The Police Justice reported for the same period noted that he had handled 81 cases with 48 convictions for speeding, 12 for other moving violations and 15 parking convictions. A total of $727.50 in fines has been collected. His report was ordered ® filed with the Clerk. 7. Fire Commissioner Charles I.Sayles reporting on the activities of the Fire Department noted that 404 days had elapsed since the auth$oization to go ahead with the Fire Department project. In that time the truck equipment had been purchased at a cost of $15.649.99 against a total allotment of $16,000. On the Fire Station and Office Building a project for which $60,000 was allotted in the fall of 1955, construction was approximately 90% complete and $59,545.64 had been spent or appropriated for the project. The Department has been approved by the New York Fire Rating Organization and is.spartici- pating in the County Mutual Aid Program. There are about 75 members in the Department of whom about 25 have completed the basic fire training course and lesser number the Inter- mediate and Advanced Courses. 8. The Treasurer presented the tentative budget, which anticipated a General Fund appropriation of $95,000, estimated revenue other than taxes $11,306.86, appropriated cash surplus of $21,508.38 leaving a balance to be raised by real estate taxes levied of $62,184.76. This will be realized by .009 tax rate on the total assessments of $6,909,418. Minutes of the Regular Meeting of the Village Board held on Monday, March 19, 1956 at 7:00 P.M. in the Library room of the Schoolhouse. PRESENT: Mayor Henry J. Shirey; Trustees F. G. Marcham, T. Approval of minutes of meetings February 9 and 21 were deferred upon the request of the Clerk since they had not been written up in final form suitable for reading to the meeting. 2. The following bills were approved for payment; See Schedule No. 11. 3. The Mayor read a letter fromDr. Broad, Tompkins County Department of Health, 9. The report of the Nominating Commiteee, W. C. Geer, Chairman, was presented by member General Ralph Hospital. He presented the following slate of candidates; For Mayor Frederick G.Marcham for a term of two years. For Trustees (Each for a term of two years) for re-election- Theo F. Sharp James R. Simpson ® and for election for a first term, Mrs. Louise Catherwood 10. Nominations were duly seconded by James F. O'Connor, Upon call of the Chair- man there being no nominations from-the floor, nominations were declared closed and the Clerk was instructed to prepare a ballot for the elections on the following day. 11. Chairman reminded the residents of the date, time and place of the elections for officers. 12. There being no further business the meeting was duly dj :O1 P.M. The Mayor read a letter fromDr. Broad, Tompkins County Department of Health, in which he noted the Board's appreciation for the progress that has been made in the development of plans on the sewer system extension. He recalled that at the joint meeting of the Village Board and The Board of Health on May 24, 1955 it was agreed that following the referendum vote the two Boards should again meet to mutually determine a satisfactory progress schedule. He commented that he would appreciate receiving a schedule of progress and noted their receptiveness to a.combined meeting at a mutually agreeable time. This letter was referred to the Clerk to be brought up at the meeting oil the new Board. A communication from Mrs. Horace E. Whiteside, Civic Chairman of the Garden Club was read in which she noted that they heartily endorsed the work being done by the Village on trees, hoped that such work -,would be continued and suggested suitable land- scaping for the new Village Fire Station. To tie this work in with the county on regional beautification of which Mr. Mike Hanna is Chairman, the Board provisionally agreed to appoint a delegate to report on such matters to .Mike- Hanna... A letter fromRobert Reed Colbert, Cornell Residential Club, regarding the condition-and the•potential hazards therefrom onCountry Club Roqd was discussed and it was VOTED to have the Engineer make an inspection of the road and report to the'Board with recommendations for action. The Mayor noted that this was his last meeting with the Village Board and he wished to thank all the officials of the Village for their cooperation with him during his period of service as Mayor. He noted that his participation in Village government affairs had extended over some 15 years or more and that he had greatly enjoyed the work. Upon motion of,Trustee Williams and second by Trustee Simpson, IT WAS UNANIMOUSLY VOTED RESOLVED that the Clerk be, and hereby is instructed to spread .upon the minutes of the Board of,Trustees of the Village of Cayuga Heights the heartfelt appreciation of the Village Board and other members of the official family of the Village for the services rendered by Mayor Henry J.Shirey and further to send a copy of this resolution to the Mayor. 4. . The Engineer reported thatDoane appraisal figures would be available some time in May. A preliminary comparison of the Doane figures indicate that the Village assessments are on the basis of 42.5% of the true value, very close to the 43 %'basis currently used by our assessing body. The County Board of Supervisors are consider- ing using somewhere in the range of 40 - 50% £of county -wide assessment purposes. The Engineer also reported on some activity regarding Regional Planning which it has been suggested should be a combined City, Town of Ithaca and Village of Cayuga Heights proposition. An advisory body of representative citizens would consider vari- ous projects in the planning stage•within the area and establish not only the worth of such projects but their relative priority. It is hoped that such priority would be accepted by the local. governmental bodies involved so as to spread the cost to the taxpayers of the area on a sound and reasonable basis. It is presumed that this regional planning board or committee will have certain expenses and they will undoubted- ly be looking to the Village to underwrite a share of the cost. No action was taken but the Trustees generally felt that the Village should support such an activity. 5. The Treasurer submitted his report dated February 29,.•1956 showing a balance in the General Fund of $41,327.56. Balance in the Capital Fund - Fire Department was $4,628.33 and in the Capital Fund - Sewer $10,355.76. The Treasurer's Report was ordered filed. 147 6. The Clerk reviewed the breakdown of the 1956 assessment figures which showed an increase of 14% in land valuation, an increase of 10.6% in land plus building values, an increase of 5.4% in veterans'. exemptions, an increase of 23.4% in corporation real and an increase of 4.8% in franchises, for a grand total increase over the previous year of 10.5 %. Totally exempt property increased 9 %. There were 635 assessed parcels of which 74 were classified as lot land parcels, 528 residences, 11 fraternities, 6 com- mercial, 10 apartments and 6 vacant land, private parks, golf course and farm land. Pond & Moyer have submitted an estimate of $2300 on proposed tree rehabili- tation and planting work for the coming fiscal year. Trustees decided to take no action until this matter has generally been checked by Professor Guise. 7. Police Commissioner submitted his report of the Police Department for the month of February, noting 36 complaints, 8 arrests for speeding and 8 for illegal parking. Also that Officer Fowler had attended the Police Training School held in the City of Ithaca. His report was ordered filed. Upon recommendation of the Police Commissioner, IT WAS VOTED to authorize the Clerk to purchase five 25 mile per hour speed limit signs and five reflectorized STOP signs according to the specifications of the Police Commissioner. 8. Fire Commissioner Sayles reported capital expenditures on Fire Truck of $15,649.99 out of the $16,000 authorized. A total of $59.545.64 expended or authorized on the $60,000 authorization on the Fire Station. According to his calculations the estimated expenditures for the coming fiscal year including debt service will amount to $10,341.60. He noted the need for paving and landscaping. Clerk and Fire Commis- sioner were asked to check with the architects to determine the contractor's responsi- bility to these two items. He noted that the Chief's apartment was about ready for occupancy and that two student bunkers had been engaged. The Annual Meeting of the Department will be held on April 3rd and an Annum. Dinner will be field on April 17th. There was considerable discussion on the New York Fire Insurance Rating Or- ganization's report No. 270','' covering their inspection of the fire protection facil- ities for the Village in September 1955. This report split up recommendations into three categories. In order to initiate action, it was VOTED that the Clerk refer to Mr. Charles W. Rich, Ithaca Water Superintendent the section on water supply asking for his recommendations :. That the section on Fire Department be referred to the Fire Commissioners for similar consideration and that the section on structural conditions be referred to the Clerk to obtain copies of the Building, Fire Prevention and NationalEloetric Codes for preliminary study. 9. Trustees set the time for the Annual Meeting of the Trustees to be Monday, April 2, 1956 at 8:00 P.M. at the Village Office (per VL Sec.87). 10. Randel Clerk Minutes of the Annual Organization Meeting of the Village Board held on April 2nd, 1956 at 8:00 P.M. at the Village.Office, 909 Hanshaw•Road, Ithaca, N.Y. ' PRESENT: Mayor Frederick G. Msrcham; Trustees, Mrs. Louise M.Catherwood, T. F. Sharp, J. R. Simpson and H.. H. Williams; Police Commissioner, Lowell T. George and Attorney Charles Newman. NOTE: Public Hearing on the Budget was held at 7:00 P.M. Clerk reported that hearing had been duly advertised as required by Village Law. No residents appeared at the Public Hearing and there were no recommendations from the assembled Village Officials regarding any changes in the Amended Tentative Budget as presented at the Hearing. (A) Village Attorney Charles H. Newman reported on the condemnation proceed- ings on the Liberman property held before Judge Norman Stagg. The trial lasted from March 26th until March 29th. During that period testimony was obtained from Village Engineer, Carl Crandall, Consulting Engineer, Professor H. M. Gifft, County Health Officer Dr. Broad and Clerk Randel. All motions by Attorney Dahman representing Mr. Liberman £or dismissal of the case were denied by the Judge. The Court found that the Village had sus- tained its case in regard to need for the sewage treatment plant, need for the specific location and that the public interest regiii -ed that there be no further delay in the Village acquiring the necessary rights to land and rights of way. The Judge advised Attorney Newman that he would entertain an application for, immed- iate temporary occupancy of the land and would proceed to appoint a. commission of ' appraisers to fix the value of the land and rights of way, the only undertermined factor in the case.
