12. Moved by Trustee Simpson, seconded by Trustee O'Connor it was
VOTEDto present the Tentative Budget to Village Residents at the Annual Meeting on
March 18, 1957•
19. Moved by Trustee Christensen, seconded by Trustee O'Connor it was
VOTED RESOLVED that pursuant to Village Law Section 52, a Village Election be held
on March 19, 1957 at the Village Hall, the polls to be open between hours of 4:00 P.M.
and 8:00 P.M. at which time three trustees will be elected each for terms o£ 2 years
in place of Trustee Christensen, James O'Connor and Harold Williams, whose terms ex-
pire the first Monday in April 1957•
14. It was VOTED that by custom the annual meeting of the Village Residents be
hold on Monday, March 18, 1957 at 8:00 P.M. at tho School Auditorium to hear reports
of the Village Officers, conduct such other business as key be pertinent and to re-
ceive nominations for the offices to be filled by election on the following day.
15. Deferred adoption of tax roll account pending audit and approval of veterans
exemptions.
16. Date set for next regular meeting of Village Board, Monday, March 18; 1557
7:00 P.M.

Minutes of Special Meeting of the Village Board held on March 7, 1957 at 5:00
P.M. at the Village Office. '

1. Following bills were approved for payment.(See Schedule 10 and 10S)
2. The Trustees VOTED approval of the various acts of the Mayor in settling
of the Liberman claims for the condemnation matter. The Clerk has received for

filing the following papers:
(1) General Release - Leonard B. Liberman to Village of Cayuga, Heights dated
March 1, 1957, in consideration of the sum of $18,663.20 - "from all claims
arising out of the taking by the Village - of a portion of my property - - -
for public purposes in 'connection with construction of sewer system and sewage
disposal plant ".
(2) Stipulation for discontinuance,.consent to terms of settlement and pay-
ment of money out of court, and terms. - Dated March 1, 1957•
(3) Order for payment of money out of court, notice of application, petition
and certificate of County Treasurer.

3. Trustees VOTED, in,absence of Treasurer, to authorize the Clerk to borrow
$40,000 against Bond Anticipation Note #5 - from the Tompkins,County Trust Company, and .
to borrow $501000 against Bond Anticipation Note J4 at the First National-Bank.
4. Trustees VOTED, to accept the Engineer's recommendation for a later ruling
on the Bouley request for time limit extension on the disposal plant contract., and
directed him to notify the contractor.
Trustees VOTED, approval of the revised job specification for.Sewage Plant
Operator as approved by Mr. David Beiter of the State Civil Service Department on .
' March 7, 1957 in consultation with Clerk Randel and T. G. Miller,Jr.
Trustees VOTED approval of the plan•for Clerk and Engineer to.advertise for
candidate for job of Sewage Plant Trainee or Sewage Plant Operator.
Trustees VOTED to authorize Engineer to make provisional appointment,
subject to approval of Mayor and Trustees, of either a Sewage Plant Trainee at an
` annual salary rate of $3600 payable monthly, or a qualified Sewage Plant Operator at '
a salary rate in the range of $3800 -$4400 annually, payable monthly, the effective
date of the appointment to be specified by the Engineer..
5. The following applications for Veterans exemptions, duly audited, were
VOTED approval by the Trustees:

This action completed the 1957 assessment roll, and with receipt'of the final
franchise figures from Albany noted by the Clerk, it was moved by Trustee OtConnor,
seconded by Trustee Sharp, and VOTED unanimously to adopt the completed.and. verified
1957 Assessment Roll, as amended by Grievance Day adjustments and,veterans.exemptions,
in the amount of $8,536,216, and to file same with the Clerk. .
6. The Mayor and Engineer reported on conferences with Mr..Robinson of the,
State Department of Public Works in Syracuse on March 1st on Route 13 within'the
Village, Nothing was'aaid by either the Mayor,or Engineer that could be considered
'withdrawal of the-Village opposition to Plan B. They.pressed for alignment'.below
Remington Road, and the state men expressed willingness to do everything possible to
satisfyrthe Village within the 6 %•grade limit required by the Federal Government,.the
practical requirements of building of the road and the cost•limitations. '.The latter
points will not be determined until the route has been surveyed, an early action

promised by the State. In the meantime, the Mayor has reiterated.,the Village posi-
tion to Mr. Ashbery in Albany in connection with the proposed enabling act for this
road project.
7. With approval of the Trustees, the Mayor appointed Trustee Theo F. Sharp, '
as Village representative for one year on the-Greater Ithaca Regional Planning Board.
The effective date of the appointment will be the organization date of the-Board.

Minutes of Annual Meeting of the Residents of the Village of Cayuga Heights.
held on Monday, March 18, 1957 at 8:00 P.M, at,the Schoolhouse.`Auditorium.
PRESENT: About 35 village residents and officials,
1. Duly nominated from the floor, Mayor Marcham and Clerk.Randel were named
Chairman and Secretary of the meeting.
2. The Mayor pointed to the outstanding items of. the past year as:
a) Cooperative arrangements with-our neighbors for services, such as the .
fire protection contract with the Northeast and Forest Home areas, the undertaking of
engineering studies for water and sewer services to the Northeast District and
County Airport areas, and the -joining with the Town and City of Ithaca in the '
Greater Ithaca Regional Planning Board.
b) The internal affairs of the Village, the usual dog and garbage com-
plaints relegated to the background by the'vast upheaval of.the earths surface
around the Village caused by the sewer project.
c) Strengthening of our Village ordinances to provide and maintain the
type of community desired by the residents, now underway and soon to be in final
adopted form.
.3. Treasurer Upchurch presented the fiscal report for the 9 months of the
year, showing a healthy situation, and noting the appropriation of some $18,000 of
the expected surplus of $36,000 to special Water, Sewer and Fire Department reserves
to further strengthen the financial condition of the Village.
4. Engineer Crandall reporting in some detail on the sewer project,' gave a
target date of June 1st for putting the plant in operation. At the moment, the
sewers are 80% complete, plant 70 %, the outfall in the lake and the hereunder the
Lake Road and Lehigh Valley Railroad partially done. The general road conditions
in the Village caused by sewer digging are quite a,mess. Villagers have been very
patient and while there is still. a lot of surface restoration.' and individual lateral
work, the end is in sight. Completion of the project will make the Village A better
place in which to live and stabilize property values. Final costs of the.projeet
have not yet been determined.
On Route 13, the proposed Plan B, revived after two years, is more likely to be
approved than any alternate, by reason of the requirements for Federal Aid on the
project. The plan has little or no beneficial aspects'for the Village, even access
to the road within the Village may not be possible. The detrimental aspects are the
interference-with the future residential use of land in the northerly end of the
Village, the effect of noise and proximity to presently built up area along the
