Randel Village Clerk Minutes of a Regular Meeting of the Village Board held on September 11, 1956 at 7:30 P.M.•at the Village Office. PRESENT: Mayor Frederick G. Marcham; Trustees, J.F. O'Connor, James.R. Simpson and H. H. Williams; Engineer Carl Crandall; Treasurer Frederick Upchurch. s 1. Minutes of meetings of June 12, 22, July 11,August 7 and 17 previously submitted in mimeographed form, were approved Without reading. . 7 2. Following bills approved for payment:- See Schedule #4 and 4S. - 3. Trustees acted on a number of items as follows: a) VOTED that,Treasurer pay sewer project engineering note for $15,000 plus interest, due September 15. 1956, from Capital Fund - Sewer account funds realized,from sewer bond anticipation notes. b) VOTED that Treasurer pay. Fire Department capital note for $1,500 plus interest due October 1, 1956, from general funds as appro- priated for that purpose. , c) VOTED that Treasurer renew for one year, the Fire Department Bond Anticipation Note for $57,000 due October 1, 1956,.and pay the interest due on October 1, 1956, from general funds as appropriated for that purpose. d) VOTED approval of audit of Village books for period July 15, 1955 - May 31, 1956 made by Paul Bradford. e) Tabled until October meeting, action on vacancy onBoard of Fire Commissioners. ' f) Requested Clerk to include in the minutes of this meeting, the resolution adopted by Town of Ithaca Board consenting to construc- tion of sewer pipes in Texas Lane within the Town. "RESOLVED that the Town Board hereby gives its consent to the construction of sewer pipes under the portion of the extension of Texas.Iane which is in the Town outside of the Village of Cayuga Heights, same to connect with the Village sewer system." g) VOTED that it is the decision of the Board not to adopt the,State "Building Code for the present. h) VOTED to award tree service contract to Pond & Moyer, in the maximum ' amount of $2300, and for the Clerk.to so notify Pond & Moyer.' i) VOTED approval of'14ayor's appointment, effective 8/20/56 of Mrs. Verna Quinlan ae temporary typist part time at $1.50 per hour. . W J) VOTED approval of action of Engineer to retain Mr. T. G..Mil.ler, Jr. Jr. for professional engineering and inspection services, effec- tive September 4, 1956, for the duration of, and in connection I with the sewer and sewage treatment plant projects. His services and expenses will be billed to the Village for the account of the Capital Fund - Sewer as they accrue. k) Accepted resignation, effective September 4, 1956, of Mr.H. A. J. Kuhn, Temporary Inspector on Sewer Project. 4. Mayor reported on his activities in connection with the proposed Regional Planning Commission; the Trustees expressed willingness to participate in this, and accordingly VOTED to contribute $1,000 for one year from the Oeneral,Fund to, this project when and if the Regional Planning Commission is set up. At the moment the expected participating bodies are the City of Ithaca, Town of Ithaca and Village of Cayuga Heights, contributing $4,000, $2,000 and $1,000 respectively. A Federal grant of $5,500.is anticipated. 5. Attorney Newman not present. For the record it was noted that Mr. Liberman had filed for appeal on the condemnation award.. Filing date was August 24, 1956. 6. Engineer Crandall reported on progress of sewer project which is about 113 complete,and lack of progress on the treatment plant. At his request, the Trustees VOTED • 'that the clerk inform Bouley of their concern that the treatment plant construction has not been started, and request a statement'of his intentions on the plant construction and laying of the sewer outfall in Cayuga Lake.- 7. Police Commissioner's report of activities of the Police Department for June, July and August were noted and,ordered filed. He also reported on the .traffic survey conducted by Mr. James Ryan of the Insurance Industry Committee of Safety and Votor Vehicle Accidents. His report and the recom- mendations therein will be used by the Police Commissioner in his forthcom- ing rewriting of the Village Ordinances. 8. Fire Commissioners expect to get at landscaping around the Village Hall in the near future. On recommendation of the Village Engineer, it was decided to defer hard top paving of the Village Hall drives and parking lot until next spring. 9. Treasurer Upchurch reported balances on August 31, 1956 as follows: General Fund $ 69,571.67 Capital Fund - Sewer 149625.45 Capital Fund - Fire Department -000 - Trustees VOTED to accept his report. The Clerk was requested to get information on cubic content of the Village Hall' occupied by Village Office and Fire Department, and with the Treasurer to determine proper proportion of the debt retirement costs of the building to be charged against the Village Office and Fire Department, as is now done with the operating costs. io 10.• Date-set for the next regular meeting - October 9. 1956. Marcham; Trustees Louise. M. Catheraood, James F. O!Connor, T. F.Sharp, Harold H. Williams; Engineer Carl Crandall;, Police Commis- sioner Lowell T: George. i ALSO PRESENT: Orrin J. VanDyk and Professor H. W. Riley ,A) Dr. VanDyk reviewed situation on Route 13 realignment and suggested that the Board move on the offensive, rather than sit back and find as an accomplished fact a routing of Route 13 approved.by the State, but not to the liking or benefit of Cayuga Heights Village. He felt the Riley plan had merit and requested that Board.hear Professor Riley.. As explained by Professor Riley,.his (Avery - Riley) plan reroutes Route 13 as follows: Turn off Route 13 north of Dryden at Sweetland Road (el.1324) follow westerly on or nearly level route, intersecting North Trip- hammer Road at Burdic� Road, intersecting Route 34 at top of Esty hill, and follow- ing Route 34 or a new-route between Route 34 and 34A to lake level, and through city on approved City routing. He calculated mileages to State and Meadow Streets as follows; Riley plan 18.25 miles; Plan B - 18.25; present Route 13 _ 16.1. His plan requires one bridge over Fall Creek, two railroad grade crossings, and a rather complicated and expensive job to get down from Estys if a new road is placed on hillside between Route 34 and Route 34A. The advantages of his plan are - (1) Easy terrain - grade quite level (2) Point where road ends is nearest to Cayuga Lake surface level.(3) Property rights inexpensive, and (4) would be.a long term solution. Great disadvantage is cost. Engineer Crandall reviewed history of study of Route 13 realignment, which was started as a project for an alternate truck route to keep trucks off Mitchell Street::and Ithaca Road. He felt the Riley Plan, or Plan B, dumping trucks into N. Cayuga Street would be no better. The Route 13 conjestion is from Varna.west into the City and is not due to through traffic, therefore it is questionalbe if Riley Plan or Plan B would appreciably relieve truck hazards on Mitchell Street, Ithaca Road and East State Street. . The effect of the tuning fork, a factor in Ithaca traffic, is yet to be determined. He felt there were three possibilities in coming down from Estys that would not be objectionable to the Village - 1) Use present Route 34 from Estys down past McKinneys, 2.), Follow road bed of old short line railroad, with overpass over Route 34 near foot of Cayuga Street extension, and 3) Follow shortline rail- road down to about the.Egg Plant and then drop to Route 34. Engineer Crandall suggested no Board'action now. He pointed out that a considerable tract of Village owned land.and the Village sewer extension and treatment plant would be involved, and he felt that the State Department of Public Works would be reluctant to consider any route which would involve a controversy on rights of way.through Village land encumbered with the Sewage Treatment Plant.
