for temporary exception as requested is denied, and the'C1erk
is to so inform the fraternity.

3. Mayor reported as follows:
a) Presented a request from Supervisor Harry Gordon dated October 4, 1957
for sewer service to Hanshaw Road - Beat Street - Kay Street area, as defined on
accompanying map. The Trustees
VOTED the Village is willing to serve the area, as defined on the map submitted with
the above request, with sewer service under a contract, details to be worked out later.
4. Fire Commissioner reported:
a) 1958 Northeast District Fire Service Contract figure,of $2,319.06
calculated by Clerk, and approved by Tocm Supervisor, was satisfactory to the Fire
Commissioners, and they recommended it be accepted and the money, as in 1957, be put
in the Fire Department Reserve Fund. The Trustees
VOTED approval of the $2,319.06 figure, directed the Clerk to -bill the Town accord -
inaly and approved the recommendation that the money be put in the Fire Department
Reserve Fund, when received, and so directed the.Treasurer.
b) Have completed parking lot and driveway work.for the year, cost under
$2;000.
c) Propose to organize Fire Police Group, and propose to spend about $100
for equipment for 6 men. On request of Mr. Hanselman, Trustees
VOTED approval of expenditure of about $100 for Fire Police equipment, to be charged
to General Fund Budget account A -81 -200.
d) Now getting quotations on (1) 200 feet 2i" hose, (2) 200,feet 11" hose
and 6 coats and boots for Truck #2.
'e) Have been promised radio for Truck #2 from County.
f) Noted that the Fire Company had a very enjoyable picnic on September
29th, There are no present plans for lawn except in the front, and a new set of
student bunkers have been obtained.
5. Police Commissioner presented September Police Report, which was accepted
by the Trustees, with some general comment on need for automobile speeding control
in the Village. The Police Commissioner was requested to check into'the matter and
report back to the Board.
6. Attorney Newman: -
a) Presented proposed TV Cable Franchise,Ordinance, and upon consideration,
and inspection of the map of proposed area of service by the Ceracche Television
Corporation, the Trustees
VOTED to accept the recommendation of the Attorney on a proposed ordinance enacting
a television cable franchise for a period of 10 years, starting December 1, -1957, and
to hold a public hearing on November 12, 1957, following due public notice by the
Clerk.
b) Presented the New York Attorneys fire station Bond Anticipation Note
renewal resolution, and accordingly it was MOVED by Trustee O'Connor, SECONDED by
Trustee Simpson, and unanimously

BOND ANTICIPATION RENEWAL NOTE RESOLUTION DATED OCTOBER 8, 1957•
A RESOLUTION AUTHORIZING THE ISSUANCE OF A $54,000.00 BOND ANTICIPATION `
RENEWAL NOTE OF THE VILLAGE OF CAYUGA HEIGHTS, TOMPKINS COUNTY, NEW YORK,
ISSUED IN CONNECTION WITH'THE CONSTRUCTION AND EQUIPMENT OF A VILLAGE FIRE
STATION, INCLUDING NECESSARY SITE IMPROVEMENT.
WHEREAS, by a bond and capital note resolution dated July 5. 1955, the Board
of Trustees of the Village of Cayuga Heights, Tompkins County, New York, duly auth-
orized the construction and equipment of a village fire station, including necessary
site improvement,, at a total estimated cost of not exceeding $60,000, which resolu-
tion further authorized the issuance of $57,000 serial bonds and $3,000 capital notes
of said Village to pay the cost thereof; and
WHEREAS, pursuant to said resolution and a bond anticipation note certificate
dated September* 15, 1955, a bond anticipation note of said Village in the principal
amount of $57,000, dated October 1, 1955, was duly issued, which note has been re-
newed and is now outstanding,in anticipation of the sale of said bonds; and
WHEREAS, a partial payment of the principal amount of said outstanding $57,000
bond anticipation renewal note in the amount of $3,000.00 was made by said Village
on October 1, 1957, from a source other than the proceeds of bonds, which partial
payment was made within two years from October 1, 1955, the date of issuance of
the first bond anticipation note issued in anticipation of said bonds, and which'
partial payment was at least equal to the amount which would be required by law as
a first maturity of said bond issue; and
WHEREAS, it is now desired to provide for the renewal of the balance of said
outstanding bond anticipation note; NMI, THEREFORE, BE IT
RESOLVED, by the Board of Trustees of the Village of Cayuga Heights, Tompkins
County, New York, as follows:
Section 1. For the specific object or purpose of paying part of the cost of
the construction and equipment of a village'fire station, including necessary site
improvement, there is hereby authorized to be issued a $54,000.00 bond anticipation
renewal note of said Village of Cayuga Heights, Tompkins County, New York.
Section 2. Specific reference is hereby made to the bond resolution, referred
to in the preambles hereof, which authorized the bonds in anticipation of the sale
of which the note herein authorized is to be issued. The amount of serial bonds
to be issued for such specific object or purpose is $54,000.00.
Section 9. The bond anticipation renewal note herein authorized shall be
dated October 1, 1957, shall be numbered 1, shall be of the denomination of
$54,000.00, shall bear interest at the rate of three per centum (3 %) per annum,
payable at maturity, shall mature on October 1, 1958, with prepayment reserved,
and shall be payable as to both principal and interest in lawful money of the
United States of America at Tompkins County Trust Company, in Ithaca, New York.
Such note shall be executed in the name of said Village of Cayuga Heights,.New
York, by its Mayor and Village Treasurer, sealed with its corporate seal, attested
by its Village Clerk, and shall be in substantially the following form, to -wit:

The Village of Cayuga Heights, in the County of Tompkins, a municipality of
the State of New York (herein alled the "Obligors% hereby acknowledges itself
indebted and for value /RBRYd to pay to the bearer of this note, or if it be
registered, to the registered holder, the sum of Fifty -four thousand Dollars
($54,000.00) on the 1st day of October, 19589 together with interest thereon from
the date hereof at the rate of three}percentum 0%) per annum, payable at maturity.
Both principal of and interest on this note will be paid in lawful money of the
United States of America at Tompkins County Trust Company, in Ithaca, New York.
This note may be redeemed prior to maturity and registered only in accordance
with the alplicable ':provisions stated on the reverse side hereof, which are hereby
made a part of this note.
This note is one of a total authorized issue of $ issued
pursuant to proceedings duly adopted by the Finance Board of the 0 ligor, including
particularly a resolution entitled: "BOND ANTICIPATION RENEWAL NOTE RESOLUTION DATED

The faith and credit of the Obligor are hereby irrevocably pledged for the
piinctual payment of the principal of and interest on this note according to its
terms.
It is certified and recited that all conditions, acts and things required by
the Constitution and statutes of the State of New York to exist, to have happened
and to have been performed precedent to and in the issuance of this note, exist,
have happened and have been performed,

Provisions for redemption of this note prior to maturity:
This note may be redeemed at any time prior to maturity by said Obligor upon
giving written notice to the holder, and interest shall cease after the date
for redemption. "
Section 4. The bond anticipation note referred to in the preambles hereof
is now outstanding and has previously been issued in anticipation of the sale of
such bonds. The bond anticipation note herein authorized is a renewal note and is
issued to, renew, in part, such outstanding bond anticipation note.
Sectibn 5- Such bond anticipation renewal note is hereby sold at private sale
to Tompkins County,:Trust Company, in Ithaca, New York, at a price of not less than
par, and accrued interest, if any.
Section 6. The faith and credit of the Village of Cayuga Heights, New York,
are hereby pledged for the payment of such note,and interest thereon, and unless
otherwise paid, the same shall be paid from the proceeds derived from the sale of
said bonds.
Sectibn 7. It is hereby further resolved and determined that no officer-or
employee of said Town is an officer, director or stockholder of said purchaser.
Sectibn 8. This resolution shall take effect immediately.
6. c) Read a letter from the New York Bond Attorneys on sewer financing
dealing with note renewals and plans for permanent financing. In order to pro-
vide for renewal of notes coming due October 15, 19579 $2509000.00 Bond Anticipa-
tion Note #4, dated October 15, 19569 First National Bank Ca 2�, and $200,000.00
Bond Anticipation Note #59 dated October 159 1956, Tompkins County Trust Company
C2-21%, the Trustees'•took action as follows:
MOVED by Trustee Williams, Seconded by Trustee O'Connor, and approved unanimously,
IT WAS VOTED RESOLVED That the Treasurer, as authorized in the original resolution,
renew Bond Anticipation Note #4, in the amount of $2509000.00 with the First
National Bank, at 3% interest, the renewal note payable May 15, 1958. (This hote
titled - "No-7 - Bond Anticipation Note of 1956 - First Renewal - $2509000.00 "96
MOVED by Trustee Simpson, Seconded by Trustee Campbell, and approved unanimously,
IT WAS VOTED RESOLVED That the Treasurer, as authorized in the original resolution,
renew Bond Anticipation Note #5, in the amount of $200,000.00 with the Tompkins
County Trust Company, at 3% interest, the renewal note payable March 159 1958.
(This note titled - "No. 8 - Bond Anticipation Note of 1956 - First Renewal -

d) Trustees requested that the Sewer Finance Committee make a report
at the next Board Meeting.
7. Engineer Carl Crandall presented:
a) Formula for unit chargeq for sewer rental rates. Upon discussion
and some modification, the Trustees -

b) To give due notice of sewer assessments and charges as,required
by Village Law, the Trustees requested the Clerk to open the sewer work books to
public inspection as soon as completed, about November 1st, and to advise each
property pwneri with a'postal card notice of this tentative sewer charge. Also to
provide for bearing of complaints and to complete the sewer charge roll, the
Trustees
VOTED to hold a Public Hearing.November 259 1957 at 7 :30 P.M. at the Village Office
to hear complaints on the proposed sewer charges and to complete the roll.. Also,
the sewer fund budget and the proposed sewer benefit assessment makes no provision
for shrinkage in the tentative charges by reason of adjustments in the roll, and
being the first year of such budget and assessment, the Trustees considered the need
for a contingency amount in addition to the flat,figures budgeted for the June 1,
1957 -May 31, 1958 period. The Clerk was instructed to make provision for such con-
tingent amount to the extent of 5 -10% of the budget figures, in his calculation of
tentative sewer charges.
c) Engineer recommended purchase of sewer cleaning equipment. Prices
quoted indicate complete set of equipment will cost about $1500. Since this equip-
ment is available from one ]manufacturer, and only one bid could be obtained if
advertised, upon consideration, the Trustees . . .
VOTED-to authorize the Clerk to order such sewer cleaning equipment, consisting
of a number of unit pieces in the aggregate amount.of.not to exceed $1600.00
w�thbut bids, same to be charged to the Capital Fund - Sewer project costs.
8. Treasurer: -
a) Presented his report for month of September, showing balances on
September 30, 1957 in the various funds as follows:
General Fund 68,606.03
Sewer Fund 19223.60
Capital Fund - Sewer 19291.63($179500 available on
First National Note)
Trustees VOTED to accept the report.
b) To supply funds for current operation of sewer department until
sewer charges are collected$' the Trustees
VOTED to borrow an additional $5,000.00 from the General Fund tob3 deposited in the
Sewer Fund account.This makes total of $10,000 thus borrowed to date.
c) VOTED to refund $9.00 to.Mrs. Horace Whiteside for overcharge on
special garbage collection service.

2. Fire Station Bond Anticipation Note due October 19 1957 had
been reduced in principal $39000.00, making net indebtedness $541000.00 and
interest of $1,425.009 due also October 19 19579 had been paid. See General Fund
Check #1626 dated October 1, 19570
b) Presented Septic Tank Permits, previously approved by the County
Health Department and Engineer Crandall, for Henry B. Sutton, 12$ Sunset Drive,
Madeleine G. Stagg, 114 Sunset Drive, William T. Miller, 100 Sunset Drive.
Accordingly, the Trustees
VOTED approval of the above- mentioned.Septio Tank Permits.
c) VOTED to change Burr Ripley residence street number to 406 E.
Upland Road.
d) VOTED to refer to Clerk for study, County Tax Coordinator Paynes
letter, iii regard —to-use of ;County Assessment Roll', tax extension and billing
system..

A. PUBLIC HEARING ON PROPOSED TV CABLE FRANCHISE HELD AT 7 :00 P.M.
PRESENT: Above named Village Officers, except Fire and Police Commissioners:
and Mr. Anthony.Ceracche, petitioner for the TV Cable Franchise.
Mr. Ceracche stated he found the proposed franchise agreeable except for '
the proposed rates, iih'ich were satisfactory in Ithaca, but not in the Village.due .
to great difference in'population density. Average in City is two subscribers per-
utility pole, whereas in the Village it will probably average one subscriber per
two poles. He stated a schedule of rates based on $135.00 installation and $3.50 '
